In a recent visit to India, Microsoft’s CEO, Satya Nadella, introduced company’s ambitious initiative – ADVANTA(I)GE INDIA. This major plan targets equipping 2 million individuals in India with artificial intelligence (AI) skills by 2025. As part of Microsoft’s broader Skills for Jobs program, the company has collaborated with governments, non-profits, businesses, and communities. For Microsoft, India represents a massive tech market with immense opportunities for technological growth. The goal is to expand its market presence, tap into and harness local talent while fulfilling its CSR objectives.

Microsoft’s recent Work Trend Index showed that as AI grows, there’s a real need for new skills. About 90% of Indian leaders agree, saying people need skills to deal with AI. Surprisingly, 78% of Indian workers feel they lack the right AI skills for their jobs.

Knowing that a lot of real life happens in smaller towns and rural spots in Tier 2 and Tier 3 cities, ADVANTA(I)GE INDIA will go beyond just the big cities. The plan is simple – make sure everyone, no matter where they are, can get in on the AI skills action. It’s about progress for everyone irrespective of the demographics.

Smt. Trishaljit Sethi, Director General (Training) at the Ministry of Skill Development & Entrepreneurship, Government of India, is a partner in the program and believes in AI innovation and its impact on shaping India’s future. The ministry has collaborated with Microsoft and others to upskill the masses. The goal is clear – empower the youth with skills that go beyond traditional training, reshaping how they work, connect, and tackle real-world challenges. The focus extends to institutions like ITIs, NSTIs, and skilling platforms, collectively driving the mission to advance India’s digital future. The commitment reaches far and wide, ensuring key sectors across the country embrace an AI-first and AI-ready approach.

Shri Puneet Chandok, President of Microsoft India & South Asia, shared the same perspective, regarding ADVANTA(I)GE INDIA as a significant move in democratising access to AI skills. He foresees India emerging as a global leader in AI, with this initiative serving as the driving force behind widespread fluency in the field.

Shri Ameya Vanjari, Chief Operating Officer at Tata STRIVE said, “Given the rising need for professionals in AI and security skills and the shortage of skilled talent especially in AI domain, building a diverse and inclusive talent pool is an imperative for organizations. The ADVANTA(I)GE INDIA initiative will focus on three key areas to create AI fluency – Equipping India’s future workforce, upskilling government officials in AI and working to build the AI capability of nonprofit organisations.

Training the future workforce to harness AI’s potential 

  • Microsoft’s ADVANTA(I)GE INDIA initiative, in collaboration with India’s Ministry of Skill Development and Entrepreneurship and 10 state governments, aims to offer basic and advanced AI training to 500,000 students and job seekers in 100 rural vocational education institutions.
  • Microsoft plans to provide AI technical skills training to 100,000 young women in Tier 2 and Tier 3 cities by  deploying 5,000 trainers at higher education institutions and leveraging the AI Trainer Toolkit Guide, they aim to strengthen programs in cloud, AI, and cybersecurity with AI credentials. Microsoft will also facilitate access to Azure AI services, encouraging tech solution development and industry collaborations for mentorship, internships, and job placements.
  • As part of the initiative, Microsoft will raise awareness of responsible AI use and AI-enabled careers for 400,000 students in schools in remote and tribal regions, enabling them to be next-generation AI innovators. This will be inline with Microsoft’s global initiatives: Technology Education and Literacy in Schools (TEALS)Farm Beats for Students, and the AI Guidance for Schools Toolkit for teachers.  

AI training of government officers to deliver next-generation citizen services 

In partnership with India’s National Programme for Civil Services Capacity Building, Microsoft aims to equip 250,000 government officers with essential generative AI knowledge. This collaboration seeks to enhance productivity, transform digital governance in rural India, and enable investments in AI-enabled citizen services.

Enabling nonprofit organizations to accelerate their AI transformation and maximise social impact

Microsoft and LinkedIn will organise the India Nonprofit Leaders Summit in April 2024. The summit will empower 2,500 non-profits and NGOs to leverage AI skilling resources, impacting 750,000 learners, including underserved youths, young women, and jobseekers.

Microsoft will also provide nonprofits in India with access to the Microsoft Resources Hub and the LinkedIn for Nonprofits Resource Hub to help maximise their social impact and lead change in the AI era. 

In the past three years, Microsoft had already laid the foundation for this, it supports over 5,000 nonprofits in India with cloud and technology solutions. The technology giant had empowered more than 20,000 nonprofit employees to wield technology as a tool to accelerate their mission.

Government of India approved a 8% increase in the Fair and Remunerative Price (FRP) for sugarcane to ₹340 per quintal for the upcoming 2024-25 season. The decision is expected to impact over 5 crore sugarcane farmers and comes at a crucial juncture as India confronts a 7.6% decline in sugar production between October-December, 2023. Despite already having the world’s highest sugarcane prices, the government emphasises its commitment to ensuring affordability for consumers. The FRP approval unfolds against the backdrop of concerns about the labor-intensive nature of sugarcane harvesting, prompting some farmers to shift to alternative crops..

IndianBureaucracy, New Delhi, February 22, 2024: The Cabinet Committee on Economic Affairs, chaired by Prime Minister Shri Narendra Modi, approved the Fair and Remunerative Price (FRP) of ₹340/quintal for sugarcane for the upcoming 2024-25 season. This is 8% increase from the current season (october 2023-September 2024) and is set to take effect from October 1, 2024, directly impacting over 5 crore sugarcane farmers.

The recently approved Fair and Remunerative Price (FRP), surpassing the A2+FL (actual paid-out cost plus imputed family labor cost) by 107%, is anticipated to elicit positive responses from the sugarcane producers’ community. Despite already having the world’s highest sugarcane prices, the Central Government aims to ensure affordable sugar for Indian consumers.

Under this approval, sugar mills will pay ₹340/quintal at a 10.25% recovery rate. For every 0.1% increase in recovery, farmers will receive an additional ₹3.32, with a corresponding deduction for a decrease in recovery. Even at a recovery rate of 9.5%, farmers are assured a minimum price of ₹315.10/quintal.

As per statement released by the Cabinet Committee on Economic Affairs (CCEA) Government of India has already cleared and disbursed 99.5% of cane dues for the 2022-23 season and currently the sugar sector has the lowest outstanding cane arrears in its history. Government interventions have rendered sugar mills financially self-sufficient since the 2021-22 season, eliminating the need for financial assistance. Nevertheless, the Central Government maintains its commitment to Assured FRP and Assured Procurement for sugarcane farmers.

Sugarcane harvesting relies heavily on a substantial workforce of migrant laborers, crucial at every labor-intensive stage, from sowing to harvesting. Limited use of machines, mainly due to their high cost, characterizes the process. The labor-intensive nature of the crop has led to diminishing profit margins for farmers, prompting many to opt for alternative crops, abandoning sugarcane cultivation.

Between October 1 and December 31, 2023, Indian mills recorded a sugar production of 11.21 million metric tons, reflecting a 7.6% decrease compared to the previous year. The reduction is attributed to decreased output in Maharashtra and Karnataka, two prominent sugar-producing states, according to the National Federation of Cooperative Sugar Factories. Specifically, Maharashtra’s sugar production declined from 4.74 million tons to 3.82 million tons, while Karnataka saw a 10.1% decrease, producing 2.4 million tons during the same period, as indicated in a statement from the National Federation of Cooperative Sugar Factories.

Microsoft and iCreate unveil iMPEL-AI Program to propel AI Innovation across India

The International Centre for Entrepreneurship and Technology (iCreate) and Microsoft teamed up with the Ministry of Electronics & IT, signing an MoU to boost AI startups across India. Witnessed by Shri Rajeev Chandrasekhar, the collaboration aims to drive innovation in AI and emerging tech, not just in big cities but also in smaller towns and villages. The focus is on fast-tracking the innovation ecosystem’s growth and shaping the future of IndiaAI. It anticipates a surge in startups focusing on AI, semiconductors, and high-performance computing, with a strong commitment to ensuring Safe & Trusted AI.

Microsoft and iCreate have launched the iMPEL-AI program with the objective of identifying 1100 talented AI innovators across India. These individuals will explore themes such as Healthcare, Financial Inclusion, Sustainability, Education, Agriculture, and Smart Cities. In the subsequent phase, 100 startups will receive assistance utilizing Azure OpenAI, and the top 25 will receive backing from Microsoft’s Global Network for the development of AI products.

Furthermore, Microsoft and iCreate will facilitate AI learning opportunities for 11,000 individuals and startups across India through Microsoft’s Learning Management System. Upon completion, participants will be awarded certifications from Microsoft, enhancing their employability prospects and preparing them for a successful career.

PFRDA amends Trustee Bank & Central Recordkeeping Agency Regulations

The Pension Fund Regulatory and Development Authority (PFRDA) has notified the Trustee Bank (TB) (Amendment) Regulations, 2023 and the Central Recordkeeping Agency (CRA) (Amendment) Regulations, 2023 on 09.02.2024.

The amendments to Trustee Bank (TB) Regulations simplify and strengthen the provisions related to implementation of fraud prevention and mitigation policy, compensation to the subscriber, invitation of application for new registration and surrender of certificate of registration.

Amendments to Central Recordkeeping Agency (CRA) Regulations simplify and strengthen the provisions related to governance of CRA in line with Companies Act, 2013 and enhanced disclosure of information by CRA. The other notable amendments inter alia include:

  1. Implementation of fraud prevention and mitigation policy by CRA to protect the interest of subscribers.
  2. Inclusion of certificate by CEO in the annual report in respect of adequacy and effectiveness of internal controls, compliance and audit processes.
  3. Criteria of ‘fit and proper person’ has been introduced for CRA and its key personnel.

The amendments in key areas aim at simplification and reducing compliance burden.

In response to rising human-wildlife conflicts, particularly in Kerala’s Wayanad District, Union Minister for Environment, Forest, and Climate Change, Shri Bhupender Yadav, conducted a field visit to Bandipur National Park and Wayanad. The visit aimed to assess the situation firsthand, accompanied by senior officers from the Ministry and Wildlife Institute of India (WII).

On February 22, 2024, Shri Yadav chaired a meeting in Wayanad, discussing the issue with local representatives, including MLAs and the District Panchayat President. The meeting included officials from Kerala’s Forest & Wildlife, Tourism, and Local Self-Government departments.

Key Outcomes and Initiatives:

  1. Development of Salim Ali Centre for Ornithology and Natural History (SACON) as a Center for Handholding: SACON, under WII, will become a center for assisting states like Karnataka, Kerala, and Tamil Nadu in mitigating human-wildlife conflicts.
  2. Inter-State Coordination Meetings: To enhance cooperation, coordination, and collaboration on wildlife issues, inter-state coordination meetings will be facilitated by the Ministry.
  3. Capacity Building: The Ministry will support capacity building for frontline staff and departments, focusing on early warning systems, modern technology, equipment, and tracking systems.
  4. Funding Support: An allocation of Rs 15.82 Crore for 2023-24 has been sanctioned to Kerala. Further funding under CAMPA and other schemes will be considered based on the State’s proposals.
  5. Corridor Management Planning: Wildlife Institute of India will assist in preparing corridor management plans in Kerala, Karnataka, and Tamil Nadu.
  6. Elephant Proof Fences: Site-specific elephant-proof fences may be created, with the state government seeking funding support from the Central Government.
  7. Enhanced Compensation: Ex-gratia payment for human casualties has been increased from Rs 5.0 Lakh to Rs 10.0 Lakh. States are urged to ensure immediate and transparent payments.
  8. Permission for Mitigation Measures: Section 11 of the Wildlife (Protection) Act empowers State Chief Wildlife Wardens to take necessary actions for managing human-wildlife conflicts.

The Minister emphasised a collaborative approach, urging states to actively participate in these initiatives to address the challenges posed by human-wildlife conflicts effectively.
