On March 10, 2024, NTPC and its renewable energy subsidiary, NGEL, formalized non-binding Memoranda of Understanding (MoUs) with Rajasthan Rajya Vidyut Utpadan Nigam Limited (RVUNL) in Jaipur, signifying collaborative efforts in the energy sector.

The MoU between NTPC and RVUNL aims to explore possibilities for incorporating supercritical units into the existing Chhabra Thermal Power Plant. The parties also intend to implement measures to enhance efficiency and reduce the power generation cost of the plant’s existing units. Furthermore, the agreement includes a commitment to undertake 15 to 20-year annuity-based Renovation and Modernization (R&M) of old thermal units of RVUNL by NTPC or its affiliates. The signing ceremony was attended by Shri R Sarangapani, Executive Director of Business Development, Innovation and Consultancy at NTPC, and Shri Devender Shringi, Chairman and Managing Director of RVUNL.

Simultaneously, the MoU between NGEL and RVUNL, the renewable energy arm of NTPC, focuses on the development of Renewable Energy Projects up to 25 GW capacity and Green Hydrogen Derivatives up to 1 million Ton capacity, both within the state of Rajasthan. The agreement was signed by Shri Rajiv Gupta, Chief Executive Officer of NGEL, and Shri Devender Shringi, Chairman and Managing Director of RVUNL.

The signing ceremony, held at the Chief Minister’s Office in Jaipur, was graced by the presence of Chief Minister of Rajasthan, Shri Bhajan Lal Sharma. Union Minister for Power and New and Renewable Energy, Shri R. K. Singh, and Union Minister for Coal and Mines, Shri Pralhad Joshi, virtually attended the event through video-conference. Other notable attendees included Deputy Chief Minister of Rajasthan, Smt. Diya Kumari; Minister of State for the Energy Department, Government of Rajasthan, Shri Heeralal Nagar; Union Coal Secretary Shri Amrit Lal Meena; and Chief Secretary of Rajasthan, Shri Sudhansh Panth.

Representing NTPC Ltd., Chairman and Managing Director, Shri Gurdeep Singh, along with Director (HR), Shri D.K Patel, and Independent Director, Shri Vivek Gupta, were present at the ceremony. NTPC, as India’s largest integrated power utility, currently holds over 75 GW of installed capacity, contributing to 25% of India’s total electricity demand. With ambitious plans, NTPC aims to expand its non-fossil-based capacity to 45%-50% of the company’s total portfolio, targeting 130 GW by the year 2032, with 60 GW allocated to renewable energy capacity.

The Ministry of Information and Broadcasting organized a multi-stakeholder roundtable discussion on “Gender Sensitization – Portrayal of Women in Media”, which was held at Hotel Ashok on 11th march 2024 morning.

The panel included speakers from the Ministry of Information and Broadcasting, Prasar Bharati, FICCI, UN Women, Netflix, Warner Bros. Discovery, UNICEF, BAG Films & Media Ltd., Radio Mewat, Times of India, Equilibrio Advisory LLP, Fever FM, Ms Anupriya Goenka (Actress) and was moderated by Primus Partners.

The discussion consisted of two detailed sessions on the ecosystem analysis and on the way ahead.

Broad areas of discussion included current media portrayals of women and their impact on social perceptions, identification of common stereotypes of women in media and challenges that the women in the industry face. Discussion focused on the responsibilities of media outlets in creating fair and inclusive narratives and accountability strategies and the use of gender-sensitive language.

Best practices for promoting diversity and breaking stereotypes and the potential of media to bring a positive societal change were deliberated upon. There was brainstorming on promoting empowering narratives for women in media, exploring collaboration opportunities between media organizations, advocacy groups and content creators for positive change leading to an equitable society with equal opportunities for all citizens to grow as per their potential.

Ms Neerja Sekhar, IAS, Additional Secretary, Ministry of Information and Broadcasting , emphasized that the state and society should come together with the responsibility to bring in change and to make workplaces safe, and ensure equal inclusion of women in all spaces. Government would continue to encourage change through discussions with stakeholders across media platforms.

The panelists deliberated on the need to have strong stories which has been facilitated to large extent by the OTT platforms, as strong stories do not resort to portray women in stereotyped or glamorized roles. Discussion on “Guide on Gender–Inclusive Communication” brought out by Ministry of Women and Child Development and “Handbook on Combating Gender Stereotypes” by Hon’ble Supreme Court of India was held to emphasize the use of language and portrayal of women in media in breaking deep-rooted biases.

In conclusion, Ms. Charu Malhotra, Co-founder and Managing Director, Primus Partners Pvt. Ltd. stated that the session has been an enriching one giving a multi perspectival point of view on gender landscape in the media and entertainment sector. There is a need to normalize women in powerful and common place roles. For art to mirror life, we need not distinguish between female centric and male centric subject matters and women must claim their space in media portrayals. The way ahead suggested by the panelists would be taken forward in collaboration with the policy makers in the Media and Entertainment.

Union Minister for Road Transport & Highways, Shri Nitin Gadkari in a post said, giving impetus to the development of Jharkhand by building modern infrastructure, laid foundation stone of two National Highway projects at a cost of more than Rs 2500 crore in a program organized in Khunti, Jharkhand.  He laid the foundation stone through video conferencing in the presence of Union Minister Shri Arjun Munda, senior leader Shri Kariya Munda, Shri Sudarshan Bhagat, Member of Parliament and other dignitaries.

He said, the projects whose foundation stone was laid today include construction of 4-laning of Tupudana to Kundiabartoli section (including Khunti bypass) and widening and upgradation of Bero to Khunti section. The construction of Bero to Khunti section will ease the traffic and will boost the development of the surrounding areas. The construction of Khanti Bypass will make it easier for local products to reach the market, which will boost the economic and social development of the area.

These projects will save time and fuel, which will reduce pollution. Modern and high quality roads will ensure easy and safe transportation. Economic activities will be encouraged and opportunities for employment and entrepreneurship will be created, the Minister added.

This comprehensive digital overhaul reflects ASI’s commitment to leveraging technology for the benefit of all, ensuring that the nation’s cultural treasures are accessible to a broader audience. In a significant development aimed at furthering the preservation and promotion of India’s cultural heritage, the Archaeological Survey of India (ASI) has envisioned the ‘Adopt a Heritage 2.0’ programme and now set to sign Memorandums of Understanding (MoUs) with various agencies for the adoption of monuments.

With more than 3600 monuments under its protection nationwide, ASI recognizes the importance of collaboration with external partners in ensuring safety and enhancement of visitors experience at these cultural treasures. The signing of MoUs will formalize the commitment of these agencies to take up the responsibility of adopting specific monuments, contributing to their maintenance and better showcasing to public.

The event will witness the signing of MoUs in the presence of various agencies, with Minister of State, Smt. Meenakashi Lekhi and other dignitaries, underscoring the government’s dedication to fostering partnerships for the preservation of India’s diverse heritage.

The selection process for Smarak Sarathi / Sathi involved due diligence, discussions with various parties, and assessment of their commitment as well as potential at each monument. Selected Smarak Sarathi / Sathi shall be responsible for providing, and maintaining amenities in hygiene, accessibility, safety, and knowledge categories, positioning them as responsible and heritage-friendly entities.

This initiative builds upon the existing Adopt a Heritage 2.0 programme and underscores the collective responsibility of both public and private entities in safeguarding our heritage for future generations and enhancing end to end experience for visitors.

ECI | Daylong session to brief General, Police & Expenditure Observers

In the run up to the forthcoming General Elections to the Lok Sabha and State Legislative Assemblies, the Election Commission of India organised a briefing for Observers to be deployed in the States/UTs.

Over 2150 senior officers drawn from IAS, IPS officers as well as officers from Indian Revenue Service and few other Central Services attended the briefing meeting which was organised in a hybrid mode at Vigyan Bhawan, New Delhi. Few officials joined virtually from the office of Chief Electoral Officers in their respective States/UTs. Around 900 General Observers, 450 Police Observers and 800 Expenditure Observers are being deployed in the forthcoming elections.

Reminding the Observers of their crucial role, Chief Election Commissioner Sh. Rajiv Kumar directed them to ensure a level-playing field for free, fair, intimidation and inducement-free elections. CEC emphasised that the Observers as representatives of the Commission are expected to conduct themselves professionally and be accessible to all stakeholders including candidates. Observers were instructed to be tough but polite in their conduct on the field. He asked them to visit the polling stations and familiarise themselves with the geography and take stock of any vulnerabilities and sensitive areas.

Shri Kumar also mentioned that the Commission has re-drafted all circulars and updated the manuals, handbooks which are available on ECI website in a searchable and easy to read format. He added that handbooks and manuals have been prepared on the basis of roles and functions of different officials along with a checklist of Do’s and Don’ts.

During the briefing Meeting, all the Observers were briefed about the crucial insights so as to sensitise them regarding the Commission’s various new initiatives and directions. The following was emphasised during the briefing session:

  1. Observers were directed to be confined physically within the boundaries of the Parliamentary Constituency they are allotted, during the entire electoral process. GPS tracking has been proposed to be fitted in their vehicle.
  2. Observers were directed to widely publicise their mobile/ landline numbers/ email addresses/ places of stay etc. on CEO/ District websites; through electronic/ print media and the same must be circulated among Candidates/ recognised political parties by DEOs/ ROs on the day of arrival of Observers in their respective Constituencies.
  3. Observers were told to remain available on their phones/e-mails always and attend/ respond to the calls of Candidates/ Political parties/ General public/ personnel on election duties etc. Any complaints in this regard shall be viewed seriously by the Commission.
  4. DEOs should deploy persons of integrity as Liaison Officers and security officers with Observers. These Liaison Officers/ Security Officers to be briefed and sensitised properly regarding maintaining neutrality and attend to their duties honestly and with integrity.
  5. Observers were directed to do their mandatory duties honestly such as remain fully witnessing and satisfied in processes of deployment of forces, process of randomization, use of Suvidha portal by political parties and ensuring level playing fields for all candidates/ political parties. They need to come out of their comfort zones during the entire election process.
  6. Observers were informed that they should visit as many polling station locations and vulnerable areas; interact with people living in these areas and identify vulnerabilities/ criticalities of such areas and ensure measures to be taken to address them.
  7. Observers were also directed to observe the meetings of Candidates/ political parties being convened by DEOs/ ROs and see that their grievances are properly listened to and acted upon.
  8. During polling hours on the day of poll, Observers were guided to visit as many polling stations as possible and take assessment of the situation inside polling stations regularly and ensure polling is going on in a free and fair manner.
  9. Observers were told to see that central forces/ State police forces are being utilised judiciously and maintaining neutrality, and their deployment is also not favouring any political parties/ candidates.

During the day-long briefing sessions, the officers were given comprehensive and thorough inputs about the various aspects of election management by the Senior Deputy Election Commissioner, DECs and DGs of ECI. Detailed thematic presentations were made on Election planning, Observer’s roles and responsibilities, electoral roll issues, enforcement of Model Code of Conduct, legal provisions, EVM/VVPAT management, media engagement and the wide array of activities undertaken for voter facilitation under the Commission’s flagship SVEEP (Systematic Voter’s Education and Electoral Participation) programme.

The Observers were also acquainted with the various IT initiatives and mobile applications launched by the Commission for voter facilitation as well as effective and efficient management of election processes on the field. The Observers were provided with a functional demonstration of EVMs and VVPATs and briefed about the multifarious technical security features, administrative protocols and procedural safeguards that surround the EVM ecosystem to make it completely secure, robust, reliable, tamper-proof and credible.

The Observers were briefed about the recently updated and comprehensive manuals, handbooks, compendium of instructions, Do’s and Don’ts on all thematics concerning election management to facilitate their work. The same are available on ECI website in ebook and searchable format for easy access to any instructions and guidelines.

REC Ltd to finance Power & Infra projects in Rajasthan worth 20,000 Cr

REC Limited, a Maharatna Central Public Sector Enterprise and leading NBFC under the Ministry of Power, has signed a Memorandum of Understanding (MoU) with the Government of Rajasthan, to finance projects across power and non-power infrastructure sectors. Under this agreement, REC Limited will provide loans of up to Rs 20,000 crores annually for the next six years to various departments, undertakings, institutions and schemes of the Government of Rajasthan.

With this MoU, there is expected to be a rapid increase in projects related to the state’s infrastructure sector, such as power projects, metros, roads & highways, airports, IT infrastructure, oil refinery, steel infrastructure, ports & waterways, fiber optics, telecom, health sector, tourism infrastructure, agriculture and other infra projects. This collaboration underscores REC’s commitment to supporting the development of both power and non-power infrastructure in Rajasthan, thereby contributing to the state’s economic growth and prosperity.

The MoU was signed in Jaipur on 10th March, 2024, in the presence of Chief Minister of Rajasthan Shri Bhajan Lal Sharma; Deputy Chief Minister of Rajasthan Smt. Speaking about the agreement, CMD, REC Ltd., Sh. Vivek Kumar Dewangan said: “We are proud to collaborate with the Government of Rajasthan in its mission to enhance infrastructure development across the state. On the occasion, MoUs worth Rs. 1.6 lakh crores were signed with the Govt. of Rajasthan, by Central Public Sector Undertakings (CPSUs) under the Ministry of Power and Ministry of Coal. These agreements marked a substantial commitment towards bolstering infrastructure development and driving economic growth in the region.

REC is a ‘Maharatna’ Central Public Sector Enterprise under the Ministry of Power, and is registered with RBI as Non-Banking Finance Company (NBFC), and Infrastructure Financing Company (IFC). REC finances the entire Power-Infrastructure sector comprising Generation, Transmission, Distribution, Renewable Energy and new technologies like Electric Vehicles, Battery Storage, Pumped Storage Projects, Green Hydrogen and Green Ammonia projects. Recently, REC has also diversified into the Non-Power Infrastructure sector comprising Roads & Expressways, Metro Rail, Airports, IT Communication, Social and Commercial Infrastructure (Educational Institution, Hospitals), Ports and Electro-Mechanical (E&M) works in respect of various other sectors like Steel and Refinery.

REC Ltd. provides loans of various maturities to State, Central and Private Companies for creation of infrastructure assets in the country. REC Ltd. continues to play a key strategic role in the flagship schemes of the Government for the power sector and has been a nodal agency for Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGAYA), Deen Dayal Upadhaya Gram Jyoti Yojana (DDUGJY), National Electricity Fund (NEF) Scheme which resulted in strengthening of last-mile distribution system, 100% village electrification and household electrification in the country. REC has also been made the nodal agency for certain States and Union Territories for the Revamped Distribution Sector Scheme (RDSS). The loan book of REC stands at Rs 4.97 Lakh Crores and Net Worth at Rs. 64,787 crores as on 31st December, 2023.

Software Technology Parks of India (STPI), an autonomous society under the Ministry of Electronics and Information Technology, Government of India, today launched its 24th Center of Entrepreneurship (CoE) – “FinGlobe,” dedicated to fostering innovation and growth in the financial technology sector, at STPI-Gandhinagar, GIFT City. Shri K Rajaraman, Chairperson, International Financial Services Centres Authority (IFSCA) inaugurated the CoE and its maiden Open Challenge Program (OCP) for the startups amidst the presence of Ms Mona K Khandhar, Principal Secretary, Department of Science & Technology, Government of Gujarat and other dignitaries.

The FinGlobe CoE, which has been set up in association with the Department of Science and Technology, Government of Gujarat, aims to serve as a catalyst for the development and proliferation of cutting-edge technologies within the financial services domain. By providing state-of-the-art infrastructure, expert mentorship, and a collaborative ecosystem, FinGlobe CoE seeks to empower startups, entrepreneurs, and established players to ideate, innovate, and scale their solutions in the FinTech, TechFin, Banking Industry and allied domains. The CoE provides 50 Plug-n-Play incubation seats.

Five MoUs were exchanged by STPINext Initiatives with its CoE partners i.e., (n)Code Solutions (IT Division of GNFC Limited); Centre for Advancing and Launching Enterprises (CrAdLE), a Technology Business Incubator at Entrepreneurship Development Institute of India (EDII), Ahmedabad; Pandit Deendayal Energy University, Gandhinagar; GVFL Limited and TiE- Ahmedabad.

“If we look at the economic reforms that have happened in the last 25 years, the most important reform is the tax reform. This helped in improving the health of the Indian financial system and financial sector at large. Financial institutions are all healthier because of this reform. All of them have become more prudential when it comes to managing their finances. All these enabled us to build the financial ecosystem, building trust globally. In every sector, we have to have global-scale companies and technology platforms can help to achieve that. We at IFSCA are building such regulations so that foreign investors don’t face any issues when they land in India. With this FinGlobe CoE, startups will build solutions for the rest of the world. We are happy to support and facilitate this CoE,” said Shri K Rajaraman during the launch of the event.

“The launch of this CoE is an important journey towards making Gujarat a Fintech hub. All these efforts will deepen the ecosystem of FinTech further. We have also planned a hackathon and start onboarding the startups. We have a long association with STPI. The disruption in IT sector continues with the emergence of artificial intelligence and we are working to leverage this technology,” said Ms Mona K Khandhar.

On the occasion, DG STPI Shri Arvind Kumar conveyed his message, “STPI is actively engaged in promoting IT/ITeS industry & startups in the state of Gujarat through its two centres in Gandhinagar and Surat. Both centres are driving digital transformation, fostering job creation, and contributing to Gujarat’s emergence as a prominent IT destination in times to come. Now, seeing the potential of FinTech domain in the state, STPI is expanding its footprint by establishing its 24th CoE in the FinTech domain at GIFT-City in partnership with the Department of Science and Technology, Govt. of Gujarat. This FinTech CoE will provide the requisite support like state-of-the-art incubation infrastructure, Sandbox Environment, Industry APIs, Payment Gateways, mentoring, industry & market connect to the startups.”

The CoE was established so that by investing in technology and paying attention to changing trends, startups can penetrate new areas of the financial system and change the competitive landscape. It will provide a platform for startups as well as potential investors to innovate new products and services with the latest trends.
