The fourth edition of the Shanghai Cooperation Organisation (SCO) Startup Forum was organized on 19th March 2024 in New Delhi. The initiative focused on broadening startup interactions among the SCO Member States, fostering an environment conducive to innovation, promoting job creation, and inspiring young talent to develop innovative solutions.

The plenary session of the forum witnessed physical participation from SCO Member States including a delegation of SCO startups, nodal agencies for startups at the Member States, senior government officials and diplomats. Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Shri Rajesh Kumar Singh delivered the keynote address highlighting the role of the Startup ecosystem in boosting the economy of a nation. Joint Secretary, DPIIT, Shri Sanjiv addressed the delegation about India’s startup journey and initiatives for promoting startups by the Government of India.

A showcase opportunity at the SCO Pavilion was provided where over 15 SCO startups showed their products and services. The showcase provided networking opportunities designed to inspire, educate, and empower these entrepreneurs. In addition, the delegates also attended a workshop conducted by Startup India on ‘Establishing a Seed Fund: A Strategic Approach to Fostering Innovation and Entrepreneurship’. The workshop included an interactive session to understand various models of setting up seed funds to support early-stage startups. The workshop provided participants with comprehensive insights into the strategic planning and execution involved in setting up a seed fund.

All Member States agreed to create a Special Working Group for Startups and Innovation (SWG) at the Summit of SCO Heads of State in Samarkand, Uzbekistan on 16th September 2022. Given the importance of innovation and entrepreneurship in driving and diversifying an economy, India had proposed this initiative in 2020 to create a new pillar of cooperation between the SCO Member States. The SWG was created with the vision of fostering collaboration among SCO Member States, to not only benefit the startup ecosystem, but also accelerate regional economic development. In 2023, after multiple rounds of meetings chaired by DPIIT, the Member States decided to approve and adopt the Regulations of the SWG to be permanently chaired by India in SCO.

DPIIT has organised various initiatives for the startup ecosystems.By leading such engagements, India undertook an opportunity to expand the innovation footprint, knitting the whole ecosystem together and inspiring other SCO Member States to take up similar programs. The startup engagements are organised by India with the objective of empowering the local startup ecosystems in the SCO Member States and providing value to startups through mentoring and enabling access to investor and corporate engagement activities.

Going forward, India will host the second meeting of the SWG in November 2024 and SCO Startup Forum 5.0 in January 2025. Previously, Startup India had organized various initiatives for SCO Member states including:

1.  SCO Startup Forum 1.0: The SCO Startup Forum in 2020 laid the foundation for multilateral cooperation and engagement for startups among the SCO Member States.

2.  SCO Startup Forum 2.0: The two-day Forum was held virtually in 2021 through a customized platform representing the Indian culture in augmented reality. SCO Startup Hub, a single point of contact for the SCO startup ecosystem, was launched in this forum.

3.  Focused Mentorship Program: A 3-month long virtual mentorship series ‘Starting-Up’ in 2022 was organized for the nominated startups, to build capacity among the SCO Startup founders. A total of 100+ hours of mentorship was provided to the startups.

4.  SCO Startup Forum 3.0: DPIIT organised the first ever physical SCO Startup Forum in 2023 for the SCO Member States. The delegates attended a workshop on ‘Role of Bilateral and  Multilateral Engagement in developing startup ecosystem’, followed by an incubator visit at IIT Delhi.

5. 1st Meeting of the SWG:The first Meeting of the SCO Special Working Group on Startups and Innovation (SWG), permanently chaired by India, was organised on the theme ‘Growing from Roots’ in 2023. 25 representatives from the 9 SCO Member States participated in the meeting and presented their respective startup ecosystems and prospective areas of collaboration related to the agriculture and animal husbandry sectors covered in the theme.

The 41st Steering Committee Meeting of the International Partnership for Hydrogen and Fuel Cells in the Economy (IPHE) is being convened in New Delhi, India during March 18 – 22, 2024. The first day of the five-day meeting has been organised as IPHE Academic Outreach at IIT Delhi, on March 18, 2024, where the conference delegates provided valuable insights into the future of hydrogen and fuel cell technologies.

Addressing the inaugural session, Principal Scientific Advisor, Govt. of India, Prof. Ajay Sood pointed out that while hydrogen is not a very new technology, there is a need to work together to make it more economical and cleaner. He emphasized on the importance of skill development and R&D in the sector and mentioned that besides the Ministry of New & Renewable Energy, various other Ministries of the Government of India are also taking efforts for adoption of Green Hydrogen. The Principal Scientific Advisor highlighted that the major areas of work in the hydrogen value chain include five components, namely, Production, Storage, Transportation, Distribution & Consumption.

Additional Secretary, Ministry of New & Renewable Energy, Shri Sudeep Jain highlighted the importance and challenging nature of climate change. He emphasized the work, collaboration and partnership that would be required from academia and research institutes for facilitating energy transition and development of the hydrogen sector. He mentioned about the importance of moving away from grey hydrogen and bringing about a larger share of green hydrogen. Vice-Chairperson, IPHE, Mr. Noe Van Hulst mentioned India as an economic powerhouse, an engine of global economy and a decisive actor in shaping the clean energy future. He put emphasis on the requirement of skills, educational outreach and Research & Innovation in shaping the future of Clean Hydrogen and the role of academia in this regard.

Dean (R & D), Indian Institute of Technology Delhi, Prof. Naresh Bhatnagar highlighted the involvement of IIT Delhi in R&D of vehicles run on hydrogen, for the past two decades. He informed about courses offered by the institute at undergraduate, masters and PhD levels on various subjects in energy systems and also about the R&D being conducted at IIT Delhi on high-pressure storage at 750 bar Hydrogen cylinder.

Chief Executive Officer, Avaada Group, Shri Kishor Nair talked about India’s and other countries’ initiatives towards Energy Transition and their Net Zero commitments. He also requested Academia, Research & Innovation fellows to come forward with technology ideas to make hydrogen production, storage, transportation and applications more efficient and cost-effective.

In his welcome remarks, Joint Secretary, Ministry of New & Renewable Energy, Shri Ajay Yadav mentioned the importance of Green Hydrogen as an alternative fuel of the future and highlighted the steps being taken by the Government of India for promoting green hydrogen under the National Green Hydrogen Mission.

The event also featured engaging activities including poster presentations and a quiz competition, culminating in the announcement and prize distribution to three winners in each competition.

The IPHE Academic Outreach also featured two insightful panel discussions. The first panel discussion titled “Empowering Expertise: Cultivating Skill Development in the Clean / Green Hydrogen Arena,” focused on development of the knowledge and skills necessary to thrive in the clean / green hydrogen sector. The panel highlighted the requirement of skilled personnel in the field of Green Hydrogen, requiring different sets of safety, security and regulatory standards. The need for new skill interventions for the thematic areas and for hands-on training for the green hydrogen sector was also highlighted by the Panel.The second panel discussion titled “Unveiling the Future: Clean / Green Hydrogen Technologies and Its Transformative Applications,” explored the frontiers of clean / green hydrogen research and innovation, discussing its transformative potential across various industries. Considering the present cost of production of hydrogen, its storage, transportation and consumption, the panel expressed the need to bring down these costs by technology improvement, efficient production / utilisation through R&D and by increasing the demand through regulatory framework.

The biannual IPHE Steering Committee Meetings serve as a crucial platform for fostering international collaboration and coordination among member countries, stakeholders, and decision-makers. These meetings facilitate information exchange on policy and technical developments, helping to identify key areas for collaboration which inform subsequent initiatives in member countries.

The CSIR-National Institute of Science Communication and Policy Research (CSIR-NIScPR) celebrated a significant milestone with the inauguration of its Main Gate at its Pusa Campus on March 21st, 2024. Dr. N. Kalaiselvi, Director General of CSIR and Secretary of DSIR inaugurated the ceremony. Prof. Ranjana Aggarwal, Director of CSIR-NIScPR, delivered the welcome address.

Dr. Kalaiselvi, DG CSIR, said, “CSIR-NIScPR is fostering connectivity among all labs, spearheading the efforts of its Science Media Communication Cell (SMCC). S&T column will now be prominently featured in the ‘Employment News’ publication of Ministry of I&B.”

Dr. Kalaiselvi later visited the SVASTIK Exhibition and chaired the Monitoring Committee Meeting. The event underscored CSIR-NIScPR’s unwavering commitment to science communication. CSIR-NIScPR is a premier institute under the Council of Scientific and Industrial Research (CSIR), specializing in science communication and evidence-based Science, Technology, and Innovation (STI) policy research. It was established in 2021 with the merger of CSIR-National Institute of Science Communication and Information Resources (CSIR-NISCAIR) and CSIR- National Institute of Science, Technology and Development Studies (CSIR-NISTADS).

CSIR-National Institute of Science Communication and Policy Research (CSIR-NIScPR) hosted the monitoring committee for communicating India’s scientifically validated traditional knowledge to the society branded as SVASTIK (Scientifically Validated Societal Traditional Knowledge) on March 21st, 2024, at 3:00 pm. The meeting was chaired by Dr. (Mrs.) N. Kalaiselvi, Director General, CSIR & Secretary DSIR. Prof. Ranjana Aggarwal Director, CSIR-NIScPR, welcomed the experts and delivered her introductory remarks on SVASTIK activities. Eminent experts, including Dr. A. Raghu (Deputy Director General Health Services, Ministry of AYUSH), Dr. Subhasis Chaudhari (Director, IIT Bombay), Dr. Anita Aggarwal (Head SEED and State S&T Programme, DST), Dr. Anil Kumar (ADG, Coordination ICAR) attended the meeting.

Coordinator SVASTIK Dr. Charu Lata, gave a detailed update on SVASTIK activities and its digital footprint through her presentation. During the meeting, the second volume of the book SVASTIK Stories: Indian Traditional Knowledge through the Lens of Science, and a special issue of the Indian Journal of Traditional Knowledge on Communication & Dissemination of Traditional Knowledge were released. Members of the monitoring committee appreciated the initiatives and suggested measures for communicating and disseminating Indian traditional knowledge across various domains. The meeting ended with a vote of thanks by Dr.Paramananda Barman, Scientist, CSIR-NIScPR.

NHAI completes largest InvIT Monetization of Over 16,000 Cr via Round 3

National Highways Infra Trust (NHIT), the infrastructure Investment Trust by the National Highways Authority of India (NHAI), has successfully concluded fund-raising through ’InvIT Round-3’forNational Highway stretches of aggregate length of 889 kilometers at an Enterprise Value of over Rs. 16,000 crore, which is the largest monetization by NHAI and one of the largest transactions in the history of Indian road sector.The Letter of Acceptance (LOA) to raise the highest ever concession value through ’InvIT Round-3’was issued last month in February 2024.

In the third round of monetization, NHIT has raised unit capital of around Rs. 7,272 crore from marquee domestic and international investors and debt of around Rs. 9,000 crore from Indian lenders, to fund theacquisition of National Highway stretches, at a base concession fee of around Rs. 15,625 crore, and additional concessionalfees of Rs.75 crore. The units were subscribed by investors through a book build process at a cut offprice of Rs. 124.14 per unit, at a premium over the current NAV of Rs.122.86 per unit.

The units witnessed strong demand from both existing and new investors, including foreign pension funds viz. Canada Pension Plan Investment Board and Ontario Teachers’ Pension Plan Board, whichare existing unitholders and subscribed to the maximum limit of 25% each; domestic pension/provident funds (IOCL Employee’s PF, L&T Staff PF, Rajasthan Rajya Vidyut Karamchari Pension Fund, SBI Pension etc.), insurance companies (Tata AIG, SBI Life, HDFC Life), mutual funds(SBI, Nippon India),banks and few others. NHAI also subscribed to its share of ~15% of the units at the same price.

With completion of the third round of monetization the total realized value of all three rounds of InvIT stands at Rs. 26,125 crore and holds a diversified portfolio of fifteen operating toll roads with an aggregate length of about 1,525 km spread across the 9states of Assam, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan, Telangana, Uttar Pradesh and West Bengal, with concession periods ranging between 20 to 30 years. National Highways Infra Trust (NHIT), the Infrastructure Investment Trust sponsored by National Highways Authority of India (NHAI), was set up in 2021 to support Government of India’s National Monetization Pipeline.

Commenting on the success of latest round NHAI’s monetisation, Shri Anurag Jain, Secretary, Ministry of Road Transport & Highways said “NHIT is a successful example of Public Private Partnership (PPP), in which it has played a very important role in supporting National Monetisation Pipeline. While doingthat NHIT has established itself as a leading player in the InvIT space, playing a critical role inchannelizing financial capital into the further development of Indian roads sector”.

Shri Santosh Kumar Yadav, NHAI Chairman added “We are pleased that NHIT has successfully completed the largest monetisation of roads for NHAI. We expect it to continue to play a stellar role in the monetisation and development of the Indian roads sector”. Shri Suresh Goyal, MD of the Investment Manager of NHIT said “We thank the existing investors for their continued faith and welcome the new partners for coming on board in strengthening NHIT andsupporting NHAI in the development of India’s road sector.”

Since November 2021, NHIT has cumulatively raised aroundRs.12,000 crore through first two rounds ofmonetization for acquisition of eight operating road assets with an aggregate length of 636 km fromNHAI. Historically, units of NHIT were issued at a price of Rs. 101 in November 2021 and were listedon both BSE and NSE.

The event marked a significant milestone in advancing digital inclusion and promoting Universal Acceptance across India.

The theme of the event, “BhashaNet: Impetus Towards Universal Acceptance,” highlighted MeitY/NIXI’s unwavering commitment towards ensuring that, regardless of linguistic or textual barriers, everyone can fully participate in the digital world. The event featured engaging panel discussions and workshops, with representatives from Bhashini, ONDC, NIC, C-DAC Microsoft, UASG of ICANN, Data Xgen, Infibeam, ZOHO and FICCI sharing insights and best practices for achieving Universal Acceptance readiness. These sessions aimed to empower participants and the community at large in their efforts to make applications and systems Universal Acceptance compliant.

India’s successful hosting of the regional Universal Acceptance Day event paves way for the upcoming Global Universal Acceptance Day scheduled to take place on March 28, 2024, in Belgrade, Serbia.

Secretary, MeitY, Shri S Krishnan in his keynote address highlighted that Universal Acceptance is a necessity for a truly inclusive internet to allow non-English speakers to access internet. He spoke of “leveraging technology and collaboration to ensure every user’s needs are met, regardless of language or script.” He further emphasised on India’s potential to lead in standards for Universal Acceptance conformance.

CCI approval for acquisition of Kesoram Cement Business by UltraTech Cement Ltd

The Competition Commission of India (CCI) has approved acquisition of Kesoram Cement Business from Kesoram Industries Limited by UltraTech Cement Limited. The proposed combination relates to the acquisition of the grey cement business of Kesoram Industries Limited by UltraTech Cement Limited pursuant to a composite scheme of arrangement dated 30th November 2023 under Sections 230 to 232 of the Companies Act, 2013 (Scheme) and the Implementation Agreement dated 30th November 2023 (Proposed Combination).

UltraTech is a public listed company in India and is engaged in the business of the manufacture and sale of grey cement, white cement, ready-mix concrete, clinker, and building products in India. UltraTech is also engaged in the provision of building solutions in India. UltraTech is a subsidiary of Grasim Industries Limited. Kesoram is engaged in the manufacture of grey cement through the Kesoram Cement Business. Kesoram is also engaged in the businesses of rayon, transparent paper, and chemicals in India, which are not part of the Proposed Combination.

RPF and National Commission for Women Unite against Human Trafficking

In a significant step towards combating human trafficking, the National Commission for Women (NCW) signed a Memorandum of Understanding (MoU) with the Railway Protection Force (RPF). Through this collaborative effort, both organizations pledged to provide training and sensitize RPF officials to effectively address the problems of women trafficking within the Indian Railway network.

The National Commission for Women and the Railway Protection Force came together to announce a landmark Memorandum of Understanding (MoU) aimed at strengthening efforts to combat human trafficking across India. The MOU was signed by NCW Joint Secretary A Asholi Chalai and RPF Inspector General Sarvapriya Mayank. It underscores the commitment of both organizations to tackle the grave issue of human trafficking, especially within the extensive network of Indian Railways.

The initiative comes as a response to the alarming statistics revealing that 70% of trafficked victims are women, highlighting the urgent need for concerted action to protect the most vulnerable in society. NCW, which established an Anti-Human Trafficking Cell on April 2, 2022, has already been working with the Central Industrial Security Force (CISF) to combat the trafficking of women.

“Women and young girls are particularly vulnerable to trafficking”, stated Smt. Rekha Sharma, Chairperson of NCW. “The vast railway network of Indian Railway, spanning over 65,000 kilometers and 7,500 stations, unfortunately, serves as a conduit for traffickers. RPF personnel stationed at railway stations play a pivotal role in preventing human trafficking and can act as the eyes and ears of the commission in addressing crimes against women”.

The key objectives of the MOU encompass collaborative efforts to prevent human trafficking and rescue of trafficked women. This involves conducting sensitization workshops and training sessions for RPF personnel to enhance their awareness and prompt response to human trafficking incidents. Additionally, awareness campaigns will be launched targeting frontline railway staff and the general public to educate them about the signs of human trafficking and how to report such cases effectively.

Under the MoU, RPF personnel will receive ongoing sensitization and training, empowering them to remain alert and vigilant in identifying and reporting suspicious activities. This collaboration aims to enhance the capabilities of RPF personnel, enabling them to serve as an additional layer of defense against human trafficking. Highlighting the ongoing effort of RPF aimed at preventing trafficking of women and girls through railways Sh. Manoj Yadava Director General (RPF) expressed hope that this effort will boost the capacity of RPF to combat crime against women.

This partnership between NCW and RPF signifies a significant step forward in the collective efforts to combat human trafficking and protect vulnerable women across India’s railway network.

I&B cautions social media influencers against endorsing offshore online betting and gambling platforms

Ministry of Information and Broadcasting has today advised all endorsers and influencers on social media to refrain from promoting or advertising, including surrogate advertisements, of offshore online betting and gambling platforms. The Ministry has said that these advertisements have a significant financial and socio-economic implications of online betting and gambling on consumers, particularly the youth.

The Ministry has further advised the online advertisement intermediaries not to target such promotional content towards Indian audience. Social media intermediaries have also been advised to conduct sensitization efforts among their users to refrain from publishing such content.

The advisory cautions that failure to comply with it may lead to proceedings under the provisions of Consumer Protection Act, 2019 including removal or disabling of social media posts or accounts and penal action under the applicable statutes.

The advisory underlines that while Section 79 of the IT Act, 2000 provides for exemption from liability of intermediaries for third party information, data, or communication link made available or hosted by them, Sub section (3)(b) of section 79 provides that the exemption from liability shall not apply if upon receiving actual knowledge, or on being notified by the appropriate Government or its agency that any information, data or communication link residing in or connected to a computer resource controlled by the intermediary is being used to commit the unlawful act, the intermediary fails to expeditiously remove or disable access to that material on that resource without vitiating the evidence in any manner.

The Ministry has reiterated the advisory by the Central Consumer Protection Authority (CCPA) dated 06.03.2024 which had expressed concerns regarding endorsements of betting/gambling platforms by celebrities and influencers to endorse and promote their betting activities, and had cautioned that any such direct or indirect advertisement or endorsement shall be subject to rigorous scrutiny.

Crowd controlling measures by forming queue at the terminus stations under the supervision of Railway Protection Force(RPF) staff for orderly entry of passengers in unreserved coaches is being ensured. Additional RPF personnel have been deployed at major stations to ensure security of passengers. Officers are deployed on Emergency Duty at major stations to ensure smooth running of trains. Staff are deployed in various sections to attend any disruption of train service on priority.

Measures have been taken for frequent and timely announcement of arrival/departure of trains with platform numbers.
