Shri Nitishwar Kumar has been empanelled for appointment as Additional Secretary to the Government of India. An accomplished civil servant, he is an alumnus of Ramjas College, Delhi University, where he completed his graduation in Economics with First Class honors. He pursued his post-graduation in Economics from the Delhi School of Economics, securing a Second Class, and later obtained an M.Sc. in Public Management & Governance from the London School of Economics and Political Science.

Over the course of his distinguished career, Shri Kumar has held a wide array of key administrative positions, both at the Centre and in his cadre, with expertise spanning multiple domains including energy, water resources, education, social welfare, film and media, district administration, planning and programme implementation, and public administration.

At the Centre, he is currently serving as Additional Secretary and Financial Adviser in the Ministry of Women & Child Development (since October 2022). Prior to this, he was posted on inter-cadre deputation to Jammu & Kashmir, where he held several senior roles including Managing Director and Principal Secretary of the J&K Power Development Corporation, Chairman of the Film Development Corporation, and Chief Executive Officer of the Shri Amarnathji Shrine Board. He also served as Principal Secretary to the Hon’ble Governor of J&K during the same period.

Earlier, he served as Member Secretary at the National Council for Teacher Education (NCTE) in the Ministry of Education, and as Joint Secretary in the Ministry of Jal Shakti, overseeing Water Resources, River Development, and Ganga Rejuvenation. He has also served as Private Secretary to the Minister of State for Railways and held various roles in the Human Resource Development, Social Welfare, and Health departments.

Shri Kumar has substantial field experience, having served as District Magistrate in multiple districts of Uttar Pradesh, including Varanasi, Agra, Meerut, Barabanki, Rampur, and Banda, among others. He has also held positions such as Special Secretary in the Planning Department, Managing Director of Madhyanchal Vidyut Vitran Nigam Limited, Director of the UP New and Renewable Energy Development Agency, and Director (Administration) in the Medical and Health Department.

His administrative capabilities and wide-ranging experience make him a versatile and highly respected officer in the Indian Administrative Service. His work reflects a strong focus on governance, service delivery, and institutional development across sectors.

Shri Aniruddhe Mukerjee, IAS, has been empanelled as Additional Secretary to the Government of India, bringing with him a distinguished record of public service, policy execution, and administrative leadership across key domains. An engineering graduate with a B.Tech. in Engineering (First Class), he further holds a Postgraduate degree in Marketing (First Class) and a Diploma in Management (First Class), underscoring his strong academic and analytical foundation.

He currently serves as Chairman, Board of Revenue, Gwalior, and holds additional charge as Additional Chief Secretary, Public Asset Management Department, Bhopal, since January 2025. He is also functioning as Officer on Special Duty (OSD) at Madhya Pradesh Bhawan since August 2024. Prior to this, he held several senior positions in the Madhya Pradesh government, including Principal Secretary to Government in the Public Asset Management Department (2021–2024), Principal Secretary for Youth Affairs & Sports (2017–2021), and Managing Director in the Department of Labour & Employment (2017 onwards). He has played a pivotal role in state planning as Principal Adviser to the State Planning Commission (2015–2017) and previously served as Secretary (Finance) in 2015.

At the central level, Shri Mukerjee held prominent roles such as Deputy Director General in the Unique Identification Authority of India (UIDAI) (2013–2015), Director in the Ministry of Environment & Forests (2011–2013), and Commissioner for Bhopal Gas Tragedy Relief & Rehabilitation (2010–2011). His vast experience also includes key administrative positions like Secretary, Transport Department, Managing Director, State Road Transport Corporation, and Director, Forest Department.

He has been instrumental in fiscal governance as Director, Budget, and has international exposure from his tenure as Chief Technical Adviser at UN-Habitat, Nairobi (2005–2007). His career began with grassroots responsibilities as SDM, CEO of Zila Panchayat Raipur, and District Collector in Tikamgarh and Khargone.

Over the years, Shri Mukerjee has contributed immensely to sectors such as finance, general administration, planning, environment, transport, rural development, home affairs, and human resource development. He also held additional charge as Director General of the RCVP Noronha Academy of Administration and Management, Bhopal (2021–2024), further demonstrating his commitment to training and institutional strengthening. His rich and varied experience continues to shape impactful governance at both the state and national levels.

Shri Satyabrata Sahu, an accomplished officer of the Indian Administrative Service (IAS), has recently been empanelled as Secretary to the Government of India, a testament to his distinguished and multifaceted career in public administration. He holds an M.Tech. in Applied Geology, in which he graduated with First Class honors.

Throughout his career, Shri Sahu has held several critical positions in the Odisha cadre, demonstrating remarkable leadership in diverse domains. Currently serving as the Additional Chief Secretary to the Government in the Home Department since August 2024, he previously held the post of Additional Chief Secretary in the Revenue & Disaster Management Department from January 2022 to August 2024. His administrative journey also includes tenures as Principal Secretary in the MSME Department and the Revenue Department, where he played a key role in industrial and revenue administration. Earlier in his career, he served as District Collector and Magistrate in Jagatsinghpur, Kalahandi, and Nuapada districts, along with assignments as Municipal Commissioner of Bhubaneswar, and Director in departments dealing with agriculture, fisheries, and food production.

Shri Sahu has also contributed significantly at the national level during his central deputation. Notably, he served as Joint Secretary in the Ministry of Jal Shakti (Department of Drinking Water and Sanitation) from 2013 to 2018, and later as Director at NHIDCL under the Ministry of Road Transport and Highways from 2018 to 2019. His final central deputation role was as Additional Secretary in the Ministry of Rural Development (Department of Land Resources) until May 2020.

In addition to his cadre and central roles, Shri Sahu has been entrusted with numerous additional charges, showcasing his versatility. He served as the Managing Director of the Odisha State Disaster Mitigation Authority (OSDMA) and Special Relief Commissioner, both key roles in disaster risk reduction and emergency response. He has concurrently handled the responsibilities of Additional Chief Secretary for the Environment, Climate Change, and Forests Department since April 2023 and earlier, served as Principal Secretary to the Government in the School and Mass Education Department, focusing on elementary education reform.

Over the span of three decades, Shri Satyabrata Sahu has demonstrated expertise in areas ranging from land revenue and district administration, urban and rural development, infrastructure and transport, water and sanitation, to environmental governance. His appointment to the Secretary-level empanelment reflects not only his administrative acumen but also his dedication to public service at both the state and national levels.

With a rich blend of state and central postings, Shri Pathak contributed significantly as Joint Secretary in the Ministry of Home Affairs, and later as Managing Director of NHIDCL under the Ministry of Road Transport and Highways, where he oversaw infrastructure development in strategic regions. His roles in the Bihar cadre included leadership of departments such as Excise, Education, Urban Development, and Health, often holding Secretary or Principal Secretary rank, and spearheading reforms in taxation, transport, and welfare sectors.

As Director General of General Administration and Additional Chief Secretary in key portfolios like Education and Revenue, he consistently prioritized transparency, governance efficiency, and people-centric policy delivery. His most recent assignment as Additional Secretary in the Cabinet Secretariat placed him at the heart of inter-ministerial coordination and strategic administrative planning.

Shri Pathak’s service has spanned over three decades, during which he has shown exceptional versatility across domains—ranging from finance and infrastructure to education, health, and home affairs.
