Indian Navy | 4th edition of Pan-India Coastal Defence Exercise -Sea Vigil-24

The Indian Navy is set to conduct the fourth edition of Exercise Sea Vigil-24 on November 20–21, 2024. This exercise, designed to assess and strengthen India’s coastal defence capabilities, will cover an unprecedented scale, involving six ministries and 21 organizations/agencies. The exercise aims to evaluate India’s coastal security infrastructure, including ports, oil rigs, and critical coastal assets, along with strengthening maritime security through coordinated efforts with other services like the Army and Air Force.

A significant aspect of Sea Vigil-24 is its emphasis on enhancing the security of coastal populations and assets. For the first time, National Security Council Secretariat officials will be part of the Coastal Defence & Security Readiness Evaluation (CDSRE), alongside personnel from various agencies such as the Coast Guard, Customs, Fisheries, and State Marine Police.

The exercise’s broader goal is to raise awareness among the coastal communities, including the fishing community and coastal residents, about the importance of maritime security. Additionally, the involvement of students from organizations like NCC and Bharat Scouts and Guides will further spread awareness.

Exercise Sea Vigil, first conceptualized in 2018, was established after the 26/11 Mumbai attacks to bolster coastal defence readiness across India’s extensive coastline and exclusive economic zone. The exercise provides a national-level review of the preparedness of maritime security agencies and serves as a precursor to the biennial Theatre Level Readiness Operational Exercise (TROPEX) conducted by the Indian Navy

In a significant milestone for Bihar’s industrial development, the National Industrial Corridor Development Corporation (NICDC), the Government of Bihar, and the Bihar Industrial Area Development Authority (BIADA) signed the State Support Agreement (SSA) and Shareholder Agreement (SHA) today to establish an Integrated Manufacturing Cluster (IMC) in Gaya. This cluster is a key node under the Amritsar-Kolkata Industrial Corridor (AKIC).

Aligning with the government’s vision of “Vikas bhi, Virasat bhi” (development alongside heritage), as articulated by the Finance Minister, the IMC project aims to drive economic growth while preserving and enhancing Gaya’s cultural and historical significance as an international pilgrimage and heritage tourism hub.

Boosting Industrial Growth and Investment for a Self-Reliant India

Located 39 km south of Gaya International Airport, IMC Gaya will span 1,670 acres and involve an estimated investment of INR 16,524 crore, with a project cost of INR 1,339 crore. The cluster is projected to generate approximately 1,09,185 jobs, delivering a significant economic boost to the region. Designed to attract diverse industries, it will focus on sectors such as building materials, agri-food processing, leather goods, readymade garments, furniture, handloom and handicrafts, engineering and fabrication, and medical equipment.

Strategic Connectivity and Location Advantages

IMC Gaya offers excellent connectivity to major transportation hubs. It is situated just 10 km from NH-19 (Golden Quadrilateral) and 2 km from NH-22, with proximity to Gaya Junction (40 km) and the upcoming New Paharpur Railway Station under the Eastern Dedicated Freight Corridor (EDFC) (45 km). Additionally, Gaya International Airport is 30 km away, while Patna International Airport and Ranchi Airport are 135 km and 150 km away, respectively. Ports and terminals, including Haldia Port in Kolkata (550 km), and IWAI terminals at Gaighat, Patna (145 km), and Ramnagar, Varanasi (210 km), further enhance accessibility.

Three proposed greenfield road projects and the strategic integration of multi-track railway lines will bolster IMC Gaya’s logistical capabilities, making it an ideal location for domestic and international businesses.

Infrastructure and Environmental Sustainability

The IMC will feature robust infrastructure, including a 29.89 km internal road network, high-capacity electrical substations (220/33 KV and 33/11 KV), a 162 MVA assured power supply, and a 19 MLD water supply system. Additional facilities like a skill development center, fire station, administrative offices, parking, and commercial spaces will support industrial operations and workforce requirements.

Environmentally sustainable features such as a Common Effluent Treatment Plant, Sewage Treatment Plant, Water Treatment Plant, Solid Waste Management systems, stormwater drainage, and green landscaping will ensure compliance with environmental standards and enhance the cluster’s appeal.

The SSA and SHA agreements were signed by key officials, including Shri Nitish Mishra, Hon’ble Minister of Industries, Govt. of Bihar, Smt. Bandana Preyashi, IAS, Secretary of Industries, Shri Alok Ranjan Ghosh, Director of Industries, Shri Kundan Kumar, Managing Director of BIADA, and Shri Rajat Kumar Saini, CEO & MD of NICDC.

The establishment of IMC Gaya marks a transformative moment for Bihar’s industrial landscape. It is expected to catalyze economic development, create significant employment opportunities, and position Bihar as a pivotal industrial hub in Eastern India, advancing the “Make in India” initiative.

DRDO | Conducts maiden flight-test of Long Range Land Attack Cruise Missile

The Defence Research and Development Organisation (DRDO) successfully conducted the maiden flight test of the Long Range Land Attack Cruise Missile (LRLACM) on November 12, 2024, from the Integrated Test Range (ITR) in Chandipur, Odisha. The launch, executed from a mobile articulated launcher, demonstrated the missile’s capability as all subsystems performed as expected, achieving primary mission objectives. The missile’s performance was tracked comprehensively using range sensors, including radar, electro-optical tracking systems, and telemetry stations positioned strategically along the flight path.

The missile successfully navigated through its planned trajectory using waypoint navigation, showcasing its ability to perform advanced maneuvers at varying altitudes and speeds. Equipped with state-of-the-art avionics and software, the LRLACM demonstrated reliable and enhanced performance capabilities.

Developed by the Aeronautical Development Establishment in Bengaluru, in collaboration with other DRDO laboratories and Indian industries, LRLACM is supported by Bharat Dynamics Limited, Hyderabad, and Bharat Electronics Limited, Bengaluru, as its Development-Cum-Production Partners. These organizations are instrumental in the missile’s development and integration. The test was witnessed by senior DRDO scientists and representatives from the three armed services, who are the intended users of the system.

LRLACM, approved by the Defence Acquisition Council and classified as an Acceptance of Necessity-sanctioned Mission Mode Project, is designed for deployment from both mobile articulated ground launchers and frontline naval ships using universal vertical launch module systems.

Defence Minister Rajnath Singh commended DRDO, the Armed Forces, and industry partners on this significant achievement, emphasizing that the test marks a critical milestone for future indigenous cruise missile development programs. Dr. Samir V. Kamat, Secretary of the Department of Defence R&D and Chairman of DRDO, congratulated the entire team for their successful efforts in the maiden launch of LRLACM.

Chief of Defence Staff (CDS) General Anil Chauhan presided over the 35th Triservices Commanders’ Conference (TSTCC) at the Southern Naval Command in Kochi on November 13, 2024. This significant event brought together commanders from the Army, Navy, and Air Force, as well as officers from the Headquarters Integrated Defence Staff (IDS) and various formations, to discuss and strategize on enhancing joint training and operational effectiveness.

In his address, General Chauhan emphasized the critical role of jointmanship and synergy in the training domain, highlighting its importance as a foundation for dominance in the evolving multi-domain battlespace. He underscored the need to adapt training methodologies to address unique security challenges and prepare for future conflicts as a unified, theaterized force.

Building on the agenda from the 34th TSTCC held in Shimla last year, the conference reviewed the progress of ongoing initiatives and charted out future strategies for optimizing joint training across the three services. Discussions focused on the dynamics of the region’s geo-strategic environment and the imperative to align training and doctrines to emerging challenges. Key topics included optimizing existing training infrastructure, leveraging collective resources, and implementing innovative strategies incorporating modern technology and advanced warfare tactics.

The TSTCC, conducted annually by the training commands of the three services on a rotational basis, serves as a platform to enhance collaboration, exchange best practices, and foster cohesion. It aims to strengthen joint training efforts, ensuring enhanced combat readiness and operational capabilities. Over the years, the conference has significantly contributed to fostering jointmanship and collective readiness for prospective challenges.

This year’s conference also marked the CDS’s first visit to the Southern Naval Command. During his visit, General Chauhan met with Vice Admiral V. Srinivas, Flag Officer Commanding-in-Chief, Southern Naval Command, to discuss various triservices training issues. A comprehensive briefing on the Command’s roles, functions, and capabilities was presented to the CDS, who later addressed the officers, sharing his vision and expectations for future joint training and operational integration.

The 35th TSTCC further reinforced the importance of cohesive training strategies to ensure operational excellence and the collective preparedness of India’s armed forces.

The Ministry of Corporate Affairs actively participated in the Special Campaign 4.0, conducted from October 2 to October 31, 2024. During this campaign, the Ministry, along with its regional and attached offices, undertook various initiatives to achieve the campaign’s objectives, which included reducing pendency, addressing grievances, and enhancing cleanliness. The Ministry regularly updated its progress across multiple platforms, including the SCDPM portal and its official Twitter handle.

As part of the campaign, 23 cleanliness drives were conducted, emphasizing community participation under the theme of ‘bhagidari swachhata’. A significant effort was made to streamline administrative processes, leading to the review of 2,810 physical files, of which 1,781 were weeded out. Additionally, all identified e-files were thoroughly reviewed. The Ministry also successfully addressed three parliamentary assurances and resolved 573 public grievances, demonstrating its commitment to improving efficiency and responsiveness.

Further, old and unserviceable items were disposed of, creating cleaner, more organized, and congenial workspaces. These efforts not only contributed to a tidier environment but also reinforced the Ministry’s dedication to fostering sustainable and efficient working conditions.

25th Meeting of South Asian Telecommunication Regulators’ Council

The 25th Meeting of the South Asian Telecommunication Regulators’ Council (SATRC-25) was held in New Delhi, India, from November 11 to 13, 2024, bringing together regulators, industry leaders, and experts from across South Asia. Hosted by the Telecom Regulatory Authority of India (TRAI) in collaboration with the Asia-Pacific Telecommunity (APT), the event focused on the theme “Accelerating Telecommunication and ICT Development for Growth and Inclusiveness,” aiming to drive digital transformation for economic and social prosperity in the region.

The meeting was inaugurated by Shri Jyotiraditya M. Scindia, Hon’ble Minister of Communications and Minister of Development of the North-Eastern Region, in the presence of Dr. Pemmasani Chandra Sekhar, Minister of State in the Ministry of Communications and Ministry of Rural Development. Mr. Masanori Kondo, Secretary General of the APT, attended all three days of the event. During the meeting, Mr. Anil Kumar Lahoti, Chairman of TRAI, was elected as the Chair of SATRC.

SATRC, an initiative under the Asia-Pacific Telecommunity, promotes regional cooperation and harmonized regulatory practices across the telecommunications sector in South Asia. Member countries include Afghanistan, Bangladesh, Bhutan, India, Iran, Maldives, Nepal, Pakistan, and Sri Lanka. The council aims to create a digitally inclusive society by fostering regulatory innovation, policy alignment, and collaboration to bridge digital divides in the region.

The SATRC-25 agenda addressed critical issues in the telecommunications and ICT sectors. Highlights included a Regulators’ Roundtable discussion, a Regulatory-Industry Dialogue, and industry sessions that provided a platform for the telecommunications and ICT sectors to discuss regulatory challenges and share perspectives. Participants shared policy and regulatory best practices, particularly those supporting digital transformation in the economy and society.

Progress on the implementation of SATRC Action Plan Phase IX was reviewed, with updates provided by the Chairs of the SATRC Working Groups. The meeting also evaluated the activities and budget implementation of the Action Plan Phase IX for 2025.

The hybrid event saw active participation, with about 120 delegates from over 10 countries, including nine Heads of Regulators or Heads of Delegation from SATRC members. Representatives from the telecom industry also engaged extensively in the discussions.

SATRC-25 concluded with a call to action for regulators in the member countries to exchange best practices and collaborate on addressing challenges posed by emerging technologies and services, reinforcing the commitment to fostering a harmonized and inclusive telecommunications ecosystem in South Asia.

Importance of cybersecurity for Kerala’s digital infrastructure

Shri Sandip Kumar, IAS, Director of KSITM has inaugurated the workshop. In his address he highlighted the vital importance of cybersecurity in safeguarding the digital infrastructure and e-governance services within Kerala. “Cybersecurity and Data Privacy are core mandates for KSITM, essential for protecting government services and citizen-centric digital platforms across Kerala,” he remarked. Emphasizing upon the need for departments to enhance cybersecurity preparedness, Shri Kumar underscored KSITM’s commitment to building resilient defences within government operations, equipping CISOs and Deputy CISOs with critical skills to address and mitigate evolving cyber threats.

Key Objectives of the Workshop:

The workshop is a significant part of NeGD’s broader State Capacity-Building Workshops initiative, aimed at boosting cybersecurity awareness and capacity among state governments. Through this program, NeGD aims to equip states with practical skills, strengthen India’s collective cybersecurity posture and contribute to a digitally secure India under the Digital India initiative.

RINL bags 3 prestigious ‘Gold Awards’ at ICQCC-2024 held at Colombo, Sri Lanka

The International Convention on Quality Control Circles (ICQCC-2024) was hosted by the Sri Lanka Association for the Advancement of Quality and Productivity (SLAAQP) in Colombo, Sri Lanka, from November 11 to 14, 2024. Conducted in a hybrid format, the event witnessed the participation of three Lean Quality Circle (LQC) teams from Rashtriya Ispat Nigam Limited (RINL), the corporate entity of Visakhapatnam Steel Plant. The teams, namely ARMOR from the Special Bar Mill (SBM), TARANGINI from Quality Assurance & Technology Development (QA&TD), and SADHANA from Steel Melt Shop-1 (SMS-1), presented their case studies online from the Centre for HRD at Visakhapatnam Steel Plant.

The ARMOR team, consisting of Shri B.V. Sivaji, Shri Mamidi Aditya, Shri Nammi Pruthvi Raj, Shri Sanyasi Rao Yalamanchi, and Shri Dhanunjaya Kuruba, showcased their innovative case study on “Minimizing Power & Free Hook (P&F) Chain Downtime by Eliminating Structure Damage.” Meanwhile, the TARANGINI team, represented by Smt. Garica Sheshamma, Ms. Anshika Hotiyal, Smt. Snigdha Liticia Nag, Smt. Yalla Vijaya Sowjanya, and Smt. Mahadasu Geethasri, presented their work on “Cyanide Determination in Water Using Micro Diffusion Cells.” The SADHANA team, featuring Shri Srinivasa Raju V., Shri Bhanu Kiran Banda, Shri M. Satyanarayana, and Shri I. Mohana Rao, shared their insights on “Surge Hopper-2 Modification.”

All three teams received the prestigious GOLD Awards at the ICQCC-2024, reaffirming RINL’s commitment to quality and innovation on an international platform. This recognition adds to RINL’s legacy of earning accolades at various global events.

The 43rd edition of the India International Trade Fair (IITF) was inaugurated by Union Minister of Commerce & Industry, Shri Piyush Goyal, at Bharat Mandapam in New Delhi on November 14, 2024. Organized by the India Trade Promotion Organization (ITPO), this flagship event highlights India’s vibrant trade, culture, and innovation, while advancing the nation’s vision of becoming a self-reliant and prosperous Viksit Bharat by 2047. The event spans a gross area of 1,07,000 square meters, featuring over 3,500 exhibitors from India and abroad. With an expected daily footfall of nearly one lakh visitors, it stands as one of South Asia’s largest trade fairs.

This year’s theme, “Viksit Bharat @2047,” reflects the country’s commitment to innovation, sustainability, inclusivity, and good governance. The fair provides a platform to showcase India’s industrial strength and export potential while fostering meaningful dialogue among stakeholders to achieve long-term economic and social goals. Bihar and Uttar Pradesh are participating as Partner States, while Jharkhand has been designated the Focus State. In total, 33 States and Union Territories, 49 Central Ministries, and several prominent Public Sector Undertakings (PSUs) and Public Sector Banks (PSBs) are participating. Additionally, international exhibitors from countries such as China, South Korea, Türkiye, Egypt, and Sweden enhance the event’s global appeal.

During his inaugural address, Shri Piyush Goyal announced plans to expand ITPO into a world-class agency and extend MICE (Meetings, Incentives, Conferences, and Exhibitions) infrastructure to cities like Bangalore, Mumbai, Chennai, Lucknow, Varanasi, and Noida. Emphasizing the importance of making exhibitions in India a one-stop shop for global buyers and sellers, he highlighted the need for increased international participation and digital innovations. The Minister also proposed organizing virtual fairs for sectors where physical demonstrations are unnecessary and stressed the significance of incorporating innovations like AI, green technologies, and cybersecurity into future trade fairs.

Shri Goyal emphasized the role of digital payments in trade fairs and announced plans for kiosks to streamline transactions. He also highlighted the need for revenue-sharing models to benefit industries leveraging IITF as a market platform. Looking ahead, he envisioned global fairs hosted by India to attract foreign buyers and boost exports, thereby strengthening India’s global trade ties.

IITF 2024 offers visitors a seamless experience through various entry points at Bharat Mandapam, detailed navigation via the Bharat Mandapam mobile app, and multiple ticketing options, including metro stations and online platforms. Business days are scheduled from November 14 to 18, followed by general visitor days from November 19 to 27. Entry remains free for senior citizens and Divyangjan with valid identification.

The fair underscores India’s growing role as a global trade hub, fostering business-to-business (B2B) and business-to-consumer (B2C) engagements. It also demonstrates the nation’s ability to integrate culture, technology, and trade, providing a platform for startups and established enterprises alike.
