CDTK 2024 | CSIR-NIScPR takes Traditional Knowledge Global

The International Conference on Communication and Dissemination of Traditional Knowledge (CDTK-2024), organized jointly by CSIR-National Institute of Science Communication and Policy Research (NIScPR) and Gurugram University, took place at Gurugram University, Gurugram. The two-day event brought together experts, researchers, and policymakers to discuss the preservation, validation, and integration of traditional knowledge into contemporary practices.

On the first day, diverse sessions addressed topics such as integrating traditional pedagogies into modern education, ethics in traditional knowledge research, and the science underlying traditional agriculture and cuisine. Other discussions focused on sustainable architecture, blending ancient sciences with modern disciplines, and innovative communication strategies through the Paramparik Gyan Sanchar: SVASTIK workshop.

The second day featured deeper explorations into traditional knowledge and its applications. During the Arogya Vidya session, Prof. Bhushan Patwardhan urged healthcare professionals to prioritize patient welfare and adopt practices benefiting humanity. Dr. Rabinarayan Acharya advocated for an inclusive, evidence-based healthcare framework and integration of AYUSH systems, while Dr. N. Zaheer Ahmed emphasized research on traditional remedies and drug quality. Dr. N. J. Muthukumar highlighted efforts to revive Siddha practices using digital tools.

Another significant session, Jal, Paristhitiki Evam Paryavaran, featured insights from Dr. Virendra M. Tiwari and Prof. Saroj K. Barik on traditional ecological knowledge for biodiversity and forest conservation. Prof. Sharad Jain traced India’s ancient hydrological advancements, referencing texts like the Rig Veda and Arthashastra and showcasing water management techniques from the Indus Valley Civilization.

In the session on ancient healing traditions, chaired by Dr. A. Raghu and co-chaired by Dr. Yogita Munjal, discussions centered on integrating yoga, homeopathy, and Sowa Rigpa into modern healthcare. Dr. Sunil S. Ramteke illustrated the principles of homeopathy, while Dr. I.N. Acharya emphasized pranayama’s therapeutic role in managing stress. Dr. Padma Gurmet highlighted the significance of Sowa Rigpa in the Himalayan region and its ties to Indian Buddhism.

A panel discussion on the scientific validation of traditional knowledge, led by Prof. Vibha Tripathi, explored key research goals, including providing evidence for traditional practices, leveraging traditional knowledge in modern science, and improving healthcare systems. Panelists, such as Prof. Rama Jayasundar and Dr. Rabindra N. Padariya, emphasized interdisciplinary collaboration, community validation, and digitalization as essential for authenticating traditional agricultural knowledge.

The valedictory session, presided over by Prof. Ranjana Aggarwal, Director of CSIR-NIScPR, featured Padma Bhushan Prof. Anil P. Joshi (HESCO, Dehradun) as the Chief Guest. Prof. Joshi stressed the importance of preserving cultural heritage while harmonizing it with modern advancements. Awards for the best poster presentations were presented, recognizing students’ exemplary contributions. Prof. Dinesh Kumar, Vice Chancellor of Gurugram University, called for a collective commitment to sustainability, warning against environmental degradation driven by materialism.

Dr. Charu Lata summarized the conference discussions, and Dr. Dhirender Kaushik extended thanks to all participants for their contributions. The conference concluded with a reaffirmation of the importance of sustainability, innovation, and cultural preservation in addressing contemporary challenges, marking a successful culmination of CDTK-2024.

The inaugural edition of Sagarmanthan – The Great Oceans Dialogue, South Asia’s largest maritime thought leadership forum, is set to commence today. Organized by the Ministry of Ports, Shipping & Waterways (MoPSW), Government of India, in collaboration with the Observer Research Foundation (ORF), the event aims to foster expertise in the maritime sector. It provides a global platform for leaders, policymakers, industry experts, and visionaries to share insights, promote sustainable practices, and shape the future of a resilient and efficient marine industry.

Union Minister for Ports, Shipping & Waterways, Shri Sarbananda Sonowal, described Sagarmanthan as a celebration of global maritime knowledge. He highlighted India’s growing significance as a key maritime player, particularly under Prime Minister Narendra Modi’s leadership since 2014. Shri Sonowal stated, “This platform enables participants to exchange knowledge, develop pathways, and chart a collective course for the maritime sector. With humanity at a critical juncture, we bear a moral responsibility to future generations through sustainable development. Over these two days of focused discussions, we aim to unlock the Blue Economy’s potential while fostering innovative and sustainable practices.”

He also emphasized plans to establish Sagarmanthan as an annual event, celebrating India’s enduring legacy of maritime knowledge and leadership in fostering inclusive growth, sustainable practices, and resilient communities.

Thematic Focus and Objectives

The forum is built around four central themes:

  1. New Frontiers: Addressing connectivity, infrastructure, and development in a dynamic global context.
  2. Blue Growth Partnerships for Progress: Promoting collaborations to drive economic and developmental advancements.
  3. Green and Blue: Exploring sustainability, technological innovation, and maritime governance.
  4. Coasts & Communities: Highlighting social impact and resilience in coastal regions.

International Participation and Vision

Union Minister of State, Shantanu Thakur, highlighted the forum’s role in balancing economic growth with environmental stewardship, stating, “This event demonstrates India’s commitment to building a resilient and inclusive maritime future, ensuring the Blue Economy is equipped to meet global challenges.”

The dialogue will host over 160 participants from 60 countries, including ministers, former heads of state, journalists, and experts. Notable attendees include Christos Stylianides, Minister of Maritime Affairs, Greece; Amzath Ahmed, Minister of State for Fisheries, Maldives; John Kayode Fayemi, Pioneer President of the Forum of Regions of Africa, Nigeria; and Harry Theoharis, Greek Member of Parliament.

This landmark event underscores India’s leadership in fostering global maritime dialogue and sustainable progress.

Assam’s Semiconductor Plant- Game-Changer for India’s Semiconductor Ecosystem

India is making notable progress in the semiconductor industry, with the development of a cutting-edge facility in Morigaon, Assam, led by Tata Semiconductor Assembly and Test Pvt Ltd (TSAT). This landmark project, representing an investment of ₹27,000 crore, underscores the nation’s ambition to establish a self-reliant semiconductor ecosystem. Scheduled for completion by mid-2025, the facility is set to produce 48 million semiconductor chips daily, utilizing advanced packaging technologies such as flip-chip and Integrated System in Package (ISIP). These chips will support critical sectors like automotive, electric vehicles, telecommunications, and consumer electronics, serving both domestic and international markets.

Beyond its technological contributions, the Morigaon plant is expected to generate 15,000 direct and 11,000–13,000 indirect jobs, significantly bolstering the regional economy. Its integration into India’s semiconductor supply chain aligns with the nation’s vision to become a global semiconductor hub, enhancing its competitiveness in the global market.

The India Semiconductor Mission: Building a Self-Sufficient Ecosystem

India’s semiconductor market, valued at $38 billion in 2023, is projected to grow to $109 billion by 2030. To meet this rising demand and reduce import dependency, the Indian government launched the India Semiconductor Mission (ISM) under the broader Semicon India program in 2021. Backed by a financial outlay of ₹76,000 crore, this initiative aims to develop a comprehensive semiconductor and display ecosystem.

ISM works with global semiconductor experts and coordinates efforts across government, industry, and academia to efficiently deploy resources. The mission encompasses initiatives that go beyond fabrication facilities (fabs) to include Outsourced Semiconductor Assembly and Testing (OSATs), packaging, sensors, and display fabs.

Four key schemes drive the mission:

  1. Modified Scheme for Setting up Semiconductor Fabs
  2. Modified Scheme for Display Fabs
  3. Scheme for Compound Semiconductors, Silicon Photonics, Sensors, and Discrete Semiconductors
  4. Design Linked Incentive (DLI) Scheme

These initiatives aim to create an end-to-end semiconductor manufacturing ecosystem in India, spanning design, fabrication, testing, and assembly.

Expanding India’s Semiconductor Network

The Morigaon facility is part of a broader strategy that includes the establishment of semiconductor units nationwide. The Union Cabinet has approved additional projects, such as Tata Electronics’ facility in Dholera, Gujarat, and units by CG Power and Kaynes Semicon Pvt Ltd in Sanand, Gujarat. The modernization of the Semi-Conductor Laboratory in Mohali and schemes like the Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors (SPECS) and the Production Linked Incentive (PLI) Scheme further strengthen India’s semiconductor foundation.

Global Impact and Economic Resilience

As global demand for semiconductors surges, India’s infrastructure is poised to drive innovation, create high-value jobs, and reduce dependence on imports. The Morigaon facility and other projects under the Semicon India program reinforce India’s aspirations for technological and economic self-reliance. With these efforts, India is well-positioned to emerge as a key player in the global semiconductor industry, contributing to the digital economy and enhancing its resilience against supply chain disruptions.

Union Minister for Education Shri Dharmendra Pradhan met with a high-level delegation led by Mr. Ronald J. Daniels, President of Johns Hopkins University (JHU), Baltimore, USA. The delegation included officials from the Gupta Klinsky India Institute (GKII), a JHU initiative focused on fostering collaboration between the university and Indian partners through research, education, policy, and practice. Senior officials from the Ministry of Education, Ministry of External Affairs, and the Department of Higher Education, including Secretary Shri K. Sanjay Murthy, also attended the meeting.

During the interaction, Shri Pradhan highlighted the transformative potential of the National Education Policy 2020 (NEP 2020), which facilitates international academic collaborations and positions India as a global education hub. He commended JHU’s commitment to forging robust partnerships with Indian Higher Education Institutions (HEIs), emphasizing initiatives such as dual and joint degree programs, enhanced student and faculty mobility, and research collaborations in cutting-edge fields like data science, artificial intelligence, and futuristic technologies. Shri Pradhan noted the scope for these partnerships to foster innovation and entrepreneurship among students in both nations.

The discussions focused on strengthening academic and research ties between JHU and premier Indian HEIs, with particular attention to the prospect of establishing an offshore JHU campus in India. The visit by Mr. Daniels underscores the growing importance of India-US educational cooperation, as the delegation engages with Indian university campuses, government officials, and academic leaders during their multi-city tour of India to enhance JHU’s operations and internationalisation efforts.

The 12-member delegation comprised eminent academicians and administrators, including Alexander Triantis, Dean of the Carey Business School, Judd Walson, Chair of the Department of International Health at the Bloomberg School, and Amita Gupta, Director of the Division of Infectious Diseases and Co-Founder of GKII. Prominent Indian-origin faculty from JHU, such as Mathuram Santosham and Chirag Parikh, also participated, along with GKII advisory board members. This meeting marks a significant step in advancing collaborative education and research endeavors between India and JHU.

The Department of Administrative Reforms and Public Grievances (DARPG) will host a National Workshop on “Effective Redressal of Public Grievances” on 18th November 2024 at Vigyan Bhawan, New Delhi. This workshop is a significant step toward advancing the vision of Prime Minister Narendra Modi for responsive and efficient governance. The event aims to enhance the public grievance redressal mechanism by fostering innovation, sharing best practices, and implementing citizen-centric solutions.

Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances, and Pensions (Independent Charge), will deliver the keynote address and unveil key initiatives, including the Grievance Redressal Assessment and Index (GRAI) 2023, a tool to evaluate grievance redressal performance across ministries and departments, and the CPGRAMS Mobile App 2.0, a revamped platform to streamline lodging and tracking grievances.

The workshop will feature five sessions and 22 presentations by senior officials from central and state governments, focusing on innovative solutions such as the application of artificial intelligence (AI) and data analytics in the NextGen CPGRAMS for intelligent grievance management. Knowledge partners like BHASHINI and IIT Kanpur will showcase their contributions to enhancing grievance mechanisms, while ministries like Railways, CBDT, RBI, and SEBI, along with state bodies from Kerala, Andhra Pradesh, Uttar Pradesh, and Haryana, will share their effective strategies and best practices.

The event will also feature a plenary session attended by Shri V. Srinivas, Secretary, DARPG, and Smt. Vandana Gurnani, Secretary Coordination. This gathering underscores the government’s commitment to improving grievance redressal systems, leveraging technology, and fostering collaboration to ensure that citizen experiences with public services are efficient and transparent.

Mrs Ajeeta Longjam did her schooling from Little Flower School, Imphal and KV No.2 Langjing, Imphal. Further, she completed her graduation in Zoology (Honours) from Miranda House, Delhi University and her name was listed in the Miranda House Annual Roll of Honour (2007-08). She then obtained her Masters in Zoology from Delhi University after which she qualified for CSIR-UGC NET with JRF, twice.
