Indian Bureaucracy, Bhubaneshwar, November 23, 2024| The Odisha Government, in a late-night order issued by the General Administration & Public Grievance Department, announced the transfer of 12 IAS officers within the state. Details of the officers and their new assignments are as follows.

  1. Smt Chithra Arumugam IAS (Odisha 1995), presently Special Secretary Planning & Convergence Department with additional charge of Principal Secretary, Science & Technology Department and Principal Secretary, Labour & ESI Department, is appointed as Principal Secretary – Labour & ESI Department, Odisha, with additional charge of Principal Secretary – Science & Technology Department, Odisha.
  2. Ms Yamini Sarangi IAS (Odisha 2008), presently State Project Director, Odisha Adarsha Vidyalaya Sangathan with additional charge of Special Secretary, Finance Department and Commissioner, Commercial Taxes & GST, is transferred and appointed as Commissioner – Commercial Taxes & GST with additional charge of Special Secretary – Finance Department.
  3. Shri Sudhansu Mohan Samal IAS (Odisha 2010), presently Additional Secretary in the Water Resources Department, is transferred and appointed as Managing Director (MD) – Odisha Mining Corporation Limited. The role of MD has been designated equivalent in status and responsibility to that of an Additional Secretary in the State IAS Cadre. Consequently, additional charge as Managing Director, Odisha Mining Corporation Limited to Shri Balwant Singh IAS (Odisha 2007) stands cancelled.
  4. Shri Indramani Tripathy IAS (Odisha 2011), presently Director, ST with additional charge of Additional Secretary, ST & SC Development, Minorities & Backward Classes Welfare Department (M&BCW) and Director, Scheduled Castes and Scheduled Tribes Research and Training Institute (SCSTRTI), is transferred and appointed as Labour Commissioner, Odisha. Consequently, additional charge as Labour Commissioner to Shri Kulange Vijay Amruta IAS (Odisha 2013) stands cancelled.

  11. Shri Deepankar Mohapatra IAS (Odisha 2014), presently CEO, Hockey Promotion Council, Odisha, is appointed as Director – Sports with additional charge of CEO – Hockey Promotion Council, Odisha. The post of Director, Sports is declared equivalent in status and responsibility to the post of Joint Secretary provided in the IAS Cadre of the State.
  12. Ms Smita Rout IAS (NSCS-2014), presently Additional Secretary, Finance Department, is transferred and appointed as State Project Director – Odisha Adarsha Vidyalaya Sangathan. The post of State Project Director, Odisha Adarsha Vidyalaya Sangathan is declared equivalent in status and responsibility to the post of Joint Secretary provided in the IAS Cadre of the State.

Shri G Balasubramanian IFS (1998), presently High Commissioner of India to the Federal Republic of Nigeria has been appointed as the next High Commissioner of India to the Republic of Maldives.

G. Balasubramanian, a Post-Graduate in Public Administration, joined the Indian Foreign Service in 1998.

Over the course of his distinguished career, he has held key positions in Indian Missions around the world, including Moscow, Dushanbe, Washington DC, and Bangkok. Notably, he served as Deputy Chief of Mission in both Bangkok and Moscow and as India’s Deputy Permanent Representative to UNESCAP in Bangkok.

At the Ministry of External Affairs, he has contributed in various roles, including Desk Officer for Pakistan, Joint Secretary (Europe West), and Joint Secretary (Administration).

He is married and blessed with a son.

Shri Dinesh Bhatia IFS (1992), presently Ambassador of India to the Republic of Argentina, has been appointed as the next Ambassador of India to the Federative Republic of Brazil.

Ambassador Dinesh Bhatia assumed the role of Ambassador Extraordinary and Plenipotentiary to Argentina on August 21, 2019, with concurrent accreditation to Uruguay and Paraguay (until February 2022). Previously, he served as Consul General of India in Toronto and Ambassador to Côte d’Ivoire, Guinea, and Liberia. His earlier postings include roles in Indian missions in Madrid, Kathmandu, and Kuwait.

In India, he served with the Department of Atomic Energy in Mumbai, as Private Secretary to the Tourism Minister, and in various divisions of the Ministry of External Affairs in New Delhi.

A member of the Indian Foreign Service since 1992, Amb. Bhatia trained at LBSNAA Mussoorie and the Foreign Service Institute, New Delhi. He is an alumnus of the National Defence College (NDC) and participated in the 4th Joint Civil-Military Course on National Security.

Amb. Bhatia earned a Bachelor of Engineering in Electronics and Communication from Delhi College of Engineering in 1989 and worked in the private sector before joining civil service. He is a Fellow of The Institution of Engineers and a member of the Institution of Electronics and Telecommunication Engineers.

He has authored two books: Devi Purana – A rendition of Srimad Devi Bhagavatam (2023) and Physics for Civil Services Prelims (1994).

Amb. Bhatia is married to Seema Bhatia, an Ayurvedic practitioner, psychologist, and hypnotherapist, and they have a daughter and a son.
