The Department of Administrative Reforms and Public Grievances (DARPG) organized a webinar to commemorate Constitution Day on November 26, marking the adoption of the Constitution of India in 1949. The event aimed to raise awareness about the Constitution’s values and guiding principles and was attended by over 1,000 officials from Central Ministries, State Governments, DARPG, DoPPW, and NCGG.

The program began with the Reading of the Preamble, followed by a webinar titled “Reflections on the Constitution of India.” In his opening remarks, Sh. V. Srinivas, Secretary of DARPG, highlighted the significance of the Constitution in shaping governance and public service. Distinguished speakers included Sh. Apurva Chandra, Former Health Secretary, who addressed the topic “Health Care for All,” and Dr. C.K. Mathew, Former Chief Secretary of Rajasthan, who shared “A Civil Servant’s Reflections on the Constitution.” The event concluded with a Vote of Thanks by Smt. Sarita, Joint Secretary, DARPG.

The speakers emphasized the government’s ongoing commitment to the constitutional ideals of justice, equality, and dignity for every citizen. Participants reaffirmed their dedication to upholding these principles, reflecting the enduring relevance of the Constitution in governance. The webinar witnessed enthusiastic engagement from government officials across the country, underscoring the shared commitment to the vision of the Constitution.

Cabinet approval for PAN 2.0 Project

The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, has approved the PAN 2.0 Project of the Income Tax Department, with a financial allocation of ₹1,435 crore. This initiative is aimed at enabling a technology-driven transformation of taxpayer registration services, offering several key benefits, including improved ease of access, faster service delivery, enhanced data consistency, eco-friendly processes, cost optimization, and strengthened security and infrastructure agility.

The PAN 2.0 Project is an e-Governance initiative focused on re-engineering business processes for PAN/TAN services. It represents an upgrade from the existing PAN/TAN 1.0 system by integrating core and non-core activities, as well as PAN validation services, to provide taxpayers with a superior digital experience. This project aligns with the Government of India’s Digital India vision by positioning PAN as a common identifier across the digital systems of designated government agencies.

By streamlining taxpayer registration services and optimizing resources, the PAN 2.0 Project aims to simplify administrative processes, reduce costs, and enhance efficiency, thereby supporting India’s broader push toward a digital and technology-enabled governance ecosystem.

Cabinet approves continuation of AIM- Atal Innovation Mission

The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the continuation of the Atal Innovation Mission (AIM) under NITI Aayog with an expanded scope and a budget allocation of ₹2,750 crore, extending its implementation until March 31, 2028. AIM 2.0, envisioned as a step toward “Viksit Bharat” (Developed India), seeks to build on the achievements of AIM 1.0 by strengthening India’s innovation and entrepreneurship ecosystem. With India ranked 39th on the Global Innovation Index and recognized as the world’s third-largest startup ecosystem, AIM 2.0 aims to enhance global competitiveness by creating better jobs, innovative products, and impactful services across sectors.

While AIM 1.0 focused on establishing foundational infrastructure, such as Atal Tinkering Labs (ATL) and Atal Incubation Centers (AIC), AIM 2.0 introduces a strategic shift by addressing gaps in the ecosystem and scaling successful initiatives through collaboration with central and state governments, industry, academia, and local communities. The mission is designed to achieve three core objectives: increasing input by encouraging more innovators and entrepreneurs, improving throughput by enhancing startup success rates, and improving output by generating better-quality jobs, products, and services.

To increase input, AIM 2.0 will introduce the Language Inclusive Program of Innovation (LIPI) to reduce barriers for non-English speakers by creating ecosystems in India’s 22 scheduled languages. This includes the establishment of 30 Vernacular Innovation Centers within existing incubators. Additionally, the Frontier Program will focus on tailored support for Jammu & Kashmir, Ladakh, North Eastern states, and Aspirational Districts, with plans to create 2,500 new ATLs for region-specific innovation templates.

For improving throughput, AIM 2.0 will launch the Human Capital Development Program to train 5,500 professionals in managing India’s innovation ecosystem and the Deeptech Reactor to commercialize research-based startups that require longer incubation and higher investment. The State Innovation Mission (SIM) will assist states and Union Territories in building innovation ecosystems aligned with their strengths, while the International Innovation Collaborations Program will position India as a global innovation leader through initiatives such as a Global Tinkering Olympiad, bilateral partnerships, collaboration with the World Intellectual Property Organization (WIPO), and leadership of the Startup20 Engagement Group under the G20.

To enhance output quality, AIM 2.0 will implement the Industrial Accelerator Program to establish 10 industry-focused accelerators in Public-Private Partnership (PPP) mode and the Atal Sectoral Innovation Launchpads (ASIL) to develop iDEX-like platforms in central ministries for integrating startups into key sectors. Together, these initiatives underline the government’s commitment to fostering a robust innovation ecosystem, ensuring India’s continued leadership in entrepreneurship and global competitiveness.

Indian Chemical Council Wins 2024 OPCW-The Hague Award

The 2024 OPCW The Hague Award was conferred upon the Indian Chemical Council (ICC) at a ceremony during the 29th Session of the Conference of the States Parties (CSP) of the Organisation for the Prohibition of Chemical Weapons (OPCW) at the Hague in the presence of delegates from the 193 States Parties and experts from the global chemical industry from around the world. This is the first time that the Award recognises the efforts of a chemical industry body. The Director-General of OPCW, Ambassador Fernando Arias, and the Mayor of the Municipality of The Hague, Mr Jan van Zanen presented the Award.

Mr. D. Sothi Selvam, Director General, ICC received the award on behalf of the Council. The Ambassador and Permanent Representative of India to the OPCW and the Chairperson of India’s National Authority Chemical Weapons Convention (NACWC) were also present during the award ceremony.

The Chemical Weapons Convention (CWC) came into force in 1997, and presently has 193 States Parties. OPCW, with its Secretariat in The Hague, is the implementing body for the Chemical Weapons Convention, with a mission to achieve a world free of chemical weapons. India is an original signatory to the Convention. NACWC is the national authority responsible for implementing the Convention in India.

In 2013, OPCW was awarded the Nobel Peace Prize for its extensive efforts to eliminate chemical weapons. To preserve the legacy of this achievement, the OPCW established the ‘OPCW-The Hague Award’ in collaboration with the Municipality of The Hague in 2014. The Award recognizes individuals and organizations that play a significant role in advancing the goals of the Chemical Weapons Convention.

As India’s premier body representing the chemical industry, ICC represents more than 80% of Indian chemical Industry which is valued at $220 billion. This Award acknowledges the role played by ICC in promoting chemical safety, compliance with the Convention, and enhancing industry-wide security practices in India. Through initiatives like the Chemical Weapons Convention Helpdesks, ICC has increased industry compliance and facilitated efficient e-filing for chemical declarations. Additionally, ICC’s ‘Nicer Globe’ initiative has had a substantial impact on chemical transportation safety in India, offering real-time monitoring and emergency response capabilities. ICC has conducted other activities to promote chemical safety and security through its ‘Responsible Care’ (RC) programme and the introduction of the Security Code of RC. Their focus on enhancing industry security and advancing national implementation of the Convention in one of the world’s largest chemical sectors demonstrates an outstanding commitment to responsible industrial stewardship, and the aims of the CWC in this regard.
