As per the Government of NCT of Delhi (GNCTD), the Transport Department resumed its crackdown on end-of-life vehicles (ELVs) on October 11, 2024. Since then, enforcement teams have impounded 2,445 vehicles. This initiative aligns with efforts to phase out unfit and polluting vehicles in compliance with environmental and regulatory directives.
The Ministry of Steel issued a circular on January 23, 2023, providing guidelines for determining the reserve price of government vehicles and service charges for auctions conducted by MSTC. This has been shared with all states and union territories. Additionally, Registered Vehicle Scrapping Facilities (RVSFs), established under the Government of India’s notification GSR 653(E) dated September 23, 2021, are private entities. The government does not intervene in determining the scrap value of private vehicles, which is governed by market forces based on the vehicle’s condition.
The Government of India has formulated a Vehicle Scrapping Policy, incorporating incentives and disincentives to phase out older, unfit vehicles. Rules under the Motor Vehicles Act, 1988, and Central Motor Vehicle Rules, 1989, provide the framework for implementing this policy. State and UT Governments are responsible for enforcement.
In compliance with the Supreme Court’s directive dated October 29, 2018 (MC Mehta vs Union of India), diesel vehicles over 10 years old and petrol vehicles over 15 years old are banned from plying in the National Capital Region (NCR), as per the NGT order dated April 7, 2015.

The 182nd meeting of the Board of Trustees (BoT) of the Coal Mines Provident Fund Organisation (CMPFO) was held under the chairmanship of Shri Vikram Dev Dutt, Secretary, Ministry of Coal, and Chairman of the BoT, CMPFO. The meeting was attended by senior officials from the Ministry of Coal, including Additional Secretary Ms. Rupinder Brar, Joint Secretary & Financial Advisor Ms. Nirupma Kotru, Deputy Director General Ms. Santosh, as well as CMDs and union representatives from various workers’ organizations. Shri Vikram Dev Dutt praised the constructive discussions and reaffirmed the Ministry’s commitment to enhancing coal workers’ welfare and ensuring efficient management of CMPFO’s resources.
The primary focus of the meeting was the adoption of CMPFO’s Annual Audited Accounts Report, with an emphasis on ensuring timely disbursements, strong governance, and long-term financial security for coal mine workers. Updates were shared regarding recruitment efforts under new Recruitment Rules, aiming to address the workforce gap. Currently, CMPFO operates with 559 employees against a sanctioned strength of 934, and ongoing promotions are being implemented to enhance organizational capacity.
The meeting also reviewed the progress of digital transformation initiatives. These include the implementation of e-office since July 2023 and the online settlement of provident fund and pension claims since February 2024. The Board was briefed on the ongoing revision of the CMPF Act, with a first draft expected soon, and union representatives and stakeholders will be consulted for feedback. Efforts to improve grievance redressal mechanisms were acknowledged, with average resolution times reduced from 27 days in 2022 to 22 days in 2024, along with a significant reduction in pending provident fund cases.
CMPFO, an autonomous body under the Ministry of Coal, manages provident fund and pension schemes for coal mine workers. The Board reaffirmed its dedication to financial transparency, worker welfare, and the efficient operation of CMPFO, reflecting its vital role in supporting the coal mining workforce.

The Ministry of Tourism engages in a variety of promotional activities to highlight India’s tourism potential and attract inbound tourists from key and emerging markets. These initiatives include participation in major international travel fairs and exhibitions such as the World Travel Market (WTM) in London, Feria Internacional de Turismo (FITUR) in Madrid, International Travel & Hospitality Show (MITT) in Moscow, Asia-Pacific Incentives and Meetings Event (AIME) in Sydney, Internationale Tourismusbörse (ITB) in Berlin, Arabian Travel Market (ATM) in Dubai, and others like IMEX Frankfurt, IFTM Top Resa Paris, Japan Expo, and ITB Asia in Singapore.
To further enhance tourism, the Ministry has launched the Chalo India initiative, encouraging the vast Indian diaspora to act as ambassadors of Incredible India. The program motivates them to bring five non-Indian friends to visit India annually. A dedicated Chalo India portal has been developed for diaspora registration, and under this referral program, the government has announced one lakh gratis e-visas for foreign tourists visiting India.
Additionally, the Ministry unveiled the revamped Incredible India Digital Portal on September 27, 2024. This platform includes the Incredible India Content Hub, a digital repository of high-quality images, films, brochures, and newsletters accessible to global stakeholders such as travel agents and media. The portal aims to be a tourist-centric, one-stop solution to enhance visitor experiences.
Promotional efforts also include inviting social media influencers, tour operators, and opinion leaders to visit India under the Ministry’s Hospitality Programme. These campaigns are conducted in collaboration with State Governments and Indian Missions abroad, including 20 specifically identified Indian Missions.
