Shri Vinod Kumar Suman IAS (Uttarakhand 2007) has been empanelled for holding the post of Joint Secretary at the Centre.

Shri Vinod Kumar Suman, IAS, has had a distinguished career marked by exemplary leadership, dynamic governance, and a commitment to public service. Throughout his tenure in various administrative roles, he has consistently demonstrated efficiency, vision, and an unwavering dedication to development and good governance.

His journey as a District Magistrate began in Almora (January 2014), where he played a pivotal role in land revenue management and district administration. His proactive approach to governance, ability to address public grievances, and strategic decision-making laid a strong foundation for development in the region. Recognizing his administrative acumen, he was appointed District Magistrate of Chamoli (October 2015 – June 2019). During his tenure, he implemented several key initiatives for infrastructure development, disaster management, and improving public service delivery, earning widespread appreciation for his work.

Following his tenure in Chamoli, Shri Vinod Kumar Suman was entrusted with the responsibility of District Magistrate of Nainital (April 2017 – March 2018). His tenure was marked by efficient governance, progressive urban planning, and sustainable development initiatives. Simultaneously, he also served as Additional Secretary in the Urban Development Authority, where he played a crucial role in shaping urban development policies and ensuring effective execution of government programs.

Building upon his expertise in urban administration, he was elevated to the role of Commissioner and Additional Secretary in the Urban Development Department (June 2019 – Till-Date). In these roles, he oversaw large-scale urban housing and infrastructure projects, focusing on sustainable urban planning, modernization of civic amenities, and effective policy implementation. His leadership ensured the smooth execution of government schemes, contributing significantly to the transformation of urban landscapes.

In January 2021, Shri Vinod Kumar Suman took charge as Director, where he continued to uphold administrative excellence and strategic governance until July 2021. His dedication and visionary leadership led to his appointment as Secretary and Joint Secretary in the Secretariat Administration Department (July 2021 – Till-Date). In this capacity, he has been instrumental in personnel and general administration, streamlining processes, and ensuring efficient governance at the highest level. Shri Suhas L.Y., an exceptional civil servant, has exemplified dedication, efficiency, and visionary leadership throughout his illustrious career. His journey in the Indian Administrative Service (IAS) has been marked by steadfast commitment to governance, people-centric administration, and transformative policy implementation.

Beginning his career as an Assistant Collector & Assistant Magistrate in Agra (June 2008 – September 2011), Shri Suhas L.Y. laid a strong foundation in land revenue management and district administration. His keen insight into governance and meticulous approach to problem-solving quickly set him apart. In February 2011, he took on the additional role of Chief Development Officer in Mathura, contributing significantly to urban development and infrastructure planning.

His first major independent responsibility came in September 2011, when he was appointed District Collector & District Magistrate of Mahamaya Nagar. In this role, he efficiently managed land revenue, disaster response, and public welfare initiatives. Recognizing his ability to deliver impactful administration, he was subsequently posted as District Magistrate in Sonbhadra, Jaunpur, and Azamgarh (May 2012 – May 2017), where he implemented numerous reforms in district governance, rural development, and infrastructure enhancement.

Shri Suhas L.Y.’s expertise extended beyond district administration, leading to his appointment as Special Secretary, Finance & Excise Department (May 2017 – October 2017). However, his exemplary leadership in district governance once again saw him return to field postings as District Magistrate, Prayagraj (October 2017 – February 2019). During this period, his strategic planning and governance initiatives contributed to significant advancements in administration, law enforcement, and public service delivery.

In February 2019, he was entrusted with the crucial role of Special Secretary in the Planning & Programme Implementation Department, where his policy-oriented approach contributed to efficient state-level planning and execution. Subsequently, he was posted as Collector & District Magistrate of Gautam Budh Nagar (March 2020 – December 2022), a tenure during which he spearheaded numerous infrastructural and governance reforms, reinforcing his reputation as a dynamic administrator. His short but impactful tenure as District Magistrate of Gautam Budh Nagar (January – February 2023) further exemplified his ability to deliver swift and effective governance solutions.

In February 2023, Shri Suhas L.Y. assumed charge as Joint Secretary in the Sports & Youth Welfare Department, Lucknow, where he continues to serve with excellence. His focus on youth empowerment and sports development aligns with his longstanding vision of fostering inclusive growth and national progress.

Hon’ble Mr.Justice R.Sakthivel was born on July 21, 1973 to a couple Thiru. C.Ramasamy and Tmt. Vempayee. He hails from Periyakalipalayam, a hamlet on the banks of River Cauvery in the Karur District. After completing his early education at the Government Schools, he pursued Bachelor of Law at Government Law College, Trichy from where he received his Degree in 1997.

He enrolled as an Advocate in 1998 with the Bar Council of Tamil Nadu and Puducherry and joined the Office of Late P.R.Kuppuswamy. He joined the District Judiciary in 2011 through direct recruitment and began serving as a Judge in several places.

His Lordship held positions such as Additional District Judge in Thanjavur and Coimbatore, Administrator General and the Official Trustee (AGOT) of Tamil Nadu, Registrar General of Madras High Court, Principal District Judge of Coimbatore and Krishnagiri Districts.
