Evolution of Rajasthan and Its High Court

Rajasthan, a region once known as Rajputana, was a cluster of princely states with Ajmer-Merwara as a British-administered territory. Before the 20th century, these states were governed by dynastic rulers wielding complete executive, legislative, and judicial power. However, with India’s independence in 1947, a movement towards integration led to the formation of Rajasthan between March 17, 1948, and January 25, 1950. The Union of Rajasthan was inaugurated on March 30, 1949, in Jaipur by Sardar Vallabhbhai Patel.

At the time of integration, Jaipur, Jodhpur, Udaipur, Bikaner, and Kota were prominent states with British-influenced administrative structures, each possessing its own High Court. A committee was formed to determine the capital and the High Court’s location, recommending Jaipur as the capital and Jodhpur as the judicial seat. Consequently, the Rajasthan High Court Ordinance, 1949, established a single High Court, operational from August 29, 1949, under Chief Justice Kamal Kant Verma and 11 other judges representing various princely states.

Initially, the High Court functioned at Jodhpur, Jaipur, Udaipur, and Bikaner, but by 1950, it ceased operations at Bikaner, Kota, and Udaipur, with only the Jaipur bench continuing. With the enactment of the States Reorganisation Act, 1956, Rajasthan absorbed Ajmer and other regions, solidifying Jodhpur as the principal High Court seat. A temporary bench at Jaipur was later abolished in 1958, sparking public discontent.

Responding to widespread demand, the Jaipur Bench was permanently reinstated on December 8, 1976, covering multiple districts in Eastern Rajasthan. Today, the Rajasthan High Court functions with a sanctioned strength of 50 judges. While Jaipur’s new High Court building is operational, Jodhpur’s grand judicial complex is under construction, marking yet another milestone in Rajasthan’s rich legal history.

Indian Bureaucracy, Chandigarh, February 15, 2025| The Haryana government has undertaken another round of large-scale bureaucratic reshuffle, issuing transfer orders for 36 HCS officers and 6 IAS officers as per the notification dated February 13, 2025. This follows a recent reshuffle on February 4, when 67 HCS officers and 12 IAS officers were transferred in a single move, bringing the total to 79. With these latest transfers, the state has issued 121 transfer orders this month alone.

Given Haryana’s agrarian nature, several officers have been reassigned within Zila Parishads and District Rural Development Agencies to ensure smoother implementation of rural development programs. The state has also introduced two new positions—one in the State’s Development and Panchayats Department and another in the Municipal Corporation of Panipat.

Among the key shifts, Sandeep Aggarwal HCS, is now the Joint Transport Commissioner of Haryana, and Amit Maan from the 2020 batch has been appointed as the Deputy CEO of Faridabad Smart City Ltd. To strengthen district-level governance, new City Magistrates have been posted in Gurugram, Sonipat, and Jhajjar. Additionally, the posts of District Municipal Commissioner of Ambala, and the CEO of Gurugram Metropolitan City Bus Limited, have been upgraded to the Senior Scale of IAS. These positions will now be held by Sachin Gupta (IAS, 2018 batch) and Vishwajeet Chaudhary (IAS, 2021 batch), respectively.

REC Power Development and Consultancy Limited (RECPDCL), a wholly owned subsidiary of REC Limited, the Maharatna CPSU under the aegis of Ministry of Power, handed over project specific SPV (Special Purpose Vehicle) of ISTS Transmission Project under TBCB route viz, Lakadia B Power Transmission Limited to Reliance Industries Limited on 14th February 2025 at Gurugram.

Reliance Industries Limited (RIL) emerged as the Transmission Service Provider (TSP) through Tariff-Based Competitive Bidding (TBCB) process conducted by RECPDCL, the Bid Process Coordinator, for development of the transmission project on Build, Own, Operate & Transfer (BOOT) basis.

The SPV was handed over by Shri T.S.C. Bosh, CEO, RECPDCL to Shri N. Vaidyanathan, Sr. Vice President, Reliance Industries Limited in the presence of Senior Officials of RECPDCL, Reliance Industries Limited and Central Transmission Utility of India Limited. The implementation period of the project is 24 months.

The scheme covers augmentation of transformation capacity at Lakadia Pooling Station in Gujarat State for evacuation of Power from RE Power Generators. The estimated cost of the project is around Rs. 512.58 Crore.

Additionally, it has created an ex-cadre post of Superintendent of Police, Crime Branch, Thrissur, and upgraded the position of Superintendent of Police, Co-Operative Vigilance, making it equivalent in rank to the Superintendent of Police, Telecom. The transferred officers and their new postings are listed below.

  1. Shri Ramesh Kumar PN IPS (Kerala 2015), presently, Superintendent of Police, Co-Operative Vigilance, Kerala, is transferred and appointed as, Principal – Police Training College, relieving Shri Bijoy P IPS.
  2. Shri Bijoy P IPS (Kerala 2016), presently, Principal, Police Training College, Kerala, is appointed as, Superintendent of Police – Crime Branch, Central Unit IV, Thiruvananthapuram, Kerala.
  3. Shri Jayasankar R IPS (Kerala 2017), presently, Superintendent of Police, Crime Branch, Central Unit IV, Thiruvananthapuram, Kerala, is transferred and appointed as Superintendent of Police -Internal Security, State Special Branch, relieving Shri Rajesh N IPS.
  4. Shri Rajesh N IPS (Kerala 2017), presently, Internal Security, State Special Branch, Kerala, is transferred and appointed as Superintendent of Police – Economic Offences Wing (EOW), Ernakulam, Kerala.

Shri T K Subrahmannian IPS (Kerala 2018), presently, Superintendent of Police, Special Cell, V&ACB, Thiruvananthapuram, Kerala, is transferred and posted as Superintendent of Police – Crime Branch, Thrissur, Kerala.  The post is created in Level 11 of the Pay Matrix with Pay Scale of Rs. 67700-208700 for a period of one year w.e.f 14.02.2025 and is declared equivalent to the cadre post of Superintendent of Police, Crime Branch, Ernakulam, Kerala.
  7. Shri V D Vijayan IPS (Kerala 2019), presently, Superintendent of Police, Telecom, Kerala, is transferred and posted as Superintendent of Police – Protection of Civil Rights, Kerala.
