Major Reshuffle in Kerala Bureaucracy – 11 IAS Officers Shifted Including ACS Rank Officers

Thiruvananthapuram, 6 June 2025 – In a major administrative reshuffle, the Kerala Government under the leadership of Hon’ble Chief Minister Shri Pinarayi Vijayan has issued transfer and posting orders for 11 IAS officers, including those at the Additional Chief Secretary (ACS) level. This move is aimed at improving administrative efficiency and streamlining key departments across the state.

🔹 List of Transfers and New Postings:

1. Shri Bishwanath Sinha IAS (KL:1992)
   ➤ Continues as ACS, Home and Vigilance Department
   ➤ Gets additional charge of Forest and Wildlife Department
2. Shri K R Jyothilal IAS (KL:1993)
   ➤ Appointed as ACS, Finance Department
   ➤ Will also oversee Taxes, Public Procurement Advisory, Planning & Economic Affairs (RKI)
   ➤ Continues as CEO, Rebuild Kerala Initiative
3. Shri Puneet Kumar IAS (KL:1993)
   ➤ Transferred to Local Self Government Department as ACS
   ➤ Will also handle SC/ST Development, Backward Classes Development, and Power Department
4. Dr Rajan N Khobragade IAS (KL:1993)
   ➤ Continues as ACS, Health & Family Welfare Department
   ➤ Assigned additional charge of Personnel & Administrative Reforms and Official Language Department
5. Shri K Biju IAS (KL:2006)
   ➤ Continues as Secretary, Public Works Department
   ➤ Gets additional charge of General Administration and Transport Departments (including Aviation, Metro, and Railway)
6. Shri Keshvendra Kumar IAS (KL:2008)
   ➤ Transferred from Local Self Government Department
   ➤ Appointed as Secretary, Finance (Expenditure)
7. Dr A Kowsigan IAS (KL:2009)
   ➤ Continues as Commissioner, Land Revenue
   ➤ Assigned additional charge of Sainik Welfare Department
   ➤ Will also serve as Commissioner for Guruvayur and Koodalmanikyam Devaswoms
8. Shri Mir Mohammed Ali IAS (KL:2011)
   ➤ Appointed as Chairman & MD, Kerala State Electricity Board Limited (KSEB)
   ➤ Retains charge as Managing Director, KSIDC
   ➤ Gets additional role of Special Secretary, Power Department
9. Shri Jeevan Babu IAS (KL:2011)
   ➤ Continues as Managing Director, Kerala Water Authority
   ➤ Assigned additional charge as Mission Director, Resilient Kerala (Coastal Protection)
   ➤ Will lead ADB-supported Coastal Conservation Project
10. Dr Adeela Abdulla IAS (KL:2012)
    ➤ Continues as Special Secretary, Social Justice Department
    ➤ Assigned additional charge as Special Secretary, Local Self Government Department
    ➤ Relieved from Women and Child Development Department
11. Dr Chithra S IAS (KL:2014)
    ➤ Appointed as Additional Secretary and OSD- Local Self Government Department
    ➤ Will also serve as Principal Director, Waste Management
