Posting Orders for Odisha State Civil Officers Promoted to IAS Cadre

Indian Bureaucracy, Bhubaneswar, April 14, 2025| Following the recent appointment of twenty-eight (28) State Civil Service (SCS) officers to the Indian Administrative Service (IAS) within the Odisha cadre, the state government issued a notification on April 10, 2025, outlining their new assignments.

A significant number of these newly inducted IAS officers have been appointed to the position of Joint Secretary across various government departments. Simultaneously, several others currently holding posts such as Director or Collector & District Magistrate will continue in their existing roles. However, these positions have now been upgraded to the rank and declared equivalent in status and responsibility to that of a Joint Secretary to the Government. This restructuring within the IAS cadre aims to streamline administrative functions and enhance efficiency within the state.

1. Shri Dharam Hansdah IAS (SCS), presently Special Secretary, Forest, Environment and Climate Change Department, Odisha, is appointed as Joint Secretary – Forest, Environment and Climate Change Department, Odisha.
2. Smt Rina Mohapatra IAS (SCS), presently Special Secretary, Fisheries & Animal Resources Department, Odisha, is appointed as Joint Secretary – Fisheries & Animal Resources Department, Odisha.
3. Smt Niyad Pattnaik IAS (SCS), presently Director, Social Security & Empowerment of Persons with Disabilities (SS&EPD), Odisha, post now stands upgraded to Joint Secretary – SS&EPD, Odisha.
4. Dr Maheswar Swain IAS (SCS), presently Director, Panchayati Raj, Odisha, to continue in-situ.
5. Shri Srikanta Tarai IAS (SCS), presently President, Board of Secondary Education, Cuttack, Odisha, post now stands upgraded to the post of Joint Secretary – Board of Secondary Education, Odisha.
6. Shri Birendra Korkora IAS (SCS), presently Director, Secondary Education, to continue in-situ.
7. Shri Leaman Kumar Malik IAS (SCS), presently Director, Scheduled Caste Welfare, Odisha, post now stands upgraded to Joint Secretary – Scheduled Caste Welfare, Odisha.
8. Smt Upama Kale IAS (SCS), presently Additional Commissioner, Settlement and Consolidation, Sambalpur-II, Odisha, post now stands upgraded to Joint Secretary – Scheduled Caste Welfare, Odisha.
9. Smt Lily Kumari Kullu IAS (SCS), presently Special Secretary, Revenue & Disaster Management Department, is appointed as Joint Secretary – Revenue & Disaster Management Department, Odisha.
10. Shri Kabindra Kumar Sahoo IAS (SCS), presently Collector & District Magistrate, Deogarh, to continue in-situ.
11. Smt Aradhana Das IAS (SCS), presently Special Secretary, Home Department, is appointed as Joint Secretary – Home Department, Odisha.
12. Shri Pradeep Kumar Nayak IAS (SCS), presently Additional Commissioner, Additional Revisional Court, Bhubaneswar, post now stands upgraded to Joint Secretary.
13. Shri Madhusudan Dash IAS (SCS), presently Collector & District Magistrate, Nuapada, to continue in-situ.
14. Shri Premjit Nayak IAS (SCS), presently Director, AYUSH, Odisha, Bhubaneswar, post now stands upgraded to Joint Secretary.
15. Shri Narahari Sethy IAS (SCS), presently Special Secretary, Water Resources Department, Odisha, is appointed as Joint Secretary – Water Resources Department, Odisha.
16. Smt Jugaleswari Dash IAS (SCS), presently Director, OBC, Bhubaneswar, Odisha, post now stands upgraded to Joint Secretary.
17. Smt Madhumita Rath IAS (SCS), presently Special Secretary, Handloom, Textiles & Handicrafts Department, Odisha, is appointed as Joint Secretary – Handloom, Textiles & Handicrafts Department, Odisha additional charge of Managing Director – Utkalika.
18. Shri Debasis Singh IAS (SCS), presently Special Secretary, Housing & Urban Development Department, Odisha, is appointed as Joint Secretary – Housing & Urban Development Department, Odisha.
19. Shri Subrat Kumar Panda IAS (SCS), presently Collector & District Magistrate, Boudh, to continue in-situ.
20. Shri Pratap Chandra Hota IAS (SCS), presently Special Secretary, Parliamentary Affairs Department, Odisha, is appointed as Joint Secretary – Parliamentary Affairs Department, Odisha.
21. Smt Nibedita Mishra IAS (SCS), presently Special Secretary, Energy Department, is appointed as Joint Secretary – Energy Department, Odisha.
22. Smt Rega Geetarani Patnaik IAS (SCS), presently Special Secretary, Rural Development Department, Odisha, is appointed as Joint Secretary – Rural Development Department, Odisha.
23. Smt Archana Das Patnaik IAS (SCS), presently Special Secretary, Excise Department, is appointed as Joint Secretary – Excise Department, Odisha.
