Administrative Shuffle in J&K, Some Stay Put, Others Head to Ladakh in New Posting Order

Indian Bureaucracy, Srinagar, April 8, 2025 | The J&K administration has issued a revised transfer order, retaining four JKAS officers previously slated for Ladakh in their current roles in J&K, while assigning others to new responsibilities in the Union Territory of Ladakh. The move, outlined in Government Order No. 452-JK(GAD) of 2025, signals a potential recalibration of administrative focus in the region.

Four JKAS officers who were previously slated for deputation to Ladakh will now remain in J&K, according to the amended order. These individuals, including Shri Rakesh Dubey, who oversees cooperatives’ banking and finance, and Shri Abdul Qyume, a Deputy Secretary in Housing and Urban Development, will continue their work in the Union Territory.

Meanwhile, four other JKAS officers are set to embark on new assignments in Ladakh, for a two-year deputation. This cohort includes Shri Shafiq Ahmad, who has been working on wage employment in  Poonch, and Shri Jahangeer Akhone, a Tehsildar from Khansahib, as the the newly formed Union Territory is looking to strengthening its administrative capacity.

Officers deputed to Ladakh will retain J&K seniority and promotion prospects, and are eligible for Ladakh incentives. Relieved of J&K duties with immediate effect, they will report to Ladakh’s GAD. Given their recent formation as Union Territories, the evolving administrative landscape naturally necessitates strategic talent deployment and adjustments, as seen in this reshuffle between J&K and Ladakh. Details of retained and deputed officers follow.

Retained at their present place of postings in the Union territory of Jammu and Kashmir are;

  1. Shri Rakesh Dubey JKAS, to continue as Joint Registrar – Cooperatives, Banking and Finance, J&K.
  2. Shri Abdul Qyume JKAS, to continue as Deputy Secretary – Housing and Urban Development, Department, Government of Jammu and Kashmir.
  3. Shri Mir Dawar Habib JKAS (Jr Scale), to continue as BDO – Naidkhai, District Bandipora.
  4. Shri Bhushan Kumar JKAS (Jr Scale), to continue as BDO – Thathri, Doda.

Officers appointed with Union territory of Ladakh, on deputation basis are;
1. Shri Shafiq Ahmad JKAS, presently project Officer, Wage Employment (ACD), Poonch.
2. Shri Jahangeer Akhone JKAS, presently Tehsildar, Khansahib, District Badgam.
3. Shri Rajat Sudan JKAS (Jr Scale), presently BDO, Moungri, District Udhampur.
4. Shri Akeel Sajjad JKAS (Jr Scale), presently BDO, Changa, District Doda.
