Recently empanelled as Joint Secretary, Shri Kumar has held several high-profile roles at the Centre, demonstrating strong leadership, strategic planning, and policy execution skills. He has served as Private Secretary to the Minister in multiple ministries, including Textiles, Rural Development, and Panchayati Raj, playing a crucial role in advising policymakers, coordinating developmental initiatives, and ensuring effective governance.

Before his central government roles, he had an extensive tenure in Bihar’s district administration, where he served as District Collector and District Magistrate (DM) of East Champaran and Buxar. His experience also includes key positions such as Deputy Development Commissioner (DDC) and Chief Executive Officer (CEO) of Zila Parishads in Chapra and Saran, where he worked on local governance, rural development, and decentralization of administrative functions. His early assignments as Sub-Divisional Officer (SDO) in Bagha and Assistant Collector & ADM in Darbhanga provided him with a strong foundation in grassroots administration.
