Shri Vishal Singh, IAS, is currently serving as the Special Secretary – Culture, Government of Uttar Pradesh, with additional responsibilities as Director – Department of Information and Public Relations (DIPR) and Director – Department of Culture, Lucknow. Prior to this role, he served as the District Magistrate & Collector of Bhadohi, along with the additional charge of CEO, Bhadohi Industrial Development Authority. In each of his assignments, he has brought a thoughtful and structured approach to governance, emphasizing efficiency and responsiveness to public needs.
Born in 1973 in Jaunpur, Uttar Pradesh, Shri Singh’s educational journey began at Sant Atulanand Residential Academy and UP College, Varanasi. He holds a B.Tech in Computer Science from the Madan Mohan Malviya Institute of Technology, Gorakhpur (1995), where he was awarded a merit-based scholarship, and an MBA in Marketing from IMS Ghaziabad (1998). In 2009, he was awarded the Chevening Scholarship by the UK Government for a leadership program at the London School of Economics. He also holds a Master’s in Public Policy and Management with a focus on International Development from the University of Maryland, USA (2012), and a Master’s in Sustainability & Eco-Tourism from Peru.
Throughout his career, Shri Singh has developed a strong grounding in policy analysis, strategic planning, and administrative operations. His analytical and systems-oriented mindset has contributed to effective governance across diverse domains. He has also authored papers on metadata in the context of E-Governance and has presented work that explores the digital transformation of government services. His engagement with international forums, including conferences in Iran and programs by the World Bank, reflects a keen interest in global best practices.
In addition to his administrative responsibilities, Shri Singh has contributed to the academic space by delivering lectures at institutions such as IMT Nagpur and SP Jain Institute of Management, Singapore. These engagements reflect his broader interest in education and knowledge-sharing.
Shri Vishal Singh is the son of the late Dr. Raj Singh and Smt. Vidya Singh. He is married to Dr. Divya Singh, and they have a son, Master Aditya Raj Singh. His career reflects a commitment to public service, shaped by a diverse academic background and a steady focus on practical, citizen-oriented administration.
