Shri Vijay Kumar Siddappa Bhavikatti IAS (Haryana 2011) presently DCO/DCR Karnataka (Deputy Secretary level) has been re-designated as DCO/DCR Karnataka (Director level) for a period up to 31.12.2025 . Shri Vijay Kumar Siddappa Bhavikatti, lAS is on central deputation w.e.f. 14.08.2019.
Shri Vijay Kumar Siddappa Bhavikatti, a 2011 batch officer of the Indian Administrative Service (IAS), Haryana cadre, currently serves as Director, Census Operations and Director, Citizen Registration (DCO/DCR), Karnataka, under the Ministry of Home Affairs. He was recently re-designated to the Director level from Deputy Secretary level, in recognition of the scope and significance of his ongoing responsibilities in managing large-scale demographic and statistical initiatives.
An engineer by training, Shri Bhavikatti holds a Bachelor of Engineering degree in Mechanical Engineering from the National Institute of Engineering, Mysore, affiliated with Visvesvaraya Technological University. He graduated with First Class and Distinction, reflecting his strong academic foundation.
Over the years, Shri Bhavikatti has served in a wide range of administrative roles, both at the state and central levels. Since August 2019, he has been leading census and citizen registration functions in Karnataka, playing an important role in the preparatory and operational phases of national data collection efforts. His tenure in this role is marked by a methodical approach and effective coordination with field-level machinery.
Prior to this, he held the post of Director & Additional Secretary in the Local Self Government/Panchayati Raj Department (2018–2019), where he contributed to the strengthening of decentralized governance mechanisms. His experience in rural and local governance is rooted in earlier district-level assignments.
Between 2012 and 2018, Shri Bhavikatti was posted in Hisar and Bhiwani in various junior-scale IAS roles, including Administrator of HUDA, Deputy Commissioner, ADC cum CEO of Zila Parishad, Sub-Divisional Magistrate (Civil), and Assistant Commissioner. These postings offered him extensive exposure to urban development, rural schemes, land revenue management, and district administration. He also underwent foundational training at LBSNAA, Mussoorie.
Shri Bhavikatti has built a reputation for being a calm and pragmatic officer with an ability to manage complex assignments. His balanced approach to governance, rooted in field experience and institutional understanding, has enabled him to navigate both policy implementation and administrative leadership effectively.
With over a decade in public service, he continues to contribute meaningfully to national initiatives and public administration through dedication, discipline, and data-centric governance.
