Shri Venkatesapathy S IAS (Kerala 2009), presently on Central Deputation and posted as Director – Ports, Shipping and Waterways, is appointed as Joint Secretary – Shipping, Ministry of Ports, Shipping & Waterways, at Level 14 of the Pay Matrix, on Central Deputation basis for a tenure of five years upto 01.05.2028, by temporarily upgrading the post from Director level to Joint Secretary level.

Shri Venkatesapathy S, an esteemed Indian Administrative Service (IAS) officer, has consistently demonstrated exemplary leadership, strategic vision, and administrative expertise throughout his career. His tenure in various key roles has been marked by dedication, efficiency, and impactful governance across multiple sectors, including land revenue management, urban development, water resources, fisheries, food and civil supplies, and ports and shipping.

Beginning his civil service journey with training at Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, from August 2009 to August 2011, he quickly progressed to hands-on administrative roles. His initial postings as Assistant Collector in Kozhikode (2009-2011) and Sub-Collector in Idukki, Devikulam, and Kasargod (2011-2013) laid the foundation for his deep understanding of land revenue management and district administration.

From August 2013 to February 2015, he served as Secretary, Urban Development (Municipal Administration), Thiruvananthapuram, where he played a crucial role in urban governance and infrastructure development. His expertise in public distribution systems and consumer affairs was further demonstrated when he assumed charge as Managing Director, Food & Civil Supplies Department, Ernakulam (December 2015 – April 2016).

Shri Venkatesapathy’s administrative acumen was particularly evident during his tenure as District Collector in Malappuram (April 2016 – August 2016) and Thiruvananthapuram (August 2016 – August 2017). In these roles, he efficiently managed land revenue, disaster mitigation, and district-level governance, earning accolades for his crisis management and developmental initiatives.

His leadership extended to the Agriculture & Fisheries sector, where he served as Director, Directorate of Fisheries (August 2017 – May 2020), focusing on policy implementation and sustainability. This was followed by a highly impactful tenure as Managing Director, Water Resources Department, Thiruvananthapuram (May 2020 – April 2023), where he spearheaded critical water management and drinking water initiatives.

Recognizing his expertise, he was appointed as Director, Ports, Shipping, and Waterways, Government of India, in May 2023, marking his transition to the maritime sector. His significant contributions to national-level shipping policies and infrastructure development led to his well-earned promotion as Joint Secretary, Shipping, Ministry of Ports, Shipping & Waterways, in March 2025.
