The Ministry of Parliamentary Affairs is executing Special Campaign 3.0 with the aim of institutionalizing cleanliness (Swachhata) and reducing or eliminating various types of pending matters within the Ministry. The campaign began with the Preparatory Phase from September 15 to September 30, 2023, focused on identifying targets under various categories.

Shri Umang Narula, the Secretary of the Ministry of Parliamentary Affairs, reviewed the progress of the Swachhata Hi Sewa Campaign during a Senior Officer’s Meeting on September 27, 2023, in conjunction with the Preparatory Phase of Special Campaign 3.0. During this phase, officers and officials of the Ministry took the Swachhata Hi Sewa pledge and made resolutions against the use of Single Use Plastic (SUP).

Starting from the implementation phase on October 2, 2023, the Ministry has initiated the process of addressing and resolving the identified pending matters related to Public Grievances, Public Grievances Appeals, MP References, State Government References, Inter-Ministerial References, PMO References, and Rules/Procedures. An important aspect of this phase is the review and elimination of physical files, which has led to the availability of more space for official use. During Campaign 3.0, a total of 263 physical files were identified for review, out of which 250 files have been reviewed, 40 files were weeded out, and 145 e-Files were identified for review, with 133 e-files closed as of October 26, 2023.

Furthermore, the Ministry generated revenue of Rs 3,45,000 by auctioning old and obsolete items identified during the campaign. The Implementation phase of Special Campaign 3.0 is set to continue until October 31, 2023. As part of efforts to maintain a healthy and hygienic office environment, senior officers have conducted inspections of all sections on a rotational basis, raising overall awareness about the campaign.
