Shri Arun Goel IAS (Retd., Punjab 1985), the former Election Commissioner of India is appointed as the next Ambassador of India to the Republic of Croatia.
Shri Arun Goyal holds a diverse academic background. He completed his electrical engineering degree from Delhi College of Engineering in 1980, followed by an MBA from the Indian Institute of Management, Ahmedabad, in 1982. He later pursued postgraduate studies in Economics at Himachal Pradesh University and earned an advanced degree in Development Management from Glasgow Caledonian University in the UK.
Shri Goyal has held several prominent positions, including Additional Secretary for the GST Council, a key federal body responsible for overseeing GST-related policy matters, comprising both Union and State Finance Ministers. He also served on the Board of the Goods and Services Tax Network (GSTN) and was part of the GST Council’s Export Committee. In the Prime Minister’s Office, Goyal led the Project Monitoring Group (PMG), a high-level initiative to resolve issues and accelerate major stalled projects.
Shri Goyal’s involvement in India’s power sector spans several roles over different phases of its development, giving him a broad perspective on its evolution. His 34-year career in public service includes extensive experience in finance, power, commerce, and industry, with assignments across the Government of India, state administrations, and union territories. Notable roles have included serving as Minister (Economic and Commercial) at the Indian Embassy in Tokyo (2010–2013), heading India’s Financial Intelligence Unit within the Ministry of Finance (2006–2010), and holding the position of Chief Electoral Officer for Delhi (2003–2004). His administrative service also extends to the Andaman & Nicobar Administration as Secretary (Finance) and Secretary to the Lieutenant Governor (2001–2003), and as Deputy Commissioner in Arunachal Pradesh (1989–1992).
