Shri Rajnesh Singh IRSME (2003) presently CVO- Gas Authority of India Ltd. (GAIL), Delhi has been given additional charge as CVO- Engineers India Ltd. (EIL), Delhi during the period of absence of Ms. Shruti Agnihotriy IRAS ( 1998) i.e. from 28.02.2025 upto 28.04.2025.

Shri Rajnesh Singh is a dynamic and forward-thinking officer of the Indian Railway Service of Mechanical Engineers (IRSME), 2003 batch, with a rich portfolio spanning over 25 years across the Petroleum, Railways, and Automotive sectors. His remarkable career reflects a rare blend of field-level operational excellence and high-level policy-making proficiency.

A Mechanical Engineering graduate with Honors from Motilal Nehru National Institute of Technology (MNNIT), Prayagraj, Shri Singh further sharpened his policy and leadership capabilities through the prestigious Advanced Management Programme in Public Policy (AMPPP) at ISB Mohali/Hyderabad (2023–24). His research on bioethanol and India’s journey toward energy self-reliance and transport de-carbonization was internationally recognized, published by SAE International in December 2024.

Shri Singh’s exposure to global best practices includes High-Speed Rail training in Japan, participation in the 14th IAA-India Day in Hannover, technical visits to Germany’s Fraunhofer Institutes, and an automotive study tour in Mexico—enhancing his strategic global outlook.

On the ground, he has accumulated over 16 years of field experience across Chakradharpur, Ranchi, and Kharagpur divisions of South Eastern Railway and Banaras Locomotive Works (BLW), Varanasi. His roles involved critical areas such as safety, disaster management, train operations, and large-scale procurement (₹4,000–₹5,000 crore annually), where he demonstrated strong industrial relations and technical insight.

At the Railway Board, Shri Singh served as Director (C&IS), where he championed e-governance reforms, digital transformation, and cybersecurity policy, notably chairing the Task Force on e-office implementation.

During his tenure as Director (Automotive), Ministry of Heavy Industries, he was instrumental in shaping key national initiatives like the PLI Auto Scheme, PLI ACC Scheme, and National E-Bus Program (NEBP)—projects that continue to steer India’s automotive and clean energy landscape. His leadership extended to administrative, financial, and legal oversight at the National Automotive Board (NAB), where he also served as Member Secretary.

Recognized for his strategic mindset, integrity, and result-oriented approach, Shri Singh has also contributed as a Governing Council Member of the Automotive Research Association of India (ARAI), Pune, and the Automotive Skills Development Council (ASDC), reinforcing his commitment to sustainable industrial growth and skill development.
