Shri P Siva Sankar IAS (Maharashtra 2011), presently Deputy Director General, Yashwantrao Chavan Academy of Development Administration (YASHADA), Pune, Maharashtra, appointed as Director – Department of Rural Development, Ministry of Rural Development, Government of India, on Central Deputation basis under the Central Staffing Scheme for a period of five years.
The Central Staffing Scheme (CSS) of the Government of India is a system designed to bring experienced officers from various All India Services and other participating Group ‘A’ services into key positions within the central government.
CSS, facilitates placement of qualified officers in important administrative roles within central ministries and departments, it aids in policy development by introducing fresh perspectives and expertise. Furthermore, this system enables officers to apply regional insights at more expansive level, a pan-India level, demonstrating the interplay between micro and macro components within administrative structures. Managed by the Department of Personnel and Training (DoPT), it covers positions such as Deputy Secretary, Director, and Joint Secretary, with selections conducted through a structured process involving the Civil Services Board. The scheme benefits the central government by providing access to skilled officers, offers career advancement opportunities for participants, and strengthens state cadres with experienced returning officers, ensuring a continuous exchange of administrative talent.
