Ms Mukta Shekhar IRAS (1994) appointed as Joint Secretary – Ministry of Panchayati Raj, at Level 14 of the Pay Matrix for a tenure upto her superannuation on 31.03.2029.
Ms. Mukta Shekhar, a 1994-batch officer of the Indian Railway Accounts Service (IRAS), currently serves as Joint Secretary in the Ministry of Heavy Industries. She has also been appointed as the Government Nominee Director on the Board of HMT Limited. With a strong background in financial management and project finance, she has held key roles in various government departments, contributing to policy formulation and implementation.
Ms. Shekhar holds an M.Phil. in Defence and Strategic Studies from the University of Madras at the National Defence College, New Delhi, and a Master’s degree in History from St. Stephen’s College, Delhi. Her career includes serving as a Financial Advisor in the Indian Railways, where she specialized in financial appraisal and project finance. She also worked with the Delhi Metro Rail Corporation (DMRC) as Joint General Manager and Associate Finance Officer for Phase II projects.
She has been actively involved in Public-Private Partnership (PPP) projects, overseeing fund allocation and contractual aspects for key railway projects. Additionally, she spent five years with the Ministry of External Affairs, where she worked on India’s Development Assistance Programme, investment and trade promotion, international arbitration disputes, and civil aviation matters. She played a role in designing concessional financing packages for externally aided projects.
Before her current role, Ms. Shekhar served as Joint Secretary in the Department of Food under the Ministry of Consumer Affairs, Food & Public Distribution. Her experience across multiple ministries highlights her expertise in financial governance, infrastructure development, and international cooperation.
