Shri Manish Kumar IAS (Gujarat 2013) presently Managing Director, Gujarat Livelihood Promotion Company Ltd, Gandhinagar is transferred and appointed as Collector- Bhavnagar relieving Shri D M Solanki IAS of additional charge .

Shri Manish Kumar , a medical doctor by academic background, completed his MBBS from Sardar Patel Medical College, Bikaner, under Rajasthan University. He further pursued a Post Graduate Diploma in Health Promotion from Bangalore, reflecting his early interest in public health and social development.

Currently appointed as the Collector and District Magistrate of Bhavnagar, Shri Kumar brings with him a wealth of diverse administrative experience. Prior to this, he served as the Managing Director of the Gujarat Livelihood Promotion Company Ltd (GLPC), where he worked on strengthening rural livelihoods and empowering self-help groups across the state. His leadership at GLPC helped steer critical development programs aimed at improving the socio-economic conditions of vulnerable communities.

Throughout his career, Shri Manish Kumar has handled key assignments across both urban and rural development domains. As District Collector and District Magistrate, he has been responsible for critical land revenue and disaster management functions. His tenure as Urban Development Specialist in the Housing and Urban Development Department was marked by strategic interventions to enhance urban infrastructure and livability.

His earlier experiences include serving as Executive Director, DRDA and Ex-Officio CEO of the District Panchayat, where he played a vital role in implementing rural development schemes at the grassroots level. He also served as Assistant Collector and Assistant Magistrate, gaining hands-on experience in revenue administration and local governance. During a brief central deputation, he worked as Assistant Secretary in the Ministry of Water Resources, River Development & Ganga Rejuvenation, Government of India, where he contributed to national-level water management policies.

Known for his quiet efficiency, Shri Kumar prefers to lead with a sense of grounded purpose rather than spotlight. His work reflects a deep commitment to inclusive governance and systemic improvements. Whether in the field of public health, rural development, or urban planning, he has consistently focused on delivering outcomes that improve citizens’ quality of life.

In his new role as Collector of Bhavnagar, Shri Manish Kumar is expected to build on his experience to strengthen district administration, improve service delivery, and enhance governance outcomes for the people of the region.
