Shri Manesh Kumar IAS (Himachal Pradesh 2018), presently Additional Controller of Stores, Department of Industries, Himachal Pradesh, is transferred and appointed as Resident Commissioner – Pangi Killar, District Chamba, Himachal Pradesh, relieving Shri Raman Gharsanghi HPAS (2017), Sub Divisional Officer (Civil), Pangi, District Chamba, Himachal Pradesh.
Pangi Valley in Himachal Pradesh, set amidst the high Himalayas, faces extreme geographical isolation, especially during winter months when heavy snowfall cuts it off from the rest of the state. To address this challenge, the valley is administered by a Resident Commissioner—a unique post designed specifically to manage the complexities of governance in such remote conditions.
Pangi is also designated as a Tribal Area, primarily inhabited by the Pangwal community, which adds a layer of cultural and developmental responsibility to the administration. The Resident Commissioner plays a pivotal role in implementing focused strategies tailored to the socio-economic needs of the tribal population.
Functioning under a Single-Line Administration system, the Resident Commissioner is vested with comprehensive administrative and financial powers. Acting as both Commissioner and District Magistrate, the office ensures centralized authority, effective coordination among government departments, and smoother delivery of public services in one of the state’s most remote regions.
