Major IAS Reshuffle in Bihar, 24 IAS Transferred

Indian Bureaucracy, Patna, May 31, 2025 | The Bihar government today executed second round of administrative reshuffle, transferring 24 IAS officers, predominantly Commissioners and Collector & DMs. Detailed list of officers with their present and new postings is listed below.

1. Shri Rajiv Raushan IAS (2010), presently Collector & District Magistrate, Darbhanga, is transferred and appointed as Commissioner – Saran Division, Chapra, Bihar.
2. Shri Kaushal Kishore IAS (2010), presently Director, Integrated Child Development Services (ICDS), Social Welfare Department, Patna is transferred and appointed as Commissioner – Darbhanga Division, Darbhanga, Bihar.
3. Dr Chandra Shekhar Singh IAS (2010), presently Collector & District Magistrate, Patna, is appointed as Commissioner – Patna Division, Patna, Bihar.
4. Shri Avaneesh Kumar Singh IAS (2010), presently Collector & District Magistrate, Munger, is appointed as Commissioner – Munger Division, Munger until further orders.
5. Shri Raj Kumar IAS (2010), presently Managing Director, COMFED, Patna, is transferred and posted as Commissioner – Tirhut Division, Muzaffarpur, Bihar.
6. Shri Himanshu Kumar Rai IAS (2010), presently Special Secretary, Planning and Development Department, Bihar, is transferred and appointed as Commissioner – Bhagalpur Division, Bhagalpur, Bihar.
7. Shri Thiyagarajan S M IAS (2011), presently Collector & District Magistrate, Gaya, is transferred and appointed as Collector & District Magistrate – Patna, and as District Magistrate – Patna (Executive Magistrate), under Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act-46, 2023).
8. Shri Navin Kumar IAS (2011), presently State Transport Commissioner, Bihar, is transferred and appointed as Collector & District Magistrate – Khagaria, Bihar, and as District Magistrate – Khagaria District (Executive Magistrate), under Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act-46, 2023).
9. Shri Kaushal Kumar IAS (2012), presently Collector & District Magistrate, Supaul, Bihar, is transferred and appointed as Collector & District Magistrate – Darbhanga, and as District Magistrate – Darbhanga (Executive Magistrate), under Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act-46, 2023).
10. Shri Kundan Kumar IAS (2012), presently Collector & District Magistrate, Purnia, Bihar, is transferred and posted as Collector & District Magistrate – Nalanda, Bihar Sharif, and as District Magistrate – Nalanda (Executive Magistrate), under Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act-46, 2023).
11. Shri Arvind Kumar Verma IAS (2012), Collector & District Magistrate, Madhubani. Bihar, is transferred and appointed as Collector & District Magistrate – Munger, and as District Magistrate – Munger (Executive Magistrate), under Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act-46, 2023).
12. Shri Dharmendra Kumar IAS (2013), presently Managing Director, Bihar Medical Services and Infrastructure Corporation Limited, Patna, is transferred and appointed as Collector & District Magistrate – West Champaran, Bettiah, and as District Magistrate – West Champaran (Executive Magistrate), under Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act-46, 2023).
13. Shri Navdeep Shukla IAS (2013), presently Director, Animal Husbandry, Bihar, with additional charge of Managing Director, Bihar State Educational Infrastructure Development Corporation Limited, Patna, is transferred and appointed as Collector & District Magistrate – Banka, Bihar, and as District Magistrate – Banka (Executive Magistrate), under Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act-46, 2023).
14. Shri Anand Sharma IAS (2013), presently Director, Panchayati Raj, Bihar, with additional charge of Chief General Manager, Bihar Vikas Mission, Cabinet Secretariat Department, Bihar, is transferred and appointed as Collector & District Magistrate – Madhubani, Bihar, and as District Magistrate – Madhubani (Executive Magistrate), under Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act-46, 2023).

Shri Naveen IAS (2013), presently Additional Secretary, Parliamentary Affairs Department, Bihar, with additional charge of Additional Secretary, Water Resources Department, Bihar, is transferred and appointed as Collector & District Magistrate – Jamui, and as District Magistrate – Jamui (Executive Magistrate), under Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act-46, 2023).
16. Dr Bidya Nand Singh IAS (2013), presently Director, Economics and Statistics, Planning and Development Department, Bihar, Patna is transferred and posted as Collector & District Magistrate – Buxar, and as District Magistrate – Buxar (Executive Magistrate), under Section-14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act-46, 2023).
