Ms Lamchonghoi Sweety Changsan IAS (Assam Meghalaya 1994) presently Additional Secretary- Health & Family Welfare, New Delhi given additional charge as CEO- National Health Authority (NHA) for a period of 01 year w.e.f. 22.08.2024.

Ms. L S Changsan, a senior Indian Administrative Service (IAS) officer, has been entrusted with the additional charge of Chief Executive Officer (CEO), National Health Authority (NHA), while presently serving as Additional Secretary in the Ministry of Health & Family Welfare, Government of India. This appointment reflects the government’s continued confidence in her administrative capabilities and rich experience in public health governance and education policy.

An officer of distinguished service, Ms. Changsan has held a wide array of important assignments both in her cadre state of Assam and at the Centre. Her recent tenure as Additional Secretary and previously as Joint Secretary in the Department of School Education & Literacy at the Ministry of Education, New Delhi, has been marked by impactful contributions to national-level policy formulation and program implementation.

Over her decades-long career, she has served with distinction as Principal Secretary, Commissioner & Secretary to the Government of Assam across key departments like Home, Education, Tourism, and Border Management. Her grounding in district administration—as Deputy Commissioner in several districts including Sonitpur, Jorhat, Morigaon, and North Cachar Hills—has given her a deep understanding of grassroots governance and public service delivery.

Ms. Changsan is widely respected for her leadership, dedication, and consistent delivery in high-responsibility roles.
