Jharkhand 15 IAS Transfered, Pooja Singhal Returns as Secretary IT

Indian Bureaucracy, Ranchi, February, 18, 2025| The Jharkhand government has transferred 15 IAS officers, including Principal Secretary Mast Ram Meena. The other important appoints include appointing new Secretary for Transport, Mining and an Excise Commissioner for the state. Among the appointees is Pooja Singhal, a 2000-batch IAS officer who was removed in 2022 after her arrest in a money laundering case and is currently on bail. The Enforcement Directorate (ED) has raised concerns about her return, asking the PMLA court to block her appointment. They believe she might misuse her position and affect the ongoing case. The court is expected to make a decision on this matter on February 21, 2025.

List of the officers transferred with their immediate and assigned new roles is list below.

1. Shri Mast Ram Meena IAS (Jharkhand 1996), presently Principal Secretary, Planning and Development Department, Jharkhand, with additional charge of Principal Secretary, Drinking Water & Sanitation Department, Jharkhand, and, Member, Board of Revenue,
   Jharkhand, is transferred and appointed Principal Secretary – Drinking Water & Sanitation Department, Jharkhand.
2. Smt Pooja Singhal IAS (Jharkhand 2000), presently awaiting posting is appointed as Secretary – Information Technology and e-Governance, Jharkhand, with additional charge of CEO – Jharkhand Communication Network Limited (JCNL).
3. Shri Kripa Nand Jha IAS (Jharkhand 2005), presently Secretary, Transport Department, Jharkhand, with additional charge of Transport Commissioner, Jharkhand, and Secretary, ST, SC Minority and Backward Class Welfare Department, Jharkhand, is transferred and appointed, Secretary – ST, SC, Minorities, and Backward Class Department, Jharkhand.
4. Smt Vipra Bhal IAS (Jharkhand 2006), presently Secretary, IT & e-Governance
   Department, Jharkhand, with additional charge of CEO, Jharkhand Communication Network Ltd, is transferred and appointed, Secretary – Transport Department, Jharkhand.
5. Shri Arava Rajkamal IAS (Jharkhand 2008), presently Secretary, Building Construction
   Department, Jharkhand, with additional charge of Resident Commissioner, Jharkhand Bhawan, New Delhi, and, Managing Director, Jharkhand State Building Construction Corporation Ltd., Ranchi, Jharkhand, is given additional charge of Secretary – Mining and Geological Department, Jharkhand, Secretary – Department of Industries, and, Chairman – Jharkhand State Mineral Development Corporation (JSMDC).
6. Shri Jitendra Kumar IAS (Jharkhand 2008), presently Secretary, Mines and Geology
   Department, Jharkhand, with additional charge of Secretary, Industries Department, Jharkhand, and, Chairman, Jharkhand State Mineral Development Corporation
   Ltd., is transferred and appointed as, Secretary – Labour, Employment, and Training, Jharkhand.
7. Shri Mukesh Kumar IAS (Jharkhand 2009), presently Secretary, Labour, Employment
   Training and Skill Development Department, Jharkhand, is transferred and appointed as Secretary – Planning and Development Department, Jharkhand.
8. Smt Rajeshwari B IAS (Jharkhand 2011), presently awaiting posting, is appointed as Special Secretary – Finance Department, Jharkhand.
9. Shri Saurabh Kumar Bhuwania IAS (Jharkhand 2019), presently Joint Secretary, Finance, Department, Jharkhand, is appointed as Managing Director – Jharkhand Exploration and Mining Corporation Ltd., Ranchi, Jharkhand.
10. Smt Kanchan Singh IAS (Jharkhand), presently awaiting posting, is appointed as CEO – Jharkhand State Livelihood Promotion Society.
11. Shri Dhananjaya Kumar Singh IAS (Jharkhand), presently awaiting posting, is appointed as Joint Secretary – Finance, Jharkhand.
12. Smt Sita Pushpa IAS (Jharkhand), presently awaiting posting, is Joint Secretary – School Education & Literacy Department, Jharkhand.
13. Shri Bijay Kumar Sinha IAS (Jharkhand), presently awaiting posting, is appointed as Excise Commissioner – Jharkhand, with additional charge of Managing Director – Jharkhand State Beverages Corporation, Ltd.
14. Smt Preeti Rani IAS (Jharkhand), presently awaiting posting, is appointed as Joint Secretary – Industries Department, Jharkhand.
15. Shri Rajesh Prasad IAS (Jharkhand), presently awaiting posting, is appointed as Director, Secondary Education.
