Himachal Shake-Up: 25 HPAS Transferred, Click Here For Details

Indian Bureaucracy, Shimla, May 14, 2025| Himachal Pradesh is streamlining governance, evident in the transfer of 25 HPAS officers, the administrative backbone of the hill state. This coincides with CM Sukhu’s push for a leaner bureaucracy, stating on February 1st, 2025 that the current IAS, IPS, and IFS cadre is excessive, leading to a refusal of new inductions for 2025. At the HPAS officers’ ‘Abhivyakti’ event on February 3rd, 2025, the CM lauded their crucial role in implementing policies and driving the state’s progress towards becoming self-reliant by 2027 and the most prosperous state by 2032. The detailed list of HPAS officers with their present and new assignments is listed below.

1. Shri Naresh Thakur HPAS (2007), presently Secretary, State Transport Authority-cum-Additional Commissioner, Transport, Himachal Pradesh, with additional charge of Director, Personnel & Finance, HP Power Corporation Ltd., Shimla, is transferred and appointed as Director – Personnel & Finance, HP Power Corporation Ltd., Shimla.
2. Shri Nishant Thakur HPAS (2010), presently Additional Secretary, Education, Shimla, with additional charge of Project Director, Programme Management Unit, SDMF, Revenue – Disaster Management Cell (DMC) , Shimla, is transferred and appointed as Additional Secretary, Revenue-DMC, Shimla, with additional charge of Project Director – Programme Management Unit (SDMF).
3. Dr Jitender Kumar HPAS (2010), presently awaiting posting is appointed as CEO – HP Khadi & Village Industries Board, Shimla, Himachal Pradesh, relieving Shri Prashant Sirkek, HPAS (2010) of this additional charge.
4. Dr Harish Gajju HPAS (2011), presently Additional Secretary, Chief Minister, Himachal Pradesh, Shimla, with additional charges of Additional Director, Industries, Himachal Pradesh, and, Additional Controller of Stores, Industries Department, Himachal Pradesh, given additional charge of MD – HP Agriculture and Rural Development Bank, Shimla, Himachal Pradesh.
5. Shri Gian Sagar Negi HPAS (2011), presently Additional Secretary, CM Himachal Pradesh, with additional charges of Managing Director (MD), HIMFED, and MD, HP Agriculture and Rural Development Bank, Shimla, is transferred and appointed as Registrar – HP University, Shimla.
6. Dr Sonia Thakur HPAS (2011), presently Secretary, State Information Commission, Himachal Pradesh, is transferred and appointed as Additional Director – Rural Development, Himachal Pradesh,
7. Shri Jagan Thakur HPAS (2012), presently Additional Director Urban Development, Himachal Pradesh, is transferred and appointed as Managing Director – HIMFED, Shimla.
8. Shri Shashi Pal Negi HPAS (2013), presently Assistant Commissioner to Deputy Commissioner, Kullu, District Kullu, Himachal Pradesh, is transferred and appointed as Registrar – Sardar Vallabhbhai Patel University, Mandi, Himachal Pradesh, relieving Dr Madan Kumar HPAS (2012), ADM, Mandi of the additional charge.
9. Ms Sunayna Sharma HPAS (2013), presently District Tourism Development Officer, Kullu, District Kullu, Himachal Pradesh, is transferred and appointed as Assistant Commissioner to Divisional Commissioner, Mandi Division at Mandi, Himachal Pradesh, relieving Shri Kuldeep Chand Patial HPAS (2015) of the additional charge.
10. Shri Ram Prasad HPAS (2014), presently Assistant Commissioner to Divisional Commissioner, Kangra Division at Dharamshala, Himachal Pradesh, is transferred and appointed as Additional Commissioner – Municipal Corporation, Hamirpur, Himachal Pradesh.
11. Ms Chetna Khadwal HPAS (2014), presently awaiting posting, is appointed as Secretary – State Information Commission, Himachal Pradesh.
12. Shri Vikas Shukla HPAS (2015), presently Sub Divisional Officer, Civil, Kullu District Himachal Pradesh, is transferred and appointed as Sub Divisional Officer – Civil, Sujanpur, District Hamirpur, Himachal Pradesh, relieving Shri Sanjeet Singh HPAS (2020), SDO Civil, Hamirpur, of the additional charge.
13. Dr Bhawna HPAS (2015), presently Additional Director, Rural Development, Himachal Pradesh, is transferred and appointed as Additional Director – Department of Empowerment of SC, OBC, Minorities & the Specially Abled, Shimla, Himachal Pradesh.
14. Shri Pankaj Sharma-II HPAS (2015), presently Sub Divisional Officer, Civil, Banjar, District Kullu, Himachal Pradesh, is transferred and appointed as SDO – Civil, Kafota, District Sirmaur, Himachal Pradesh.
15. Shri Harsh Amrender Singh HPAS (2017), presently Joint Director, Department of Empowerment of SCs, OBCs, Minorities & the Specially Abled, Himachal Pradesh, is transferred and appointed as SDO – Civil, Rampur, District Shimla, Himachal Pradesh.
16. Shri Sanjay Kumar HPAS (2017), presently General Manager, HP Kaushal Vikas Nigam at Sundernagar, District Mandi, Himachal Pradesh, is transferred and appointed as Assistant Settlement Officer, Shimla, District Shimla, Himachal Pradesh.
17. Shri Pradeep Kumar HPAS (2018), presently awaiting posting is appointed as Assistant Settlement Officer, Kangra at Dharamshala, District Kangra, Himachal Pradesh.
18. Shri Nishant Tomar HPAS (2019), presently Sub Divisional Officer, Civil, Rampur, District Shimla, Himachal Pradesh, is transferred and appointed as SDO – Civil, Banjar, District Kullu, Himachal Pradesh.
19. Shri Sankalp Gautam HPAS (2020), presently Assistant Commissioner to Deputy Commissioner, Lahaul and Spiti at Keylong, District Lahaul and Spiti, Himachal Pradesh, with additional charge of Project Officer, Integrated Tribal Development Project (ITDP), Keylong, District Lahaul & Spiti, Himachal Pradesh, is transferred and appointed as SDO – Civil, Baijnath, District Kangra, Himachal Pradesh.
20. Shri Devi Chand HPAS (2020), presently Sub Divisional Officer, Civil, Baijnath, District Kangra, Himachal Pradesh, is transferred and appointed as Assistant Commissioner to Deputy Commissioner, Shimla, Himachal Pradesh.
21. Shri Manoj Kumar-III HPAS (2020), presently SDO, Civil, Udaipur, District Lahaul & Spiti, Himachal Pradesh, is transferred and appointed as Joint Commissioner – Municipal Corporation, Una, Himachal Pradesh.
22. Dr Sanjay Bhagwati HPAS (2022), presently District Tourism Development Officer, Shimla, District Shimla, Himachal Pradesh, is transferred and appointed as Joint Director –  Urban Development, Himachal Pradesh.
23. Shri Sanjeev Kumar-III HPAS (2023), presently SDO, Civil, Bharmour, District Chamba, Himachal Pradesh, is transferred and appointed as Deputy Secretary to Chief Minister, Himachal Pradesh.
24. Ms Alisha Chauhan HPAS (2025), presently awaiting posting, is appointed as SDO – Civil, Udaipur, District Lahaul & Spiti, Himachal Pradesh.
25. Shri Jagdish Sharma HPAS (2025), presently awaiting posting, is appointed as District Tourism Development Officer – District Shimla, Himachal Pradesh.
