Shri Gyaneshwar Kumar Singh IP&TAFS (1992) , a distinguished officer of the Indian Post & Telecommunication Accounts and Finance Service has taken charge as the Director General and Chief Executive Officer of the Indian Institute of Corporate Affairs (IICA), a reputed think tank under the Ministry of Corporate Affairs, Government of India.
Bringing with him an illustrious career spanning over three decades, Shri Singh has made significant contributions in diverse domains including finance, corporate law, insolvency, corporate social responsibility (CSR), ESG reporting, public policy, e-governance, and institutional development. He has previously served in several senior capacities such as Joint Secretary in the Ministry of Corporate Affairs, CEO of the Investor Education and Protection Fund Authority (IEPFA), and Member of the Governing Body of the Insolvency and Bankruptcy Board of India (IBBI). From 2019 to 2021, he was also the Government nominee to the Central Councils of the Institute of Company Secretaries of India and the Institute of Chartered Accountants of India.
Notably, Shri Singh earlier led IICA as DG & CEO during 2017–18, when he successfully spearheaded the financial turnaround of the institute, making it self-sustaining and strategically focused. His tenure as Member Secretary of the Insolvency Law Committee (2018–2021) saw pivotal amendments to the Insolvency and Bankruptcy Code, including the introduction of the pre-packaged insolvency resolution framework—enhancing the responsiveness of the Code to economic needs.
He played a key role in the creation and strengthening of institutions such as NCLT, NCLAT, IEPFA, and IBBI, under the aegis of the Ministry of Corporate Affairs. A domain expert in CSR, Shri Singh was instrumental in launching the National CSR Awards Scheme and led the High-Level Committee on CSR, whose 2019 report shaped policy reforms including updated CSR Rules, improved reporting formats, and transparent disclosure systems that bolstered the ease of doing business.
A prominent thought leader in sustainable governance, he chaired the Committee on Business Responsibility Reporting (BRR), whose 2020 report laid the foundation for SEBI’s Business Responsibility and Sustainability Reporting (BRSR), now applicable to India’s top 1000 listed companies.
Shri Singh is an alumnus of prestigious institutions such as Jawaharlal Nehru University (MA & M.Phil in Sociology), Faculty of Management Studies (MBA in Finance), and Delhi University (LLB and BA Hons in History). His global experience includes a key international assignment as Capacity Development Advisor with UNDP in Afghanistan, further enriching his administrative perspective.
His return to IICA is seen as a positive and strategic development. Under his visionary leadership, IICA is expected to strengthen its role as a leading policy think tank and capacity-building institution dedicated to promoting responsible corporate governance, sustainability, and innovation in India’s evolving business ecosystem.
