Indian Bureaucracy, Gandhinagar, June 17, 2025| The Gujarat government has reassigned duties across departments and transferred thirteen (13) senior IAS officers. This high-level overhaul touches some of the state’s most crucial sectors—Urban Development, Tribal Welfare, Youth Affairs, Finance, Ports and Transport, Rural Development, and more—affecting officers at senior ranks such as Principal Secretary, Secretary, Collector, and District Development Officer have been reassigned or given additional responsibilities.
The changes span across districts like Rajkot, Jamnagar, Panchmahals-Godhra, Narmada-Rajpipla, Dangs-Ahwa, and Junagadh. Among the headline shifts, Ashwani Kumar IAS takes charge as Principal Secretary, Sports, Youth & Cultural Activities, while M Thennarasan IAS returns to head the Urban Development & Urban Housing Department. Meanwhile, Milind Shivaram Torawane IAS will now lead the Panchayats and Rural Development Department, overseeing grassroots development in Gujarat.

- Shri Ashwani Kumar IAS (Gujarat 1997), presently Principal Secretary, Urban Development & Urban Housing Department, Gujarat, is transferred and appointed as Principal Secretary – Sports, Youth & Cultural Activities Department, with additional charge of Principal Secretary – Legislative & Parliamentary Affairs Department, Gujarat, relieving Shri M Thennarasan IAS of Sports, Youth & Cultural Activities Department.
- Shri Ramesh Chand Meena IAS (Gujarat 1997), presently Principal Secretary, Food, Civil Supplies & Consumer Affairs Department, Gujarat, is given additional charge of Principal Secretary – Ports and Transport Department, Gujarat, relieving Ashwani Kumar IAS of the charge.
- Shri M Thennarasan IAS (Gujarat 2000), presently Principal Secretary, Sports, Youth & Cultural Activities Department, Gujarat, is transferred and appointed as Principal Secretary – Urban Development & Urban Housing Department, Gujarat, relieving Shri Ashwani Kumar IAS.
- Shri Milind Shivaram Torawane IAS (Gujarat 2000), presently Managing Director, Gujarat State Petroleum Corporation Ltd. (GSPC), Gandhinagar, is transferred and appointed as Principal Secretary – Panchayats, Rural Housing & Rural Development Department, Gujarat, with additional charge of Principal Secretary – Rural Development, Gujarat, Commissioner – Rural Development, and, MD – GSPC, relieving Smt Manisha Chandra IAS of Rural Development.
- Smt Arti Kanwar IAS (Gujarat 2001), presently Secretary, Finance Department, Economic Affairs, Gujarat, is given additional charge of Secretary – Finance Department, Expenditure, relieving Shri K K Nirala IAS.
- Shri Jenu Devan IAS (Gujarat 2006), presently Superintendent, Stamps, and, Inspector General – Registration, Gandhinagar, is given additional charge of Managing Director – Madhya Gujarat Vij Company Ltd., Vadodara, relieving Shri Tejas Dilipbhai Parmar IAS.
- Shri Prabhav Joshi IAS (Gujarat 2014), presently Collector, Rajkot, is transferred and appointed as Managing Director – Tourism Corporation of Gujarat Ltd., Gandhinagar, relieving Smt Saidingpuii Chhakchhuak IAS.
- Shri Tejas Dilipbhai Parmar IAS (Gujarat 2016), presently Managing Director – Madhya Gujarat Vij Company Ltd., Vadodara, is transferred and appointed as Municipal Commissioner – Municipal Corporation, Junagadh, relieving Dr Om Prakash IAS.
- Dr Om Prakash Machra IAS (Gujarat 2016), presently Municipal Commissioner – Municipal Corporation, Junagadh, is transferred and appointed as Collector – Rajkot, relieving Shri Prabhav Joshi IAS.
- Shri Ashish Kumar IAS (Gujarat 2014), presently Collector, Panchmahals-Godhra, is transferred and appointed as Director – Tribal Development, Gandhinagar, with additional charge of CEO – Development Support Agency of Gujarat (D-SAG), Gandhinagar, relieving Shri Supreet Singh Gulati IAS of Tribal Development and Supreet Singh Gulati IAS of D-SAG .
- Shri Suthar Raj Rameshchandra IAS (Gujarat 2010), presently District Development Officer, Dangs-Ahwa, is transferred and appointed as District Development Officer – Narmada, Rajpipla, relieving Shri Ankit Pannu IAS.
- Shri Ankit Pannu IAS (Gujarat 2018), presently District Development Officer, Narmada-Rajpipla, is transferred and appointed as District Development Officer – Jamnagar, relieving Shri Vikalp Bhardwaj IAS.
- Shri Patil Anand Ashok IAS (Gujarat 2021), presently Project Administrator – Tribal Area Sub Plan, Dangs-Ahwa, shall hold additional charge of District Development Officer – Dangs-Ahwa, until further orders, relieving Shri Suthar Raj Rameshchandra IAS.
