Shri Dusmanta Kumar Behera IAS (Haryana 2007) has been empanelled for holding the post of Joint Secretary at the Centre.

Shri Dusmanta Kumar Behera, IAS, has had an illustrious career marked by exemplary service, unwavering dedication, and transformative leadership across multiple sectors of governance. His tenure in the Indian Administrative Service (IAS) has been characterized by innovation, efficiency, and a people-centric approach, significantly contributing to the development of urban infrastructure, rural governance, education, health, and administrative reforms.

His journey commenced with training in 2007, followed by his first assignment as Assistant Collector in Rohtak (June 2008 – August 2009), where he gained hands-on experience in land revenue management and district administration. He then took up responsibilities as Estate Officer at Haryana Urban Development Authority (HUDA), Bhiwani (August 2009 – December 2010), where he played a pivotal role in urban development and planning, ensuring the efficient execution of infrastructure projects.

From January 2011 to February 2011, he continued his urban development efforts as Estate Officer in HUDA, Bhiwani, before transitioning to rural administration as ADC-cum-CEO, District Rural Development Agency (DRDA) in Palwal (February 2011 – April 2011) and Sirsa (April 2011 – January 2012). His tenure in these roles was instrumental in implementing rural development schemes, uplifting local communities, and improving governance mechanisms in rural Haryana.

His expertise in education administration became evident when he served as Secretary, Haryana School Education Board, Bhiwani (January 2012 – February 2013), where he worked diligently to enhance the quality of education and streamline examination processes. This was followed by a crucial tenure as Deputy Commissioner, Narnaul (February 2013 – November 2014), where his strategic governance and proactive problem-solving benefitted the district significantly.

Between November 2014 and May 2015, he held dual roles as Joint Commissioner, Social Justice & Empowerment Department, Haryana, and Special Secretary in the Land Revenue Management and District Administration Department. His focus on inclusive development and social justice was commendable, as he championed policies that empowered marginalized communities.

His leadership as Deputy Commissioner of Rohtak and Commissioner of the Municipal Corporation, Rohtak (May 2015 – February 2018) saw significant improvements in urban governance, municipal services, and infrastructure projects. His tenure in urban administration continued as Director in the Health & Family Welfare Department (March 2016 – November 2018), followed by his role as Managing Director in the Agriculture & Cooperation Department (February 2018 – November 2018), where he worked extensively on healthcare policies and agricultural advancements.

Shri Behera further contributed to educational reforms as Director-cum-Special Secretary, Haryana School Education Board (November 2018 – present), emphasizing better governance in elementary education. His expertise in resource management was evident during his tenure as Director & Special Secretary, Mines (January 2019 – July 2021), where he played a key role in regulating mineral extraction and ensuring sustainable mining practices.

His remarkable contributions in urban governance were reinforced as Director of the Urban Local Bodies Department, Haryana (August 2021 – May 2023), where he implemented policies that enhanced city planning and municipal efficiency. He then took charge as Director General, Development & Panchayats Department, Haryana (May 2023 – September 2024), significantly strengthening grassroots governance and rural development initiatives.

Currently, Shri Dusmanta Kumar Behera serves as Secretary to the Government, Personnel, Training, and Parliamentary Affairs Department, Haryana (September 2024 – present), where his deep administrative experience and leadership continue to shape governance, human resource development, and policy implementation in the state.
