Shri Deven Bharti IPS (Maharashtra 1994), presently Special Commissioner of Police,
Mumbai, is appointed as Commissioner of Police, Brihan Mumbai, in place of Shri Vivek V Phansalkar IPS (Maharashtra 1989), as he retires today 30.04.2025.

Shri Deven Bharti, born in 1968 in Darbhanga, Bihar, he graduated from the Delhi School of Economics and holds a postgraduate degree in Geography. With over three decades of service, Bharti has held critical roles in Mumbai, including Joint Commissioner (Law and Order), Chief of the Maharashtra Anti-Terrorism Squad, and Additional Commissioner (Crime Branch). He was the first Special Commissioner of Mumbai Police (2023-2025), a post created under the Eknath Shinde-Devendra Fadnavis government. Bharti played leading role in investigating the 26/11 Mumbai terror attacks, dismantling Indian Mujahideen modules, and probing high-profile cases like the Sheena Bora murder and journalist J Dey’s killing. Known for his deep understanding of Mumbai’s underworld.

Mr Deven Bharti’s appointment reflects his perceived close rapport with Deputy Chief Minister Devendra Fadnavis, evidenced by the high-level decision to administratively adjust the post’s rank of the Mumbai Police Commissioner’s post from the rank of Director General (DG) to Additional Director General (ADG), a modification that facilitated Mr. Bharti’s appointment, given his current ADG rank. His anticipated progression includes a potential promotion to the DG rank in August 2025, preceding his scheduled retirement in August 2028. The assignment of Mr. Bharti to the Commissioner’s role, notwithstanding the temporary alteration in the post’s seniority, reflects his recognised significance within the Maharashtra Police force.
