NTPC WR-I HQs and MBRAPP Flag Off Mobile Medical Unit in Rural Rajasthan

A mobile medical unit (MMU) was flagged off on 27 February 2025, taking a significant step towards enhancing healthcare access for communities in the vicinity of the Mahi Banswara Rajasthan Atomic Power Project (MBRAPP). This initiative, funded through NTPC Western Region-I Headquarters (WR-I HQs), Mumbai’s CSR contribution, is being implemented in partnership with the Wockhardt Foundation.

The flag-off ceremony was led by Shri Prasenjit Pal, Executive Director (Nuclear) & Project Director, MBRAPP, in the presence of Shri Sandeep Kumar Das, GM (Projects), Shri Pankaj Dhyani, GM (LA & RR), Smt. Vandana Chaturvedi, Regional Head of HR, NTPC WR-I HQs, Shri Sajeev Chaturvedi, ACE (NPCIL), along with Sarpanches of the three project-affected Panchayats, local villagers, and employees of MBRAPP. Senior representatives from the Wockhardt Foundation also graced the occasion.

Recognising the need for sustainable healthcare interventions, Smt. Chaturvedi emphasized that this initiative stemmed from the feedback received during the Mega Medical Camp organized on 6th December 2024 under NTPC WR-I’s CSR initiatives. The MMU will provide free medical consultations, basic diagnostics, and medicines to the rural population, ensuring healthcare access to those who face challenges in reaching the Community Health Centre due to time and transport constraints.

Expressing his commitment to continued CSR interventions, Shri Pal stated:

“At MBRAPP, we believe that our responsibilities extend beyond power generation. This Mobile Medical Unit is a testament to our commitment to the well-being of our communities. We will continue strengthening our efforts to foster socio-economic development through meaningful CSR initiatives.”

The local Sarpanches welcomed this initiative, highlighting how it would greatly benefit women and the elderly and ensure better healthcare accessibility for those in remote areas. With this step, MBRAPP and NTPC WR-I HQs reaffirm their commitment to holistic development, ensuring that the benefits of industrial growth translate into tangible improvements in the lives of the communities they serve.

49th Civil Accounts Day celebrated

The Civil Accounts Day 2025 was celebrated in New Delhi  to mark the 49th foundation day of Indian Civil Accounts Service (ICAS) with the Union Minister for Finance and Corporate Affairs, Smt. Nirmala Sitharaman, presiding over as Chief Guest.

Dr. Manoj Govil, Secretary, Department of Expenditure, Ministry of Finance; and Shri Shyam S. Dubey, Controller General of Accounts (CGA), were also present on the occasion. Officers and staff of the Indian Civil Accounts Organisation, Financial Advisers of Government of India, other Senior Officials of Department of Expenditure and other Ministries /Departments of Government of India, retired ICAS Officers, senior officers from Banks and State Governments, among others, were also part of the celebrations.

During the inaugural function, the Union Finance Minister also released a compendium on the Public Financial Management System (PFMS), titled “Digitalisation of Public Financial Management in India: The Transformative Decade (2014-24)”. During the Foundation Day, a short film on the evolution and achievements of the Indian Civil Accounts Organisation (ICAO) was also screened.

In her address on the occasion, the Union Finance Minister recognised the role played by PFMS in achieving the key goals of governance which included: reaching the last mile benefitting 60 crore beneficiaries, direct delivery of more than 1200 central and state schemes which includes 1100 DBT schemes, end-to-end digitization through integration with 250 plus external systems such as GeM, GSTIN, TIN 2.0, PM Kisan and many more.

Smt. Sitharaman said that PFMS has led to strengthening of cooperative federalism through integration of 31 state treasuries and 40 lakh programme implementing agencies enabling seamless financial management for millions of citizens ensuring timely and transparent disbursement of government funds.

The Union Finance Minister underlined PFMS as the network of networks with 650 financial institutions – RBI, NPCI, Public and Private sector banks – facilitating seamless fund transfers, with the volume of PFMS transactions has gone up exponentially from 2 crore payments in 2015 to 250 crore in 2024.

Referencing the July 2024 Union Budget, Smt. Sitharaman underlined the suggestion with respect to “improving data governance, collection, processing and management of data and statistics, different sectoral databases, including those established under the Digital India mission, could be utilized with active use of technology tools”, and added that CGA has the potential to work in this regard as the custodian of huge database. The Union Finance Minister emphasised on sharing India’s digital public finance expertise globally, and urged the CGA to collaborate with other countries to leverage PFMS’s technology to enhance their financial governance systems. Smt. Sitharaman also encouraged CGA to make efforts to create public awareness among citizens and taxpayers on how transparent financial systems operate.

In his address on the occasion, Dr. Manoj Govil recognised the efforts made by CGA and the team of officers towards timely laying of annual accounts, digitisation of accounts and timely discharge of payments and various achievements of PFMS bringing in efficient Public Financial Management. Dr. Govil emphasised on the need of harmonisation of Union and State Accounts including the Urban, Rural and Local Bodies so as to facilitate better financial reporting.

Earlier, in his welcome address, Shri Shyam S Dubey gave details of the achievements of the organisation during the year in the area of accounts, Public Financial Management and capacity building. Shri Dubey outlined the organisation’s demonstrated robustness during the COVID-19 pandemic, transferring over Rs. 22.85 lakh crore, including DBT schemes.

Shri Dubey further informed the gathering of the recently developed functionality of electronic utilisation certificate (e-UC) and e-Asset module of PFMS-SAMPATI, enabling digital recording, tracking and management of capital physical assets as mandated by the FRBM Act.

The inaugural session was followed by keynote address by Dr. Arvind Panagariya, Chairman, 16th Finance Commission, on “India in the Global Economy: The Next Decade.” Calling PFMS as “incredible”, Dr. Panagariya stated that PFMS acts as a critical digital infrastructure to enable transactions between different economic entities efficiently and transparently. Dr. Panagariya stated that UPI & PFMS should be part of India’s international diplomatic outreach and global relationship, and called for greater integration of PFMS with the State Governments and Urban and Rural Local Bodies.

Despite the periodic global and domestic economic crises, Dr. Panagariya stated that the factual data of economic growth of the last two decades, starting from 2003-2004, shows the plausibility and the feasibility of the growth potential of the Indian economy in the coming decade being able to reach the 10 trillion dollar GDP mark, as well as the 2047 target of “Viksit Bharat” set by the Prime Minister, Shri Narendra Modi.

Dr Madhu Rani Teotia IAS (AGMUT  2008) presently on Central Deputation and posted as Additional CEO- Health & Family Welfare, National Health Authority, New Delhi, is appointed as the Secretary to Delhi Chief Minister, Smt Rekha Gupta.

Dr. Madhu Rani Teotia is an accomplished civil servant whose exemplary career has spanned multiple domains, including health, urban development, education, land revenue management, and social welfare. With a deep commitment to public service, she has consistently demonstrated leadership and administrative acumen across various roles.

Dr. Teotia began her journey in the Indian Administrative Service (IAS) in 2008, undergoing rigorous training before assuming the role of Assistant Collector in Jabalpur in 2009. Her early career was marked by hands-on administrative experience in land revenue management, serving as Sub-Divisional Officer (Jaora) and Chief Executive Officer (Zila Panchayat, Rajgarh) before becoming Additional Collector in Gwalior in 2012. These roles provided her with invaluable insights into governance at the grassroots level.

Her expertise in education and social development became evident when she took on the role of Additional Director in the Education Department in 2012, followed by her tenure as Managing Director in the Social Reform Department in 2013. She further strengthened her credentials in urban governance as Deputy Commissioner of North Delhi (2014–2016) and Secretary of the Delhi Jal Board (2015–2016), where she played a crucial role in ensuring sustainable water resource management.

Her leadership continued as District Magistrate and Deputy Commissioner in Delhi, overseeing critical land revenue and district administration matters from 2016 to 2017. She then served as Secretary to the Government of Arunachal Pradesh, handling crucial portfolios in Geology & Mining and Education, where she contributed significantly to adult literacy programs and resource management.

In 2019, Dr. Teotia was appointed Private Secretary to the Minister of State for Women & Child Development, where she played a pivotal role in shaping policies aimed at empowering women and children. Her experience in urban development was further solidified with her tenure in the Ministry of Housing and Urban Affairs as Deputy Secretary (2021–2022) and later as Director (2022–2025), where she contributed to transformative urban policies and sustainable infrastructure development.

Dr. Teotia’s career reached a new milestone in 2025 when she was appointed Additional CEO (Joint Secretary Equivalent) of the National Health Authority. In this role, she is entrusted with overseeing health and family welfare initiatives at the national level, ensuring the effective implementation of health policies, and enhancing healthcare accessibility for millions.

Throughout her career, Dr. Teotia has exhibited remarkable versatility and dedication, excelling across multiple domains and making a profound impact on governance and public welfare. Her leadership, vision, and unwavering commitment to service continue to inspire and drive meaningful change in India’s administrative landscape.

National Awards for e-Governance, 2025 aims to recognize and promote excellence in implementation of e-Governance initiatives. In 2025, the National Awards for e-Governance scheme includes six categories:

Category (I) – Government Process Re-engineering by Use of Technology for Digital Transformation. In this category, 4 awards would be conferred.

Category (II) – Innovation by Use of AI and Other New Age Technologies for Providing Citizen Centric Services. In this category, 3 awards would be conferred.

Category (III) – Best e-Gov Practices in Cyber Security. In this category, 3 awards would be conferred.

Category (IV) – Grassroot Level Initiatives for Deepening/ Widening of Service Delivery with Focus on Initiatives. In this category, 4 awards would be conferred.

Category (V) – Replication and Scaling up on Successful National Awarded Projects like NAeG, Prime Minister Awards in Excellence, & Awards Conferred by Central Ministries by State/UT/District. In this category, 1 award would be conferred.

Category (VI) – Digital transformation by Use of Data Analytics in Digital Platforms by Central Ministries/States/UTs. In this category, 1 award would be conferred.

The National Awards for e-Governance portal was launched on 01st January, 2025. The portal was made operational for registration and submission of nomination from 07th January, 2025 to 28th February, 2025.

589 nominations have been received on the National Awards for e-Governance portal on the closing day of nomination i.e., 28.02.2025. The category wise break up of nominations received were –

  1. Government Process Re-engineering by Use of Technology for Digital Transformation- 256
  2. Innovation by Use of AI and Other New Age Technologies for Providing Citizen Centric Services- 71
  3. Best e-Gov Practices in Cyber Security- 23
  4. Grassroot Level Initiatives for Deepening/ Widening of Service Delivery with Focus on Initiatives- 163
  5. Replication and Scaling up on Successful National Awarded Projects like NAeG, Prime Minister Awards in Excellence, & Awards Conferred by Central Ministries by State/UT/District- 19
  6. Digital transformation by Use of Data Analytics in Digital Platforms by Central Ministries/States/UTs- 57

The scheme has evoked a tremendous response from the participants. For the first time participation of Gram Panchayats/ Traditional Local Bodies with focus on deepening and widening of service delivery at grassroots level. 1,43,648 Gram Panchayats have participated across 26 States/UTs.

The evaluation of the applications for the purposes of awards would include (i) Short-listing of applications by Screening Committee, to be chaired by Joint Secretary, DARPG (ii) Spot Study of the shortlisted applications by Under Secretary level officers of Government of India. (iii) Further Evaluation by Screening Committee- II to be chaired by Joint Secretary, DARPG (iv) Final recommendation for the awards by the Jury Committee, chaired by the Secretary, DARPG.

The National Awards for e-Governance 2025 will consist of (i) Trophy (ii) Certificate (iii) Incentive of Rs. 10 Lakh for the Gold Awardee/ Incentive of Rs. 5 Lakh for the Silver Awardee to be awarded to the Department/Organization which has to be utilized for implementation of a project/programme or bridging gaps in any area of Public Welfare.
