Indian Bureaucracy, New Delhi, February 04, 2025| The Central Board of Indirect Taxes & Customs (CBIC), under the Department of Revenue, Ministry of Finance, Government of India, has promoted fourteen (14) of its IRS officers to their next higher position of Principal Director General, Chief Commissioner and Principal Commissioner against panel year 2025.

The list of promoted officers is listed below.

  1. Shri Raj Kumar IRS (C&IT 1990) and Shri Valte Vungzamuan IRS (C&IT 1990), to the positions of Principal Chief Commissioner or Principal Director General, Customs & Indirect Taxes, at Level 17 of the Pay Matrix (Apex Scale).
  2. Shri Amitabh Kumar IRS (C&IT 1992), Shri Anuj Gogia IRS (C&IT 1992), Shri Sunil Jain (C&IT 1992) and Shri Shaik Khader Rahman (C&IT 1992), to the grade of Chief Commissioner, Customs & Indirect Taxes, in the Indian Revenue Service (Customs & Indirect Taxes) in Level 16 of the Pay Matrix (HAG), on regular basis.

Justice Shailesh Pramod Brahme presently Additional Judge- Bombay High Court  appointed as Permanent Judge of the Bombay High Court.

Born on 14 February, 1971 at Dhule. Having received school education from Pethe High School, Nashik and Haribhai Devkaran High School, Solapur, obtained B.S.L. LL.B degree from ILS Law College, Pune. Recipient of Atul Foundation’s best student award for 1992-1993 and Raghvendra Phadnis Legal Aid prize.

Enrolled with the Bar Council of Maharashtra and Goa on 23 July 1993. Represented college and thereafter High Court Bar Association, Aurangabad in various cricket tournaments.

Practiced initially at Dhule and then shifted to Aurangabad. Appeared before the High Court Bench at Aurangabad and various Tribunals. Appeared in various matters of Revenue, Education, Trust and Constitution. Represented Municipal Corporations and Maharashtra Health University Nashik.

Appointed as Additional Judge of the Bombay High Court on 15 June 2023.

Addressing the officers, the President said that the job of Indian Revenue Service officers is one of the most important functions for governance and welfare. She highlighted the importance of taxes for a vibrant economy.  She added that as Indian Revenue Service officers, they would play a pivotal role in ensuring that this essential resource is collected in a fair, effective, and transparent manner.

The President said that our infrastructure is growing, digital connectivity is bridging gaps, and the economic opportunities are more accessible than ever before. She underlined that for development to be sustainable and inclusive, resources must be managed with efficiency and fairness, and the citizens should trust the system. She said that they have crucial role to play as they would oversee the process to ensure that everyone contributes according to their lawful capacity, while being treated with dignity and respect.

The President said that the changing times, growing expectations and  government initiatives have ushered in a new era of greater efficiency, transparency and convenience. Digital technology is at the core of this change. She was happy to note that the income tax department uses advanced data analytics to detect discrepancies with remarkable precision while ensuring that honest taxpayers don’t face inconvenience. She advised officers to remember that technology is just a tool, and it is not a substitute for human values. She said that data-driven systems may enhance efficiency, but they can never replace empathy and integrity. She told them that their policies and actions should be aimed towards the development of all, especially the underprivileged and weaker sections.

MOIL achieves best ever February Production

MOIL has continued its strong growth trajectory, achieving its best-ever February performance in 2025. The company recorded its highest-ever February production of 1.53 lakh tonnes of Manganese (Mn) ore, reinforcing its leadership in the sector. Additionally, MOIL achieved a record-breaking exploratory core drilling of 11,455 meters during the month, reflecting an impressive 43% growth over the corresponding period last year (CPLY).

The company has also registered significant achievements during the April-February 2025 period. MOIL reported sales of 14.32 lakh tonnes, marking a 3% increase over CPLY. Moreover, the exploratory core drilling for the period stood at 94,894 meters, reflecting a 20% growth over CPLY.

Shri Ajit Kumar Saxena, Chairman and Managing Director (CMD) of MOIL, commended the dedicated efforts of Team MOIL, which have contributed to this remarkable achievement. He expressed confidence that the company is well-positioned to embark on an even higher growth trajectory in the coming year.

15th Finance Commission Releases Grants worth 699 Cr for West Bengal Rural Local Bodies

The Union Government has released Fifteenth Finance Commission (XV FC) Grants during Financial Year 2024–25, for Rural Local Bodies in West Bengal, 2nd installment of Untied Grants amounting to Rs.694.4446 crores and withheld portion of 1st installment of Untied Grants amounting to Rs.4.9323 crores. These funds are for the 21 eligible District Panchayats, 326 eligible Block Panchayats and 3220 eligible Gram Panchayats.

The Untied Grants will be utilized by Panchayati Raj Institutions (PRIs)/ Rural Local Bodies (RLBs) for location-specific felt needs, under the Twenty-Nine (29Subjects enshrined in the Eleventh Schedule of the Constitution, except for salaries and other establishment costs. The Tied Grants can be used for the basic services of (a) sanitation and maintenance of ODF status, and this should include management and treatment of household waste, and human excreta and fecal sludge management in particular and (b) supply of drinking water, rainwater harvesting and water recycling.

Government of India through Ministry of Panchayati Raj and Ministry of Jal Shakti (Department of Drinking Water and Sanitation) recommends release of Fifteenth Finance Commission (XV FC) Grants to States for Rural Local Bodies which are then released by Ministry of Finance. The allocated Grants are recommended and released in 2 installments in a Financial Year. This financial support helps in improving rural local governance, enhancing accountability, and promoting self-reliance in villages in India.

With the rapid expansion of e-commerce and the government’s focus on infrastructure development, the warehousing and logistics sector is seen as a key driver of economic growth. This was stated by Union Minister of Consumer Affairs, Food and Public Distribution & New and Renewable Energy, Shri Pralhad Joshi on the 69th Foundation Day of the Central Warehousing Corporation (CWC) in New Delhi. Recognising its pivotal role in India’s logistics and supply chain infrastructure since its inception in 1957, he further commended the corporation’s efforts in operational efficiency, transparency, and accountability through integration of digital initiatives.

Shri Joshi emphasised CWC’s crucial role in government initiatives such as Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) and Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA), ensuring efficient warehousing, handling, and transportation of essential commodities, including food grains, pulses, cotton, and groundnuts.

Underlining the government’s commitment to reducing logistics costs, the Minister said, “With the launch of the National Logistics Policy (NLP) and the PM Gati Shakti Programme, we aim to bring down logistics costs from the existing 13-14% to global standards of around 8%. CWC, as a leading warehousing organization, is poised to support these objectives through modern infrastructure development and efficiency enhancements.”

Speaking on the occasion, the Minister highlighted CWC’s transformation from a conventional warehousing entity to a dynamic logistics service provider, stating, “CWC has evolved into a symbol of efficiency, innovation, and reliability, with an extensive network of over 700 warehouses and an operational storage capacity of 148.29 lakh metric tonnes.”

Reflecting on India’s historical legacy in warehousing, Shri Joshi remarked, “India has a rich history of storage solutions, dating back to the Indus Valley Civilization and Patliputra in the Mauryan and Gupta empires. Today, modern technology-driven warehousing has revolutionized the sector, with India’s warehousing market expected to grow at a remarkable 15% CAGR, reaching $35 billion by 2027.” The Minister acknowledged CWC’s significant contribution to infrastructure development and stated that CWC has expanded its storage capacity by an additional 21.65 lakh square feet in FY 2023-24 with a record capital expenditure of ₹613 crore. He added that its e-commerce capacity has grown twelvefold since 2021 to approximately 80 lakh square feet in 2025.

He praised the asset monetization of CWC’s assets at 18 locations mobilizing an investment of ₹ 820 crores under the asset monetization plan. Under the Atmanirbhar Bharat Mission, CWC shall aim is to foster self-reliance by having an efficient and substantial supply chain by encouraging the private sector participation, investment in technology advancement and creating a conducive environment.

Union Ministers of State for Consumer Affairs, Food and Public Distribution Shri B.L. Verma and Smt. Nimuben Jayantibhai Bambhaniya also graced the event.

Both Ministers during their address reiterated CWC’s commitment towards ensuring food security of the nation by enabling seamless storage supply. Noting the decision undertaken by Hon’ble Prime Minister, Shri Narendra Modi to raise the Minimum Support Price (MSP) for all mandated Rabi crops for the 2025-26 marketing season, they underscored the government’s efforts for the welfare of farmers.

The event commenced with a presentation on the overview of CWC performance by Shri Santosh Sinha, Managing Director, CWC. He emphasized upon the modernization of conventional warehouses in Tier-I and Tier-II cities, development of cold storage facility under PPP model and emphasizing on leveraging partnership with stakeholders. CWC has added new capacities with more than 120 lakhs sq ft capacity hired during 2024-25, storage of 70 Lakhs Cotton Bales and 1.90 crore bags of groundnut in the current season. On account of superior performance and consistent team efforts, the Corporation has been recently awarded ‘Navratna Status’ during April, 2024.
