Govt considering Structured Regulatory Framework for AYUSH Drugs

Minister of State for AYUSH (Independent Charge) and Health & Family Welfare, Shri Shripad Yesso Naik has informed that. Government has considered setting up a structured central regulatory framework for AYUSH drugs. In this regard, the current proposal is to develop a vertical structure for AYUSH in the Central Drugs Standard Control Organization (CDSCO). Accordingly, amendments required in the Drugs & Cosmetics Act, 1940 pertaining to regulation of Ayurvedic, Siddha, Unani, Sowa-rigpa and Homoeopathy drugs have been conceptualized and conveyed to the Department of Health & Family Welfare under whose jurisdiction the proposal of amending Drugs & Cosmetics Act, 1940 and strengthening of CDSCO are being processed. Ministry of AYUSH has notified creation of 12 posts of Deputy Drugs Controllers, Assistant Drugs Controllers and Inspectors of Ayurvedic, Siddha, Unani and Homoeopathy and the matter of vertical structure for AYUSH drugs in CDSCO has been followed up regularly with the Department of Health & Family Welfare. Certain changes relating to AYUSH have been included in draft Bill for amending the Drugs & Cosmetics Act 1940 and the Bill has been considered by a Group of Ministers.

AYUSH drugs are regulated in the country in accordance with the provisions of Drugs & Cosmetics Act, 1940 and Rules thereunder. Good Manufacturing Practices and Standards of AYUSH drugs as prescribed in the Drugs & Cosmetics Rules and Pharmacopoeias are mandatory for the manufacturers to follow. Voluntary certification scheme for Ayurvedic, Siddha and Unani as per WHO guidelines is also in place, under which eight manufacturers have obtained WHO Certification of Pharmaceutical Products for their AYUSH products. Regulatory provisions are amended time to time in consultation with the Ayurvedic, Siddha and Unani Drugs Technical Advisory Board and standards of drugs are developed by the Pharmacopoeia Commission and respective Pharmacopoeia Committees.

The Government has set up Pharmacopoeia Commission of Indian Medicine & Homoeopathy and Pharmacopoeia Committees to develop quality standards and Standard Operating Procedures for the manufacturing of Ayurvedic, Siddha, Unani and Homoeopathic drugs. Two central Pharmacopoieal Laboratories of Indian Medicine and Homoeopathy are set up as appellate laboratories and forty one laboratories are approved under the provisions of Drugs & Cosmetics Rules, 1945 for carrying out analysis of drugs and raw materials. Central Government has supported twenty seven State Drugs Testing Laboratories and 46 Pharmacies to improve quality production and testing facilities for AYUSH drugs. Through National AYUSH Mission, financial support is provided to the States for strengthening the infrastructural and functional capacity of the Drugs Testing Laboratories, Pharmacies, and Enforcement Framework and for testing of drugs and quality control activities. Quality Council of India with support from Ministry of AYUSH has implemented a scheme of quality certification of Ayurvedic, Siddha and Unani drugs with brand of AYUSH Standard and AYUSH Premium marks.

Assessment of CSR activites of PSUs & Private Companies

Shri Arun Jaitley, Minister of Corporate Affairs has informed that.Assessment has been made of CSR activities being undertaken by the PSUs  and private sector companies in the country since its implementation. The year 2014-15 was the first year of implementation of Corporate Social Responsibility (CSR) under the legislation. CSR expenditure data of 460 listed companies, which have placed their annual reports on their websites, indicates that 51 Public Sector Undertakings (PSUs) and 409 private sector companies together spent about Rs. 6337 crores on CSR during 2014-15, as summarised below:

Union Minister for Science & Technology and Earth Sciences, Dr. Harsh Vardhan presided over the 7thGoverning Board meeting of the Indo-German Science and Technology Centre (IGSTC).

Reflecting upon the Indo- German Science & Technology partnership over the recent past, Dr. Harsh Vardhan said that the cooperation between India and Germany today is driven by a sense of confidence and purpose in achieving ‘high quality’ and ‘high impact’ partnerships. The Minister said that Germany is Land of Ideas while India is also a Land of opportunities)

Germany is one amongst our top three partner countries in bilateral Science & Technology collaboration. Indian scientists publish the second largest number of papers in co-authorship with German counterparts. The impact factor of these papers is the highest compared to papers published with any other country.

The Minister noted that India is investing approximately 14 million euro for the construction of an India focussed beam line and access to the synchrotron facility at PETRA-III in DESY at Hamburg, which will be ready for inauguration later this year.

India is also an equity share holder with investment of 36 million euro in the construction of the international “Facility for Antiproton-Ion Research” (FAIR) at Darmstadt. Both these state of art facilities will further enable our scientists to conduct high impact and frontier research in material science, nuclear and high energy physics in collaboration with German researchers.

IGSTC is a flagship initiative of Government of India and Government of Germany to promote research partnership of industrial relevance on a PPP mode, connecting academia and industry from both countries for socio-economic benefits of both the countries in areas such as advance manufacturing, embedded systems, ICT for automobiles, renewable energy, food security, clean water and health care technologies. 

The aims and objectives of the IGSTC among others is to promote Indo-German R&D networking to-

  • Advance industrial research partnership
  • Cross fertilization of ideas
  • Develop knowledge networks for industrial competitiveness
  • Establish joint knowledge pools to address global challenges
  • Serve as a nerve centre to promote technology partnership

The Priority Areas include

  • Advance Manufacturing (Make in India)
  • Embedded System & ICT (Digital India)
  • Sustainable Energy / Environment Biotechnology / Bio-economy (Food Security)
  • Bio-Medical Technology (Healthy India)
  • Water & Wastewater Technology (Clean India)

Being a medical doctor by profession, Dr. Harsh Vardhan was particularly impressed to note that IGSTC has initiated innovative projects on affordable biomedical devices, lab-on-chip for water pathogen detection and nano-materials for adsorption of uremic toxins for Chronic Kidney Disease(CKD) patients.

The minister noted that the recently launched ‘Start-up India & Stand-up India’ programme will provide excellent opportunities for Germany to partner in this initiative.  IGSTC must now endeavour to establish a vibrant Indo-German ecosystem of innovation and techno-entrepreneurship by linking the SME and Start-up enterprises of both the countries to make meaningful contribution to the knowledge economy that can promote technology based enterprises to strengthen the manufacturing base of our two countries and use the tools of science and technology to address socially relevant challenges.

Also present at the occasion was the delegation from Germany led by Mr. Christian Joergen, German Co-Chair of IGSTC and the Governing Board members and scientists from both countries. Prof. Ashutosh Sharma, Secretary DST and Dr. Arabinda Mitra, Indian Co-Chair, IGSTC.

Progress Update on Setting up New AIIMS

Health Minister, Shri J P Nadda has informed that the Government has approved for establishment of three new AIIMS at Mangalagiri near Guntur in Andhra Pradesh at the cost of Rs. 1618 crore, Nagpur in Maharashtra at the cost of Rs 1577 crore and Kalyani in West Bengal at the cost of Rs 1754 crore under PradhanMantriSwasthyaSurakshaYojana (PMSSY),involving a total financial implication of Rs 4949 crore.

Details of progress made by Government in setting up of three new AIIMS aregiven below:

There are no hurdles that stand in the way of making progress. MoUs have been signed with State Governments of Andhra Pradesh, West Bengal and Maharashtra. Taking over of the land at Andhra Pradesh and West Bengal has been done and same will be done at Nagpur by April, 2016.

The establishment of each of the new AIIMS will be completed in a period of 60 months from the zero date ( that is the date of the approval of Government of India ), broadly comprising a Pre-construction phase of 12 months, a Construction phase of 42 months and a Stabilization/Commissioning phase of 6 months.

Status of 3 new AIIMS at Guntur, Nagpur and Kalyani

Cabinet approved 03 new AIIMS at Manglagiri, Nagpur and Kalyani on 07th October 2015. So far, following steps have been taken-

  • MoUs have been signed with State Governments of Andhra Pradesh, West Bengal and Maharashtra, under which State Governments have agreed to provide encumbrance free land, free of cost, for execution of the work.
  • The Pre-Investment activity for these AIIMS has been assigned to HSCC India Limited at cost of Rs. 50 crore and Rs. 10.00 crore has been released for pre-investment activities.
  • Pre-investment activities of soil survey, topographical survey, etc. has been completed at all three sites.
  • Taking over of the land at Andhra Pradesh and West Bengal has been done and same will be done at Nagpur in March, 2016.
  • Tender for boundary wall for all the three new AIIMS has been opened and is under finalization.
  • HSCC(I) has been appointed as executing agency for project of these three AIIMS on turn-key basis.
  • Global EOI for design and architecture has been floated by HSCC(I) and pre-bid conference for EOI has been conducted on 24th Feb, 2016.

Union Minister for Water Resources, River Development and Ganga Rejuvenation Sushri Uma Bharti has informed that cleaning of rivers is an ongoing process.  Implementation of past projects for pollution abatement in river Yamuna (YAP-I & II) has not yielded desired results. The water quality of river Yamuna has not shown the desired improvement due to a large gap between sewage generation and availability of sewage treatment capacity and lack of adequate fresh water in the river.

The National Green Tribunal (NGT) has directed to take up pollution abatement works on the Najafgarh drain on a priority in Phase-I of “Maily Se Nirmal Yamuna-Revitalization Plan”, 2017. Following this, Delhi Jal Board has submitted three DPRs at an estimated cost of Rs.1388.23 crore for construction of STPs. The DPRs have been appraised.

Uttar Pradesh Jal Nigam has also submitted two DPRs for the twin cities Mathura and Vrindavan at an estimated cost of Rs. 185.21 crore and Rs. 35.01 crore respectively. Both these DPRs are in the process of appraisal.
