Pawan Hans & HAL sign MoU for MRO services of Dhruv Choppers

Pawan Hans Ltd. (PHL) and Hindustan Aeronautics Ltd (HAL) are collaborating with each other for setting up of MRO business for defence and civil helicopter industry, which has a potential to provide an efficient, cost effective, better turnaround time for the customers.

A Memorandum of Understanding between PHL and HAL has been signed on 16/03/2016 at India Aviation 2016 for setting up of Helicopter MRO facility for both defence and civil helicopters at Rohini Heliport in Delhi. The facility is expected to be operational by June 2016. MoU was signed by CEO, HAL and Executive Director, PHL in the presence of Hon’ble Minister of Civil Aviation Sh. Ashok Gajapati Raju , Secretary , Civil Aviation Sh. R N Choubay and both the Chairman of HAL and Pawan Hans.

India is among the fastest growing and currently the ninth largest civil aviation market in the world. India is expected to become the third largest aviation market in the world by 2020. Civil Aviation Industry in India has ushered in a new era of expansion driven by suitable growth factors.  As per international forecasts the fleet size of helicopters in Civil segment in India is expected to go up to 800 from present number of 280 in the next 10-15 year period and that the growth would come on two counts- fleet expansion and replacement of the ageing machines. Defence helicopter in India segment is rapidly growing. Currently there are approximately 1200 helicopters with defence Customers. There may be a demand of 800-1000 new helicopters in next one decade

The new Draft Civil Aviation Policy, released by the Govt. on 30.10.2015 gives the required and emphatic boost to the MRO sector with proposed reformations on MRO taxation, duties/cess, procedures etc. These should result in re-bounce of Indian MRO industry with performance and expansion.

The prospects for the Helicopter MRO market are encouraging given the number of Helicopters expected to be active over the next ten years and beyond. Besides, there is growing demand in defence segment, domestic civil segment and potential to enter into international market.

Both PHL and HAL, who are already leaders in their domains, are collaborating in MRO field as one of the areas to effectively exploit future business prospects as well as to take on competitors to maintain leadership positions in helicopter industry in India.

Shri Arun Jaitley Minister for Finance, Corporate Affairs and Information & roadcasting said that Radio as a medium of communication had made a comeback in view of the growing popularity of FM transmission and its reach. Community Radio as a variant of the medium had provided a value addition to the narrative by addressing the information needs regionally, addressing diverse status and issues and capturing the language, culture and social practices.  Shri Arun Jaitley stated this while delivering his address at the inaugural session of the 6th National Community Radio Sammelan .

Elaborating further, the Minister said the scope for expansion in the sector was vast in view of the communication needs at the regional level. It had the power to connect with people by exchanging experiences and content of programs. As a consequence, this provided the bandwidth for effective programming to grow on a sustainable basis. Shri Jaitley said that the government would facilitate the medium through policies which would spur the growth in the total number of operational community radio stations in the future. The Minister lauded the efforts of the stations which focussed on sustained campaigns on critical issues related to health and education. This had led to people imbibing the spirit of the messages.

Minister of State for Information & Broadcasting, Col. Rajyavardhan Rathore said that Community Radio was an important communication medium that empowered local people and had a connect with them. It could play an important role in dissemination of information about government schemes and policies to the common man in their local language, which in many cases has not reached them through conventional mediums of communication such as Television and FM Radio.

Elaborating further, Col. Rathore said that Community Radio could help in disseminating benefits of various government initiatives such as Mudra Yojna, Fasal Bima Yojna, and Soil Health Card to the local people. He said Community Radio should inspire people by informing them about the local achievements and endeavours of people who were one amongst them. He also encouraged participation of all the concerned stakeholders to take the Community Radio Movement in the country further ahead.

Speaking on the occasion Shri Sunil Arora, Secretary Ministry of Information and Broadcasting said that Community Radio empowered people who generally found no voice in traditional media. He said that Community Radio provided empowering experiences to farmers, local fishermen, folk artists who shared their stories in programmes conducted by the community radio stations. He said that Ministry of I&B had opened a Community Radio facilitation Centre at Shastri Bhawan to streamline approval process for the CR stations. Elaborating further he mentioned that Ministry had given permissions to 439 CR stations out of which 191are already in operation. He also said that the setting of agenda for this year National Sammelan was a participative process wherein feedback from CR stations across the country was solicited.

Rajyavardhan Rathore also felicitated the winners of the 5th National Community Radio Awards. The award for the most creative/Innovative Programme content was presented to ‘Radio Benziger’ from Kerala for their program ‘Sukrutham’. The other categories included Awards for Program with Best Theme, Community Engagement, and Promoting local culture. They also released the Community Radio Compendium and Community Radio Map which illustrated Community Radio Stations across the nation.

IT Initiatives by Election Commission of India

For the ongoing state assembly elections of Assam, Kerala, Puducherry, Tamil Nadu and West Bengal, the Election Commission of India (ECI) has augmented the use of IT applications to make the election process smooth, effective and transparent. New and upgraded technical tools are being used in election planning for monitoring the election process. The ambit of IT application associates itself with National level data compilation of electors, functioning at polling stations, work allocation of officers on duty, use of mobile application and technology, GIS technology etc.

Following are some of the major highlights of IT application and initiatives adopted by ECI.:

The applications Samadhan, Suvidha, Sugam have been deployed in the election going States for  facilitation and better election management–

Samadhan is a Public Grievance Redressal System which has been conceptualized as a Comprehensive system with multiple modes for receiving complaints (through online, toll free 1950), email, mobile application, fax, post, sms, online processing and tracking of complaints. An Android App for Public grievance redressal system has also been developed.

Suvidha is a single window system for Candidates and Political Parties to apply for permissions (Meetings, Rallies, vehicles, temporary election office, loudspeakers, helicopters and helipads etc). The ECI has issued directions to give permissions within 24 hours.

Sugam is a Vehicle Management System with the facility of Issuance of requisition letters for vehicles, Capturing of vehicle details with address, mobile number and bank details of Owner & Driver, Transfer of vehicles from one district to another district etc. An Android App for Vehicle Management System (Sugam ) has also been deployed.

Some more Mobile APPs have also been developed for enhanced facilitation of voters. Following are some of the important mobile apps deployed in the elections:-

Matdata – Android App for voters’ facilitation for search in Electoral Roll, Location of Polling Station etc.

Matdaan – Android App for Poll day monitoring at PS.

ELECOM – Android App for releasing election news / press release.

SMS Poll Monitoring – For collection of various types of information through SMS from Presiding Officer / Sector Officer,E-Counting – Android App for viewing counting trends / result

PGRS(Public Grievance Redressal System):-It provides single window common interface to the citizens for submitting their complaints. System forwards the complaints to appropriate authority and keeps the user informed about its progress. A mini call centre activity is also attached with this application.

Genesys & EVM Randomization:-Pre Counting Application: – For the collection of Candidate’s information related to Nomination, EVM Randomization- First and Second randomization of EVMs.

Expenditure Monitoring & Candidate affidavit e-file:-EEMS (DEO Scrutiny Report):- Online monitoring and tracking system for election expenditure accounts lodged by the candidates to check for its correctness.

Abstract Statement of Candidate Expenditure :- Online facility to candidates to Submit their Abstract Statement of Expenditure online.

Candidate Affidavit e-filing: – Candidate Affidavit e-filling software is targeted to help candidates submit affidavits online through internet and can be verified by RO later on.

ECRP Module :- Election Commission Return Preparer Scheme where ECRP helps the Candidates in filing the affidavit and Abstract statement online.

Through all these IT facilitation measures, the Election Commission of India ensures that the entire election process is made smooth, hassle free, transparent and effective.

Union Labour Minister lauds ONGC for Safety Display

ONGC’s display of Operational safety and its practice in letter and spirit has been highly appreciated by the Hon’ble Union Minister of State for Labour and Employment (Independent Charge) Mr. Bandaru Dattatreya. The appreciation came on the Minister’s visit to the oil major’s pavilion in an exhibition on ‘Innovative Safe Practices on Emerging Trends in Mining Technology’ at Hyderabad organized under the aegis of Directorate General of Mines Safety (DGMS), South Central Zone. The Rajahmundry Asset has curated the exhibition’s raw space.

Further, he singularly praised ONGC for publicizing the message of Hon’ble Prime Minister on reducing the crude imports by 2022 by 10 percent. DGMS- Chief Inspector of Mines, Mr. Rahul Guha, Dhanbad, accompanied the Minister. Mr. Guha expressed gratitude to ONGC for extending every possible support to the event.

ED-Asset Manager Mr. Debasis Sanyal gave a snapshot of the advanced safety architecture of the company, how it is developed and practiced as per the statutory norms without any compromise, to the visiting minister. Safety is our top priority, he reiterated.

Later, the Hon’ble Minister was taken around the exhibits including drill bits, crude samples, VAP, working model of SRP and drilling rig, and mannequin (life-size model of the human body used for display) dressed with safety suits used during specialized operation and general use. Two LED screens in the stall screened the efforts of ONGC to realize the vision envisaged by Hon’ble Prime Minister.

The exhibition coincided with the golden jubilee celebrations of the National Safety Council, which is striving to minimize the accidents in different industries in the country.

Chief Engineer-(Drilling) Mr. P T Rao impeccably coordinated the event much to the satisfaction of the statutory authority-DGMS. Heads of Drilling, Production and Well Services, represented the Asset.
