Dr S Christopher, Secretary, Department of Defence R&D and DG DRDO addressed the media during DRDO press conference in Media Centre at Defexpo 2016, Goa.

In his opening remark, he emphasised DRDO’s commitment towards ‘Make in India’ to provide state-of-the-art technologies and products to the Armed Forces. He interacted with media on various issues related to AEW&C and AWACS,

LCA-Tejas, Arjun MK II, Rustom II, Astra, Helina, Agni V besides many other DRDO products and technologies and their current status. He also replied to queries related to the export potential of BrahMos, Akash and Pinaka, as there is an international demand for these products.

Dr Christopher also spoke about the new Defence Procurement Policy (DPP) and described it as a big boost for the indigenous design and development process of defence technology. The highlight of DRDO’s participation at Defexpo – 2016 is the live demo of LCA- Navy, MBT Arjun, WHAP and Modular Bridge.

Shri J P Nadda, Union Minister of Health and Family Welfare launched two major Digital initiatives to provide easy access to health services to the public: GIS-enabled HMIS application and the self-printing of e-CGHS cards, here today. Launching these initiatives of the Health Ministry, the Union Minister stated that the Health Ministry remains committed to strengthening public health systems and providing user-friendly health services in the country. He further stated that that this will provide a tremendous opportunity to further strengthen and enhance the reach of key interventions.

Terming these as significant and forward looking steps contributing to Digital India, Shri J P Nadda said: “The initiative will not only monitor the performance and quality of the health services being provided under the NHM, but will also provide effective healthcare to the rural population throughout the country”. The GIS-enabled HMIS services will provide comprehensive data on a GIS platform on 1.6 lakh Government Health facilities spread across the country. The project has been developed with the objective of enabling the effective usage of the HMIS application, enhancing analytical capabilities of States/UTs and providing a geographical display of HMIS data using GIS. The application also has scope of incorporating map layers of roads and water bodies which will provide comprehensive information regarding health facilities and disease vulnerable areas of the country. At present, the application is available in login domain of HMIS portal. It is planned to put it in public domain in near future. Moreover, the mapping provides data only on public health facilities presently, which shall soon be expanded to cover private facilities also, the Union Minister informed.

Health Management Information System (HMIS) is a web-based monitoring system that has been put in place by Ministry of Health & Family Welfare (MoHFW) to monitor its health programmes and provide key inputs for policy formulation and interventions. It was launched during October, 2008 with uploading of district consolidated figures. To make HMIS more robust and effective and in order to facilitate local level monitoring, “facility based reporting” was initiated since April, 2011. At present, 1.94 lakh health facilities (across all States/UTs) are uploading facility wise data on monthly basis on HMIS web portal. Data are presently being made available to various stakeholders in the form of standard & customized reports, factsheets, score- cards etc. HMIS data are widely used by the Ministry and States for policy planning, monitoring and supervision purpose.

The Union Health Minister, while launching the self-printing of the E-CGHS card, stated that this will provide ease and access to all those beneficiaries such as the pensioners who may find it difficult to go to the CGHS centres for renewal, and in the event of loss/misplacement of the card. As this can be printed from any location once the process of application based on authentic documents has been approved, this enables easy reprinting by the beneficiary himself/herself. The beneficiary can access this facility by visiting the CGHS portal at CGHS where simple steps for this have been enumerated.

Also present at the meeting were Shri B P Sharma, Secretary (HFW), and senior officers of the Health Ministry.

OIS Advanced Technology (OIS-AT) and Rafaut of France have entered into an additional agreement where OIS-AT and Rafaut have agreed to manufacture aircraft pylons in India in OIS-AT’s manufacturing facility in the National Capital Region. Aircraft pylons are advanced technology items for aircraft to carry weapons, including bombs and missiles. The companies have also agreed to establish a joint research & development facility in India to cater to customized Indian requirements.

“We are pleased that Rafaut has agreed to support establishing a manufacturing line for advanced aircraft pylons in our manufacturing facilities. When combined with our agreement to jointly establish a Research and Development lab to cater to the special requirements of the Indian military, is in support of the Government of India’s Make In India program”, said Sanjay Bhandari, Chairman and Managing Director of OIS Advanced Technology.

“We are looking forward to advancing our relationship with OIS-AT to establish an aircraft pylon manufacturing plant, and to establish a research and development facility for customized local requirements. Aircraft pylons are essential part of weapon delivery systems of aircrafts. Customized for each aircraft, they enable the aircraft to carry missiles and bombs. The technology for release of these weapons are done in a pneumatic and pyrotechnic manner, thus permitting each aircraft to safely and accurately release weapons as part of their mission.

Traditional Educational Institutions of Minorities like Madrasas/Maktabs and others, have been linked to Skill Development Programme of Ministry of Minority Affairs(MOMA) through Maulana Azad National Academy for Skills. By this path-breaking initiative, MOMA can utilize vast potential of existing network of Madrasa and Maktabs (both in terms of reach and numbers) by opening Skill Development Centres in Madrasa with the consent of Madrasa. Government signs 11 unilateral Advance Pricing Agreements

The Central Board of Direct Taxes signed 11 unilateral APAs. With this signing, India has entered into 59 bilateral and/or unilateral APAs. The Advance Pricing Agreement (APA) programme was introduced by the Finance Act, 2012 to provide a predictable and non-adversarial tax regime and to reduce litigation in the Indian transfer pricing regime. 50 of these agreements have been signed in the current financial year. The agreements cover a range of international transactions, including corporate guarantees, royalty, software development services, IT enabled services and trading. The agreements pertain to different industrial sectors like telecom, media, automobiles, IT services, etc. Some of the agreements have rollback provisions and provide certainty to the taxpayers for 9 years with regard to the covered international transactions.

Rollback provisions in APAs were introduced in the July 2014 Budget to provide certainty on the pricing of international transactions for 4 years (rollback years) preceding the first year from which APA becomes applicable. With the notification of Rollback rules in March 2015, the taxpayer has been provided the option to choose certainty in transfer pricing matters with the Government for a total of nine years (5 future years and 4 prior years).

Since the notification of the APA scheme on 30.08.2012, approximately 580 applications for APAs have been received and about half of these contain a request for the Rollback provisions. The number of applications is indicative of the wide international and national appreciation of the India’s APA programme’s ability to address complex transfer pricing issues in a fair and transparent manner.

Disabled persons can do well in an enabling environment, says Venkaiah Naidu

The Government released “Inclusiveness and Accessibility Index” that measures the actions and attitudes of different organisations towards disabled employees and persons. The Index, prepared by the Department of Empowerment of Persons with Disabilities of the Ministry of Social Justice and Empowerment was released by the Minister of Urban Development Shri M.Venkaiah Naidu.

Inclusiveness and Accessibility Index enables the organisations to reflect on their policies and organizational culture in aid and support of differently abled persons, employment of such persons and adaptations to meet the needs of such persons at work places. The Index based on which organisations can be ranked, encourages them to recruit more disabled persons and give them equal opportunities.

Speaking after releasing the Index, Shri Venkaiah Naidu said that disabled persons can realise their potential in an enabling environment. He called for enabling access to them in built up environment including buildings and workplaces, public transportation and Information and Communication Technology eco-system. The Minister called for changes in stigmatized attitudes and responses to disabled persons to make them contribute to different walks of community life.

Shri Naidu stated that out of every one lakh population in the country, 1,755 persons have one or the other disability. About 8.40% of rural households and 6.10% of urban households were reported to have at least one disabled person. The Minister noted that about 47% of the disabled were never married and about 55% are illiterate. “These statistics suggest that society’s inadequate and improper responses to the disabled persons make their lives more difficult and challenging” shri Naidu said.

Shri Naidu called for provision of ramps in public buildings, adaptation of toilets for wheelchair users, things like Braille symbols in elevators and lifts, ramps in hospitals and other public places like bus and railway stations, airports to provide easy access to disabled persons.

Shri Naidu expressed the hope that one day a differently abled person would scale Mount Everest as evidence of disabled persons overcoming the barriers.

Referring to various disabled persons who overcame disabilities, Shri Naidu mentioned Ms.Sudha Chandran who became a renowned classic dancer after one of her legs was amputated, blind Shri Ravindra Jain who emerged as a musical maestro
