Collaboration with WHO on Traditional Medicines

Project Collaboration Agreement was signed with the World Health Organisation (WHO) on 13th May 2016. Under the agreement, India would assign to WHO activities for development of the following WHO Technical documents/ publications:-

• Benchmarks for training in Yoga

• Benchmarks for practice in Ayurveda

• Benchmarks for practice in Unani Medicine

• Benchmarks for practice in Panchkarma

As per the agreement, the estimated expenditure to be incurred amounts to US $977,040. The outgo will be in four instalments. First instalment to be paid within two months after the agreement is signed (US$ 123,170); second by the end of July 2016 (US $ 210,180); third by the end of July 2017 (US $ 151,420) and the fourth by the end of July 2018 (USD $ 202,270). The balance amount of US 290,000 would be incurred in India.The end date of the Project would be 31st December, 2020.

The Ministry has signed a number of Memorandums of Understanding (MoUs)/ Letters of Intent (LoIs) for ‘Country to Country’ Cooperation/Collaborative Research in the field of Traditional Medicine and MoUs for setting up of AYUSH Academic Chairs. For dissemination of authentic information about AYUSH medicines, 20 AYUSH Information Cells have been set up in the premises of Indian Missions/Cultural Centres. The Ministry of AYUSH participates/organizes International exhibitions/ conferences / workshops / seminars / sympo-siums, etc in India and abroad through Indian missions/ CII/ FICCI/ ITPO/ ASSOCHAM/ Pharmexcil etc. The Ministry of AYUSH also organizes comprehensive health fairs on Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy namely AROGYA to promote awareness and showcase strengths of these systems through the reputed Organizations like Chemexil, Pharmexil, CII, FICCI, ASSOCHAM, ICC, ITPO etc and other reputed NGOs and the state Governments. To encourage the citizens to adopt AYUSH systems of medicine across the country, the Ministry also undertakes publicity campaigns and other promotional activities through print/ electronic media.

Government hopeful of improving ‘ease of doing business’ Rank

The commerce and industry ministry today expressed hope of improving India’s ranking in ease of doing business on account of several steps taken by both Centre and States.”Ease of doing business is one of the priorities of the government. In the World Bank report, we have improved to 130th and this year also we hope to make some improvement because enormous amount of work is being done by central governments ministries, departments and states,” Secretary in Department of Industrial Policy and Promotion (DIPP) Ramesh Abhishek said here at a function.
He was speaking at FICCI’s ‘Tourism Investors Meet’.
India’s rank in the World Bank’s Doing Business Report 2016 was was up at 130th from 134th slot in the previous year.He said making the environment investor-friendly would help attract more investments in tourism sector, among others.
The sector holds huge potential in terms of attracting investments, creating jobs and pushing overall economic growth of the country, he said.Abhishek said 100 per cent foreign direct investment (FDI) is permitted through automatic route in the sector and in the last two years, the country has attracted USD 2 billion investments.
The Tourism Ministry will now closely work with ‘Invest India’ to facilitate and promote investments.He also said startups can help find solutions to the problems being faced by the sector.The secretary also urged the industry to provide inputs to give impetus to the tourism industry.
Seeking improvement in India’s ranking in the ease of doing business index, government officials have recently given a detailed presentation to a World Bank team on the steps being taken to improve the country’s business climate.

Ethics in Business and Governance… in words of a Bureaucrat

The importance of ethics in every sphere of life can hardly be over-emphasized. The lack of ethics ,particularly in business and governance, has not only prevented the creation of a conducive ecosystem for businesses to grow and flourish but has also vitiated the entire process of public policy making .

In the recent past there has been a great deal of debate on the lack of ease in doing business in India . Complex web of rules and regulations , requirement of plethora of permissions and clearances , duplication of documentation have historically been the norm , notwithstanding the sincere efforts by every successive governments to make the life easier for entrepreneurs and businesses . Reforms and changes have however been anything but big-bang or revolutionary.

 At the root of these cautious small steps and even half- hearted reform essentially lies plethora of  unpleasant experiences encountered by the govt . A little freedom or liberty and all rules,norms , ethical standards and cautions are thrown to the winds by the unscrupulous elements in the business.  Cases of money laundering, round –tripping, mis-representation and mis-declaration, fly-by-night operations suddenly witness a rapid increase . Thankfully, these elements constitute a microscopic minority.  So are the rogue elements in the govt who purposely put spanners in the reform process to retain control & discretion and perpetuate the irregularities and improprieties. These small numbers though are enough to dent and damage the system and project the country in a poor light . In nutshell, the irresponsible behaviour of the industry and the vested interests of the rogue elements don’t allow the “ Trust-based-model ” to develop , which is so very critical for a self-regulated , auto-pilot mode policy regime to replace the existing policy framework .  This continues to be one of the major hurdles in initiating and implementing completely liberal and reform-driven policy , not only in India but in all third world countries .

 A self-regulated trust based policy regime with due risk-assessment based check and balances can facilitate deployment of the large talent pool of the government in productive areas requiring innovation and value-add , away from the routine and repetitive work . But , this requires a great deal of confidence building and mutual trust among the stakeholders responsible for fair and transparent governance .

The answer thus lies in sensitizing stakeholders ( both from the government and the industry ) about the criticality of ethical values and norms and its overriding importance in the nation-building  by  inculcating these values through constant mentoring, monitoring and training .

Sagar Parikarma Project

Project ‘Sagar Parikarma’ was launched in 2007. The objective of the project was solo-circumnavigation of the Globe in a sailboat. This was successfully accomplished in 2009-10 by Cdr Dilip Donde. After the success of ‘Sagar Parikarma I’, in 2012-13, ‘Sagar Parikarma II’ was undertaken with a solo ‘non-stop’ circumnavigation by Cdr Abhilash Tomy. The other purposes of Sagar Parikarma I & II were:

(i) To inspire the youth of India to develop an understanding of the sea and a sense of adventure and spirit.

(ii) To instill in the young officers of the Navy a sense of national pride and achievement through a successful solo-circumnavigation voyage.

An amount of Rs.6 Crore was sanctioned for the project ‘Sagar Parikarma I’ including Rs.4.3 crores for construction of the boat, Mhadei. An amount of Rs.72 lakhs was sanctioned for ‘Sagar Parikarma II’.

It has been decided that from this year the nominations/recommendations for the Padma Awards will be received online only on an electronic management system designed by MHA. This is available on the website: www.padmaawards.gov.in. No other mode of nomination/recommendation will be accepted. Nominations received after September 15, 2016 will also not be considered.

MoC launches Twitter Sewa to address the complaints of common man

Hon’ble Minister of Communications Sh. Manoj Sinha launched “Twitter Sewa” for addressing the complaints and concerns of common man and other stakeholders in the telecom and postal sectors. The twitter handle of the Minister will be @manojsinhabjp. Launching the Sewa here, Shri Sinha said that this is in tune with Shri Narendra Modi’s vision of “minimum government, maximum governance” as from the Prime Minister himself to his ministers and their ministries are connecting with Indian citizens through live communications platform to provide a transparent, clean and responsive and accountable administration.

The Minister said that the telecom ministry and Department of Post will henceforth compile a list of complaints from this Twitter Sewa and categorize them into immediate, mid-term and long-term complaints, while adding that he has complete faith in his officers and staff, but since both the telecom and posts are service sectors, customer is the king here and this is all the more relevant for BSNL and MTNL. The TSPs (telecom service providers) are expected to resolve the complaints forwarded to them under this arrangement.

Shri Sinha said that the challenge is gigantic as India has the biggest postal network in the world and the number of mobile-phone subscribers had already crossed 1 billion in January this year. Therefore, we are aware that complaints are going to pour in from across the country and in great numbers. But I would like to assure you that Ministry will rise up to this challenge.

The Minister also underlined that there are chances that this twitter seva may be misused by some rogue elements but he expressed the hope that Twitter authorities will take care of the same.

Shri Sinha expressed hope that the Telecom operators from Government as well as private and the Department of Posts shall use the utility of “Twitter sewa” to the fullest to address the grievances of the public.

DRDO to organise Defence exhibition in Parliament premises from today

India’s premier research institution DRDO under the Ministry of Defence will organise an exclusive exhibition in the Parliament premises to showcase various defence & technology products developed endogenously in India.

The Speaker of Lok Sabha Smt Sumitra Mahajan will inaugurate the exhibition on the 3rd of August at 1000hrs. The 3-day long exhibition, to be held at the Parliament Library Building, will display numerous state-of-the-art defence technologies, products and systems developed by various DRDO laboratories indigenously, which includes the BrahMos missile, the ‘Arjun’ main battle tank, AEW&C (Airborne Early Warning and Control System), Multi Barrel Rocket Launcher ‘Pinaka’, Remotely operated vehicle, NBC Recce Vehicle, Wheeled Armoured Platform (WHAP), Laser Ordnance Disposal System (LORDS), Varunastra Torpedo, Mobile Automatic Robotic System (MARS), Various type of Radars and other products.

The Members of Parliament from both Lok Sabha and Rajya Sabha are expected to visit the exhibition to get a first-hand account of huge work undertaken by DRDO and their successful implementation.

During the exhibition, DRDO will also organise a virtual reality display of Arjun Main Battle Tank, BrahMos Missile, AEW&C (Airborne Early Warning and Control System) & LCA-Tejas.

Established in 1958, the DRDO and its network of 52 dedicated defence laboratories all across the country have been engaged in developing critical defence technologies covering a wide array of disciplines like missile, aeronautics, armaments & combat systems, life sciences, micro electronic devices, cyber technologies, electronics & communication, radars, laser technology, naval system, material technologies for the Indian Armed Forces.

The research agency has also tied up with several academic institutions, national Science and Technology agencies, public and private-sector undertakings to carry out research and development work and fulfilling its foremost objective of making India fully self-reliant in defence technology design and production.

Union Minister of State (I/ C) for Youth Affairs & Sports Shri Vijay Goel here inaugurated ‘Wall of Wishes’ at India Gate Lawns, Near Hyderabad House in the gracious presence of Renowned Boxer and Olympian Ms Mary C. Kom to celebrate the Olympic mood in the country. He also launched Digital Campaign for general public to wish Indian Olympic Contingent their best for the Rio Games.

This comes after the RUN FOR RIO organized by the Ministry of Sports and Youth Affairs to connect public at large, especially children and youth, with the Olympic spirit and power of sports. This year India is sending its largest ever contingent to participate in the Rio Games

20 thousand school children and youth had participated in the 5 Km run on July 31 after the Prime Minister flagged it off at National Stadium to demonstrate to RIO bound Indian athletes that the whole country is proud of them and wishes them all the best in the forthcoming competitions.

Shri Vijay Goel in his speech urged the people especially students and youth to visit India Gate in large numbers to sign their wishes at the ‘Wall of Wishes’ to cheer the Indian players competing at Rio.

He said, fellow countrymen should also join digital campaign launched today by changing their Twitter profile picture, tweet #KheloIndia to @indiasports to cheer and demonstrate their solidarity with the Indian players in true Olympic Spirit. Youngsters can also send their wishes for the Indian Olympians on the Narendra Modi Mobile App (NM APP).

Shri Goel said that Ministry of Youth Affairs & Sports is holding an exhibition on 05th August, 2016 at the Central Park in Connaught Place, where the students, children and youth can know about the Olympics history and participating players. The youth and people can take selfies with the cut-outs of our Olympians and watch the same. The Ministry will put giant screens at India Gate and other places in Delhi, to enable the people to watch the Rio Olympics beginning from 5th August to 21st August 2016. The objective is to take sports to every doorstep and to make the sports a part of people’s life like cricket.
