The Government of India, in line with its commitment to reduce fatalities due to road accidents and the legal mandate under section 162 of Motor Vehicles Act, 1988, is launching a pilot program to provide cashless treatment to the victims of road accidents caused by the use of motor vehicles.

The pilot program, which has been developed under the aegis of the Ministry of Road Transport and Highways, is being initiated in Chandigarh and is aimed at establishing an ecosystem for providing timely medical care to the victims of road accidents, including during the golden hour.

The National Health Authority (NHA) shall be the implementing agency for the pilot program, in coordination with police, hospitals, State Health Agency (SHA) etc.

The broad contours of the pilot program are as follows:  Victims entitled to cashless treatment upto a maximum of Rs. 1.5 lakhs per accident per person for a maximum period of 7 days from date of accident.
• Applicable to all road accidents caused by use of motor vehicle on any category of road.
• AB PM-JAY packages for trauma and polytrauma cases being co-opted.
• Claims raised by hospitals for providing treatment to be reimbursed from the Motor Vehicle Accident Fund.

The program will be implemented through an IT platform combining the functionalities of eDAR application of MoRTH and Transaction Management System (TMS) of NHA. Based on the outcome of the pilot program, expansion of the cashless treatment facility to the entire country will be considered.

I&B takes action against Obscene Content on OTT Platforms

The Ministry of Information & Broadcasting (I&B) has taken action in coordination with various intermediaries, to block 18 OTT platforms publishing obscene, vulgar, and, in some instances, pornographic content. 19 websites, 10 apps (7 on Google Play Store, 3 on Apple App Store), and 57 social media accounts associated with these platforms have been disabled for public access in India.

Union Minister for Information & Broadcasting Shri Anurag Singh Thakur has repeatedly emphasized the responsibility of the platforms to not propagate obscenity, vulgarity and abuse under the guise of ‘creative expression’. On 12th March, 2024, Shri Thakur announced that 18 OTT platforms publishing obscene and vulgar content have been taken down.

The recent decision was taken under the provisions of the Information Technology Act, 2000 in consultation with other Ministries/Departments of the Government of India, and domain experts specializing in media and entertainment, women’s rights, and child rights.

Nature of Content

A significant portion of the content hosted on these platforms was found to be obscene, vulgar, and portrayed women in a demeaning manner. It depicted nudity and sexual acts in various inappropriate contexts, such as relationships between teachers and students, incestuous family relationships, etc. The content included sexual innuendos and, in some instances, prolonged segments of pornographic and sexually explicit scenes devoid of any thematic or societal relevance.

The content was determined to be prima facie in violation of Section 67 and 67A of the IT Act, Section 292 of the IPC, and Section 4 of the Indecent Representation of Women (Prohibition) Act, 1986.

Significant Viewership

One of the OTT apps amassed more than 1 crore downloads, while two others had over 50 lakh downloads on the Google Play Store. Additionally, these OTT platforms extensively utilized social media to disseminate trailers, specific scenes, and external links aimed at attracting audiences to their websites and apps. The social media accounts of the concerned OTT platforms had a cumulative followership of over 32 lakh users.

Constant Engagement with OTT Platforms

The Ministry of I&B consistently conducts sensitization efforts with OTT platforms and their self-regulatory bodies established under the IT Rules, 2021 through meetings, webinars, workshops, etc.

The Government of India remains committed to fostering the growth and development of the OTT industry. Several measures have been undertaken in this regard, including the introduction of the Inaugural OTT Award for Web Series at the 54th International Film Festival of India, collaboration with OTT platforms in the media and entertainment sector, and the establishment of a light touch regulatory framework with an emphasis on self-regulation under the IT Rules, 2021.

Government and ADB sign $23 million loan agreement to strengthen Fintech Ecosystem in India

The Government of India and the Asian Development Bank (ADB) signed a $23 million loan agreement to enhance access to quality fintech education, research, and innovation at the Gujarat International Finance Tec-City (GIFT-City).

The signatories to the loan agreement for Promoting Research and Innovation through Development of Fintech Institute at GIFT-City Project were Ms. Juhi Mukherjee, Joint Secretary, Department of Economic Affairs, Ministry of Finance, for the Government of India, and Mr. Rajesh Vasudevan, Officer-in Charge of ADB’s India Resident Mission, for ADB.

GIFT City is an initiative of the Government of India and the State Government of Gujarat to foster India’s financial services and fintech ecosystem. After signing the loan agreement, Ms. Mukherjee said that this project will establish an International Fintech Institute (IFI) to strengthen fintech education, boost start-up success rates, and drive fintech research and innovation.

“The project’s emphasis on market-driven fintech skills programmes, creating enabling environment for private sector investment and enhancing collaboration between industry, skills development institutes and development partners will promote holistic growth of fintech ecosystem in India,” said Mr. Vasudevan.

The IFI, set to be established in partnership with globally reputed institutes and universities, will offer industry-aligned fintech training programmes that meet international standards. The institute will strengthen innovation and entrepreneurship by supporting startups, especially women-led, through incubation and acceleration services. It will also collaborate with industry and venture capital funds to support the growth of fintech startups.

These interventions will contribute to enhanced employment opportunities, workforce competitiveness, and productivity in new and green technologies. The ADB programme will support research on innovative solutions and technologies in climate fintech, regulatory technology, social inclusion, and gender equality in finance. The project will help establish a state fintech readiness index and develop new solutions to emerging technologies.

NHPC organized a Hindi Kavi Sammelan at its Corporate Office in Faridabad , March 14th, 2024, for the promotion of Rajbhasha throughout the company. During the Kavi Sammelan, renowned poets including Shri Pratap Faujdaar, Smt. ⁠Anamika Amber, Shri ⁠Praveen Shukla, Shri ⁠Deepak Gupta, Smt. ⁠Mumtaz Naseem, Shri ⁠Gaurav Chauhan and Shri ⁠Rajesh Aggarwal enthralled the audience with various poetic recitals. The recitals presented various poetic ‘rasas’ while also bringing to light patriotic and social issues.

The Sammelan was inaugurated by CMD, NHPC, Shri R.P. Goyal by lighting the traditional lamp. Director (Personnel), Shri Uttam Lal; Director (Technical & Projects), Shri R.K. MoU signing between DGFT and DHL

Directorate General of Foreign Trade (DGFT), Ministry of Commerce and Industry, Government of India, has been actively engaging in boosting e-commerce exports from the country, leveraging its ‘District as Export Hubs’ initiative. The goal is to promote and enable micro, small and medium enterprises (MSMEs) to explore the international markets through e-commerce channels.

Taking this initiative further, DGFT has been collaborating with various e-commerce platforms and other service providers to handhold and do capacity building and training sessions in the identified districts under the districts as export hubs initiative. In a similar collaboration, todayDGFT partnered with the global logistics service provider, DHL, through the signing of a Memorandum of Understanding (MoU) which will cover 76 districts in three phases, to conduct capacity-building sessions, training, and workshops for making Indian MSMEs export-ready.

During the MoU signing event, Shri Sunil Barthwal, Commerce Secretary, highlighted the importance of e-Commerce ecosystem, and pointed out the strides taken by India to create a digital infrastructure which can be leveraged to encourage MSMEs from rural India to connect to the world market. He also pointed out the recent initiative of Bharat Mart and how such warehousing initiative would further India’s foreign trade. He conveyed his best wishes for the initiative and hoped that this would help Indian entrepreneurs to bridge the gap in knowledge and enter the world of international trade.

While welcoming the partnership, Shri Santosh Sarangi, DG, DGFT highlighted that the objective of this collaboration is to introduce exporters/MSMEs to the digital commerce space so that they get an opportunity to export “Make in India” products, tap international customers and overcome the challenges related to logistics while exporting through the e-commerce route.

Looking forward to this partnership, John Pearson, Global CEO of DHL Express emphasized that DHL is the first international express operator to sign a Memorandum of Understanding with the Directorate General of Foreign Trade (DGFT). This partnership with the Government of India will further solidify DHL’s commitment to India and aligns with DHL’s Go Trade program to empower MSMEs in the global market.

DGFT and DHL aim to bring together a team of knowledge experts to assist Indian exporters/MSMEs in the identified districts through handholding sessions and develop a start-up kit for first-time Exporters/MSMEs wanting to go global.

Aligning with the Foreign Trade Policy 2023, in the past few months, DGFT has signed MoUs with Amazon India and Shiprocket covering 20 and 16 districts respectively. These collaborations with e-commerce platforms and service providers have encouraged series of outreach events by DGFT- Regional Authorities to onboard new exporters; promote first-time exporters, and handhold MSME producers to become exporters through cross-border e-commerce sales under the District as Export Hub initiative.

FSSAI Certifies Nearly 100 Prisons as Eat Right Campuses

Nearly 100 jails across the country have been certified as ‘Eat Right Campus’ by the Food Safety and Standards Authority of India (FSSAI), marking a significant milestone in its goal of promoting safe and healthy eating habits within different campuses. This initiative falls under FSSAI’s Eat Right India movement and aims to promote safe, healthy and sustainable food in different workplaces and institutions, including jails.

The initiative saw participation and certification of some prominent jails of India, including the Tihar Prison (Delhi), Central Jail Gaya (Bihar), Modern Central Jail (Punjab), Central Jail Rewa (Madhya Pradesh) and others, along with several district and Mandal jails. The highest number of certified jails were from Uttar Pradesh, followed by Punjab, Bihar and Madhya Pradesh.

By extending the Eat Right Campus certification to prisons and correctional facilities, FSSAI underscores its commitment to ensuring access to safe and nutritious food for all, including inmates and prison staff.

The ‘Eat Right Campus’ certification process involves rigorous assessment and adherence to FSSAI’s prescribed evaluation criteria. By meeting these standards, the certified jails have demonstrated their dedication to promoting the food safety and well-being of inmates. This initiative plays a crucial role in creating a sense of responsibility and accountability towards food safety and nutrition within the prison system. As it mandates the provision of ensuring availability of safe and balanced food, its contribution to the overall well-being of the inmates is evident. By setting an example for other institutions, the certified jails inspire a broader cultural shift towards safer food environment nationwide.

The participant jail campuses undergo comprehensive audits to ensure compliance with four key parameters, which include basic hygiene criteria, steps to ensure the provision of healthy food and efforts towards building awareness about local and seasonal food. Once enrolled in this programme, a campus first undergoes a self-assessment or a third-party audit by an FSSAI empanelled agency based on this checklist to identify gaps and areas of improvement. The campus administration then takes steps to address these gaps. A critical step of this process includes training of Food Safety Supervisors and food handlers in the campus through FSSAI’s Food Safety Training and Certification (FoSTaC) Programme. FoSTaC is designed to impart training to food handlers on good hygiene and manufacturing practices.

Once these improvements are made, the campus undergoes a final audit by the same FSSAI-empaneled agency and is given a certification for Eat Right Campus.

It’s pertinent to note that over 2,900 workplaces throughout the country have now been acknowledged as Eat Right Campuses, positively impacting the lives of individuals working in these campuses. As this initiative keeps gathering momentum, FSSAI is dedicated to collaborating with institutions from various sectors to foster a culture of well-being and guarantee everyone access to healthy and hygienic food.
