Centre approves E-Vehicle policy to Promote India as a Manufacturing Destination

The Government of India has approved a scheme to promote India as a manufacturing destination so that e-vehicles with the latest technology can be manufactured in the country. The policy is designed to attract investments in the e-vehicle space by reputed global EV manufacturers.

This will provide Indian consumers with access to latest technology, boost the Make in India initiative, strengthen the EV ecosystem by promoting healthy competition among EV players leading to high volume of production, economies of scale, lower cost of production, reduce imports of crude Oil, lower trade deficit, reduce air pollution, particularly in cities, and will have a positive impact on health and environment.

The policy entails the following: –

  • Minimum Investment required: Rs 4150 Cr (∼USD 500 Mn)
  • No limit on maximum Investment
  • Timeline for manufacturing: 3 years for setting up manufacturing facilities in India, and to start commercial production of e-vehicles, and reach 50% domestic value addition (DVA) within 5 years at the maximum.
  • Domestic value addition (DVA) during manufacturing: A localization level of 25% by the 3rd year and 50% by the 5th year will have to be achieved
  • The customs duty of 15% (as applicable to CKD units) would be applicable for a period of 5 years
  • Vehicle of CIF value of USD 35,000 or above will be permissible
  •  The total number of EV allowed for import would be determined by the total duty foregone or investment made, whichever is lower, subject to a maximum of ₹6,484 Cr (equal to incentive under PLI scheme).
  • Not more than 8,000 EVs per year would be permissible for import under this scheme. The carryover of unutilized annual import limits would be permitted.
  • The Investment commitment made by the company will have to be backed up by a bank guarantee in lieu of the custom duty forgone
  • The Bank guarantee will be invoked in case of non-achievement of DVA and minimum investment criteria defined under the scheme guidelines.

The 20th Convocation of the ICAR-National Dairy Research Institute was held today at Karnal, Haryana. It was declared open by Dr. Dheer Singh, Director of the institute and Vice Chancellor, Deemed University. On this occasion, Padma Bhushan Dr. R.S. Paroda, former Secretary (DARE) and Director General, Indian Council of Agricultural Research and Chairman of TAAS delivered the convocation address. A total of 278 students were awarded degrees, out of which 49 students were awarded B. Tech degree, 127 students Master’s degree and 102 researchers awarded PhD degree.

Presiding over the Convocation, Dr. Dheer Singh, Director of the Institute and Vice Chancellor, Deemed University remarked that the ICAR-National Dairy Research Institute, Karnal is using advanced cutting edge technologies for the multiplication of elite germplasm to produce superior breeds of cattle and buffaloes. He called upon the students and exhorted them to become entrepreneurs rather than looking for jobs. Dr. Singh further told that the Institute is playing a pivotal role in the sphere of human resource development, providing B. Tech (Dairy Technology) degree to the students besides imparting M. Tech. degrees in 14 subjects as well as PhD degrees also in 14 subjects. Dr. Singh later on informed that till now the Institute has filed 85 patents out of which 49 have been granted. The organization is working towards increasing the milk productivity per animal while controlling the diseases.

On this occasion, Dr. Dheer Singh also bring to the notice of all that during last year more than 100 students were provided international exposure training. Encapsulating his address, he told that the Institute has organized dairy fairs in areas like Kalyani, West Bengal and Jharkhand wherein thousands of cattle rearers and animal lovers participated.

Speaking as a chief guest, Dr. R.S. Paroda was full of praise for the National Dairy Research Institute which is providing excellent services in the field of dairy sector. Applauding Institute’s contribution, he added that after untiring efforts, the Institute remained first among all the State Agricultural Universities for many years. Talking about the nutritional security as an important challenge for the agriculture and dairy sector, he believed that we have come a long way in the field of food security but a lot still is required to be done in the sphere of nutritional security. It is the outcome of the industriousness in the arena of agriculture that today India has moved far ahead of the global average milk availability and the per capita milk availability here is more than 400 grams. The result of food security and nutritional security is that the average life span has doubled since independence. In his address, he also drew the attention of the august gathering towards the climate change and was of the view that we need to work in this direction keeping in view international agreements.

On this occasion, Dr. K.M. Bujarbarua, former Vice Chancellor, Assam Agricultural University, Jorhat and Dr. D.V.K Prakashrao, Managing Director, Prakash Foods and Feed Pvt. Ltd., Chennai were conferred with honorary degrees by the Deemed University.

Under the Doctoral Program 2022-23, Gold medal was given to Ms. Priyanka, Dairy Engineering, Silver Medal to Ms. Madhulatha C, Agricultural Extension Education and Bronze Medal was awarded and Ms. Elizabeth Thomas, Dairy Technology. Under the Master’s Program for the year 2022-23, Gold Medal was awarded to Ms. Arpana Raj, Animal Reproduction, Silver Medal to Mr. Akhil K, Animal Nutrition and Bronze Medal to Mr. Amritanshu Upadhyay, Animal Genetics and Breeding. Among the B.Tech (Dairy Technology) students under the year 2022-23, Preeti Rani was bestowed with the Gold Medal, Chetan Soni, the Silver Medal and Narsing, the Bronze Medal. Under the Doctoral Program for the year 2022-23, Merit Certificates were awarded to 14 students while 15 students under Master’s Program for the same year. For the same year, Merit Certificates were given to 10 students under B. Tech (Dairy Technology).

On this esteemed occasion, Dr. Manmohan Singh Chauhan, Vice Chancellor, Govind Ballasabh Pant University of Agriculture and Technology, Pantnagar, Padma Shri Dr. M.L. Madan, Dr. S.L. SJVN gets LOI from Gujarat Urja Vikas Nigam Ltd for 200 MW Solar Project

SJVN Green Energy Limited (SGEL), the renewable energy arm of SJVN, has received Letter of Intent (LOI) from Gujarat Urja Vikas Nigam Limited (GUVNL) for execution of 200 MW Solar Project in GUVNL Phase–XXIII. SJVN Green Energy Limited had earlier bagged the 200 MW Solar Project through tariff based competitive bidding at a tariff of Rs. 2.66 per unit on Build Own and Operate (BOO) basis for which electronic reverse auction was conducted by GUVNL on March 2, 2024.

Chairperson & Managing Director, SJVN, Smt. Geeta Kapur apprised that the tentative cost of construction and development of this project is Rs. 1,100 crores. The project is to be developed at the Gujarat State Electricity Corporation Limited (GSECL) Solar Park at Khavda in Kachchh district of Gujarat. The Power Purchase Agreement (PPA) will be executed with GUVNL after adoption of tariff by GERC. The Project will be commissioned within a period of 18 months from the date of signing of the PPA.

The project is expected to generate 508.40 million units of energy in the first year after commissioning and the cumulative energy generation over a period of 25 years is projected to be about 11,698.16 million units. The commissioning of this project is expected to reduce 5,73,210 tonnes of carbon dioxide emissions.

SJVN Limited, a Mini Ratna- Category-I and Schedule – ’A’ Central Public Sector Enterprise under the administrative control of the Ministry of Power, Government of India, commenced its journey on May 24, 1988 as a joint venture of the Government of India and the Government of Himachal Pradesh. SJVN has diversified into almost all forms of energy i.e. Hydro, Thermal, Wind, Solar, Power trading and Transmission. Looking ahead, SJVN aims to grow by setting ambitious targets to achieve the Shared Vision of 25,000 MW installed capacity by the year 2030 and 50,000 MW installed capacity by the year 2040.

The Bureau of Energy Efficiency under the Ministry of Power, Government of India has come out with one more Standards and Labeling Program, which aims to help consumers make informed choices considering cost-effectiveness and energy performance of various energy-consuming appliances, thus enabling them to save energy, reduce electricity consumption and also contribute to a greener planet. The latest product to be added to BEE’s Standards and Labeling Programs is the Grid-Connected Solar Inverter, with the launch of the Standards and Labeling Program for the solar inverter under voluntary phase, by the Union Power and New & Renewable Energy Minister Shri R. K. Singh in New Delhi today, March 15, 2024. The Program will help consumers in getting better-quality inverters which can be used as part of the solar rooftop system.

Union Power Secretary Shri Pankaj Agarwal; Secretary, New & Renewable Energy, Shri Bhupinder Singh Bhalla; Additional Secretary, Ministry of Power, Shri Ajay Tewari; Additional Secretary, Ministry of New & Renewable Energy, Shri Sudeep Jain; and Director General, BEE Shri Abhay Bakre were also present on the occasion.

“S&L Program is an important tool in reducing carbon dioxide emissions”

Speaking at the launch event, the Union Power and New & Renewable Energy Minister said that the S&L Programs of BEE have resulted in reduction in carbon dioxide emissions by 60 million tonnes per annum. “The S&L Program is an important tool in reducing carbon dioxide emissions. The other advantage is that we save money, given the quantum of energy saved. In this way, the Program benefits both the consumer as well as the system.” The Minister spoke also of the Perform Achieve Trade Scheme of BEE, which he said has resulted in reduction of about 110 million tonnes of carbon dioxide emissions per annum.

“S&L Program a way to ensure product quality, necessary for global competitiveness”

The Power and New & Renewable Energy Minister told the gathering that the S&L Program is a way for ensuring product quality, which is necessary for global competitiveness. “We cannot make in India for the world unless we ensure quality. The days are gone when people will accept some product just because it is made in India.”

“People have been found to be willing to pay a premium if the quality is good”

The Minister informed that people will be willing to pay a premium if the quality is good. “This is seen in action in our S&L Program. This is one of our motivations behind expanding the S&L Program to more and more products. This is the secret of making Indian products competitive across the world.”

“S&L Program for grid-connected solar inverters will further contribute to Rooftop Solar”

The Minister informed that the rooftop solar programme has got a huge fillip with PM-Surya Ghar: Muft Bijli Yojanaannounced by the Prime Minister on February 13, 2024. Transmission and distribution losses have come down to zero and reduction in carbon emissions are huge, since energy consumed is renewable energy, said the Minister. The Minister hoped that the S&L Program for grid-connected solar inverters will contribute to this mission.

About Standards and Labeling Program for Grid-Connected Solar Inverter

The Standards and Labeling Program for Grid Connected Solar Inverter has been launched under voluntary phase, valid from 15th March, 2024 till 31st December, 2025.

The program will function as a Minimum Energy Performance Standard (MEPS) for the product, covering only grid-connected solar inverter without storage, with rated capacity up to 100 kW (in alignment with recent Quality Control Order for solar photovoltaic inverters, issued by the Ministry of New & Renewable Energy). Only BIS-certified solar inverters complying with safety standard IS 16221-2:2015 would be eligible to take part in the program. The endorsement Label adopted is based on minimum overall efficiency criteria in accordance with IS 17980:2022 / IEC 62891:2020 as amended from time to time.

The launch of the S&L Program follows BEE’s launch of Standards & Labeling (S&L) Program for solar panels, in October 2023. The Program for solar inverters aims to further optimize the efficiency of the solar PV system, so that consumers are able to assess the overall efficiency and performance of the inverter before deciding to purchase or use it.

The implementation of the Program is anticipated to yield significant energy savings of 21.1 billion kWh between FY 2024-25 and FY 2033-2034, accompanied by a potential reduction in carbon dioxide emissions of around 15.1 million tonnes during this period.

The market size of all types of solar inverters was close to 2,520 MW in the year 2022-23. The grid connected solar inverter was found to dominate the market with 80% share of the total solar inverter market. It is expected that the solar inverter market will be Rs. 9,352 crores by the year 2026, growing at a projected CAGR of 14.4% during the period from 2020 to 2026.

As per BEE’s market assessment, it is revealed that nearly 63% market share of grid connected solar inverter is of the models with rated output power capacity ranging from 1 kW to 10 kW, 13% share of models are those belonging to the range 11 kW to 20 kW and 24% share of models are above 20 kW rated output capacity.

Solar Inverters are categorized based on system type, technology, rated output power and application.
