The need for adaptive strategies in agriculture, conservation efforts to mitigate detrimental effects of climate change on natural habitat, vegetation and vital bio resources were highlighted at the North-East Conclave on Climate Change: Adaptation and Resilience (NCCCAR-2024), which brought together diverse group of stakeholders from all Northeastern states. The two-day conclave was hosted by DST’s Centre of Excellence at the Department of Environmental Science at Tezpur University to foster the development of innovative solutions to tackle climate change issues, specifically tailored to the unique regional climate of northeast India.

Underscoring the growing global concern regarding climate change, Dr. Anita Gupta Head, Climate, Energy and Sustainable Technology (CEST) Division at the Department of Science and Technology (DST) highlighted the importance of the “5 E’s” – ecology, environment, economy, ecosystem, and energy – and the intricate dynamics among them. She pointed out that the climate-change related issues of the highly diverse ecosystem of Northeast India needs to be studied thoroughly.

Dr. Gupta also emphasised on DST’s goal of creating a substantial research community dedicated to climate-related studies and DST’s involvement in the Conference of Parties (COP).

“According to DST supported research, Northeastern states are most vulnerable and prone to climate risks. There is an urgent need for research institutions in the region to collaborate and share models, data, and maps to assist the government departments, NGOs, and development practitioners in developing adaptation policies and programs. The contributions of DST in the development of climate change research and capacity building in the Northeastern states should be taken advantage of,” said Professor N H Ravindranath, an expert on climate change and sustainable technologies from IISc Bangalore.

Vice-Chancellor of Tezpur University, Prof. Shambhu Nath Singh discussed the contributions of the Department of Environmental Science at Tezpur University in various research fields related to environmental science while Dr. Susheela Negi Senior Director/Scientist F, Climate, Energy and Sustainable Technology (CEST) Division at DST, highlighted the initiative of Department of Science and Technology under the missions NMSKCC and NMSHE.

Both these missions are dedicated to addressing climate change and devising adaptation strategies. Dr. Negi underlined the urgent need for prioritizing adaptation, intervention, and enhancing adaptive capacity in these states.

The event brought together stakeholders including scientists, academicians, researchers, planners, policymakers, and experts in the field and provided a common platform for the exchange of knowledge and ideas to address significant climate change related issues in the northeast region.

Their discussions focused on climate change-induced impacts such as habitat loss, decreased carbon storage, decline in crop yields, changes in the distribution of wild plant species and on how altered water cycles can diminish the ability of ecosystems to provide local ecosystem services with potential consequences for human well-being.

A book on ‘Compendium on Climate Change: Adaptation and Resilience in Northeast India was released at the inaugural ceremony and delegates from different universities, institutes, and organisations shared their insights and perspectives on climate change in the northeast region of India at the various technical sessions.

Prof. K. Marimuthu, Head Dept. of Environmental Science; and Prof. Ashalata Devi, DST’s CoE PI and Convenor of the event, Dr. B.K. Tiwari, Retd. Professor from Department of Environmental Science, NEHU, Shillong were also present on the occasion.  The conclave was a significant step towards fostering dialogue and collaboration in addressing the pressing challenges posed by climate change in the vulnerable ecosystem of the eastern Himalayan region.

Financial upgradation scheme for 2.56 lakhs Gramin Dak Sevaks

Union Minister of Communications, Railways and Electronics & Information Technology Shri Ashwini Vaishnaw today unveiled a financial upgradation scheme to improve service conditions and remove stagnation in service of more than 2.56 lakhs Gramin Dak Sevaks (GDSs) working in the Department of Posts. The GDSs serve as the backbone of the Department of Posts in rural areas and play a vital role in delivering postal and financial services to the remotest part of our nation.

KEY FEATURES OF THE GRAMIN DAK SEVAKS (GRANT OF FINANCIAL UPGRADATION) SCHEME, 2024.

  • Every Gramin Dak Sevak will get three financial upgradations on completion of 12, 24 and 36 years of service amounting to Rs 4,320/-, Rs. 5,520/-, and Rs 7,200/- per annum respectively.
  • This is in addition to the remuneration provided to GDS in the form of ‘Time Related Continuity Allowance (TRCA)’.
  • In a significant step to improve the service conditions of GDS, this scheme is expected to benefit more than 2.56 lakh GDSs and remove stagnation in their service.

A spectacular Passing Out Parade (POP) of third batch of Agniveers (02/2023) was held at INS Chilka, at Odisha on 15 Mar 24. A total of 2,630 Agniveers including 396 women Agniveers passed out in a post sunset ceremony reviewed by Adm R Hari Kumar, Chief of the Naval Staff. V Adm V Srinivas, Flag Officer Commanding-in -Chief, Southern Naval Command was the conducting officer. Shri Sudarshan Sahoo, the master sculptor and recipient of Padma Shri and Padma Vibhusan was the Guest of Honour for the event. Distinguished sports personality and Arjuna awardee M Suranjay Singh, MCPO I (PT) and various achiever veterans were present for the POP. This momentous event was also witnessed by proud family members of the passing out course. The POP marks the culmination of 16 weeks of ab-initio Naval training and beginning of their new voyage in the Indian Navy.

The CNS congratulated the trainees on parade for their impeccable turn out, good military bearing and smart drill. He highlighted that new challenges are emerging from the global security scenario and hence the training acquired should be well utilised to achieve the desired objectives. He impressed upon the Agniveers to hone their skills, be technologically aware and develop a strong foundation of knowledge, willingness to learn and commitment to perform in their respective fields. He also urged them to uphold Navy’s core values of Duty, Honour and Courage while serving the nation with strength and honour. The Reviewing Officer expressed his appreciation to the parents of Agniveers acknowledging their contribution to the country.

The Chief Guest also awarded medals and trophies to the meritorious Agniveers on the occasion. Prathamesh Amit Darekar, Agniveer (SSR), Sanni Kumar Rajak, Agniveer (MR) were awarded Chief of the Naval Staff Rolling Trophy and Gold Medal for Best Agniveer SSR & MR respectively in men’s category. Samruddhi Khandave, Agniveer (SSR) was the Best Woman Agniveer in the overall order of merit and was awarded Gen Bipin Rawat Rolling Trophy.

The third edition of the Station Commanders’ Workshop of the Indian Navy is scheduled from 18-20 Mar 24 at New Delhi. After the successful conduct of two such Workshops INS Hamla at Mumbai (Southern Naval Command) and INS Circars (Eastern Naval Command), the venue shifts to New Delhi, where more than 100 Station Commanders, Unit Heads and Commanding Officers will brainstorm and exchange bright ideas for improving the overall administration of all naval station spread across the length and breadth of the country including the island territories of Lakshadweep and Andaman & Nicobar Islands.

Salient features of the Workshop include professional presentations by NHQ staff, Command HQ staff  and Station Commanders including participation of Naval Welfare and Wellness Association (NWWA). There will be a special session on Early Intervention Centres (EICs) of Indian Navy. An initiative of NWWA, Early Intervention Centre Addresses early detection and intervention of developmental delays in children between 0-6 years. Thus providing timely professional intervention at a very early stage enables them to be a part of mainstream education. EICs are present in all three commands, Delhi and Karwar. The meeting will be chaired by Vice Admiral Gurcharan Singh, Controller of Personnel Services (CPS) with the opening and closing address being delivered by Admiral Hari Kumar, the Chief of Naval Staff.

Nausena Bhawan, the newly-constructed Headquarters of the Indian Navy, located at Delhi Cantt. was officially inaugurated by Raksha Mantri Shri Rajnath Singh on March 15, 2024. The inauguration marks a significant milestone for the Indian Navy as it establishes its first independent headquarters in Delhi.

Previously, the Navy operated from 13 different locations, necessitating a consolidated and purpose-built facility such as Nausena Bhawan. The architectural design of Nausena Bhawan was selected through a rigorous all-India Competition process, ensuring the building’s functionality and aesthetic appeal. Comprising three wings across four stories, the building incorporates innovative construction technologies to optimize efficiency and sustainability.

Efforts toward energy and water conservation are evident throughout the complex, with the integration of solar generation systems and advanced building materials. The Hybrid Reinforced Cement Concrete Construction system enables the construction of large spans with maximum speed, while the building’s design emphasises integration with natural elements through landscaped gardens and internal courtyards.

Internally, Nausena Bhawan boasts a comfortable and congenial atmosphere facilitated by a Central Heating, Ventilation & Air Conditioning system utilising Advanced Oxidation Plasma technology. Moreover, the complex is equipped with a state-of-the-art Integrated Building Management System, ensuring efficient coordination and monitoring of security services and utility systems.

The building has achieved a Green Rating IV under the Integrated Habitability Assessment, underscoring its commitment to sustainable practices. Additionally, the complex features a comprehensive three-tier security system, including cutting-edge technologies such as Automatic Underbelly scanning of vehicles, Power fence, Face Recognition Cameras, Bollards, Vehicle Stoppers, Access Control, and Security Cameras.

In line with modern office practices, Nausena Bhawan is equipped with extensive IT infrastructure supported by UPS systems, promoting a paperless work environment and meeting the stringent network requirements of the Navy. The inauguration represents a significant step forward for the Indian Navy, providing a centralised and technologically advanced headquarters that reflects the nation’s commitment to maritime excellence and national security.

In a first of its kind initiative, the Election Commission of India (ECI) in association with the Board of Control for Cricket in India (BCCI) organised an Exhibition Cricket Match between the Indian Deaf Cricket Association (IDCA) Team and the Delhi & District Cricket Association (DDCA) team to foster voter education and inclusivity. The match was held on March 16, 2024 at Karnail Singh Stadium in New Delhi. On the occasion, Ms. Sheetal Devi, a distinguished Para-archer, and Arjuna Awardee, was announced as the National Icon in the PwD category.

The event was graced by Chief Election Commissioner Shri Rajiv Kumar and Election Commissioner’s Shri Gyanesh Kumar and Shri Sukhbir Singh Sandhu who felicitated the winning team. Renowned former Indian Cricketer, Nikhil Chopra, was also invited as the special guest alongside officials from DDCA and IDCA.

This cricket match exemplified the commitment made by CEC Shri Rajiv Kumar to the Indian deaf Cricket team when he felicitated them for bringing laurels to the nation by winning the T20 Champions Trophy held in UAE, on the eve of International Day of PwDs in 2022. He had mentioned that “ECI will explore the possibility of sponsoring a match of the Indian Deaf Cricket Association team with mainstream cricket teams.

Both teams put up a spirited performance to entertain and thrill the crowd of 2500 spectators including Persons with Disabilities (PwDs) of various categories and young voters, gathered under a bright blue sky to enjoy the match. The DDCA team won by 69 runs (Scorecard- DDCA  190/5; IDCA – 121/8) in a match where the message of inclusivity and togetherness was the ultimate victor. The message of ‘Nothing like voting, I vote for sure’ rang loud and true throughout the event.

Nitin Gadkari sanctions 188.95 Cr for development, ops & maintenance of existing ropeway between Ujjain Railway Station and Mahakaleshwar Temple

Union Minister for Road Transport and Highways Shri Nitin Gadkari in a post said  for development, operation and maintenance of the existing ropeway between Ujjain Junction Railway Station and Mahakaleshwar Temple in Ujjain district of Madhya Pradesh  Rs 188.95 crore has been approved  under Hybrid Annuity Mode.

Shri Gadkari said the proposed ropeway will help in movement especially during the peak pilgrimage season and reduce the travel time to 7 minutes. The ropeway will facilitate 64,000 pilgrims every day. The Union Minister said it will promote tourism  and provide eco-friendly means of transportation while creating new employment opportunities.

ITU/FAO Workshop | Cultivating tomorrow- Advancing digital agriculture via IoT & AI

International Telecommunication Union (ITU) is organizing a Workshop on “Cultivating tomorrow: Advancing digital agriculture through IoT and AI,” in collaboration with the Food and Agriculture Organization (FAO) of the United Nations. This event will be hosted by the Telecommunication Engineering Centre (TEC) of the Department of Telecommunications (DoT) and the Indian Council of Agricultural Research (ICAR), Department of Agricultural Research and Education (DARE), Ministry of Agriculture and Farmers’ Welfare, Government of India.

The Workshop is scheduled to take place on 18 March 2024 at the National Agricultural Science Complex (NASC), ICAR in the National Capital. The Workshop will be followed by the 9th meeting of the ITU/FAO Focus Group on “Artificial Intelligence (AI) and Internet of Things (IoT) for Digital Agriculture” (FG-AI4A) on 19 March 2024 at the same venue.

Around 200 delegates are expected to participate including international participants.  They will share their experiences in this emerging field, poised to bring a complete transformation in agriculture, often referred to as Agriculture 4.0. Participation is open to ITU Member States, Sector Members, Associates, ITU Academia, and individuals from countries that are members of the ITU, as well as members of international, regional, and national organizations in hybrid mode.

With the growing world population and climate change posing challenges to traditional farming practices, leveraging technology becomes imperative for sustainable food production. The workshop will explore the application of Internet of Things (IoT), Artificial Intelligence/Machine Learning (AI/ML), Unmanned Aerial Vehicles (UAVs) and other cutting-edge technologies across the entire value chain of agriculture, from production to consumption, including post-harvest management and marketing. The workshop will delve into how these technologies can revolutionize agriculture by providing farmers with real-time data, predictive analytics and actionable insights.

Moreover, during the workshop, the Technical report on “Revolutionizing Agriculture: The Digital Transformation of Farming” will be released. This report will serve as a reference document for stakeholders of the agricultural sector, guiding decision-makers on harnessing the power of technology to drive sustainability, efficiency, and resilience in food production.
