Boeing Starliner Spacecraft Completes Successful Launch

– Launch marks first crewed launch of Starliner to the International Space Station

– Rendezvous and docking with ISS are scheduled for June 6

CAPE CANAVERAL, Fla.: NASA astronauts Barry “Butch” Wilmore and Sunita “Suni” Williams became the first people to launch to orbit inside a Boeing Starliner, lifting off from the Cape Canaveral Space Force Station at 10:52am ET and embarking on a 25-hour flight to the International Space Station (ISS). The launch marks the beginning of the NASA-Boeing Starliner Crew Flight Test (CFT).

“This crew flight test represents the beginning of a new era of space exploration as we watch astronauts Wilmore and Williams put Boeing’s Starliner through its paces on the way to the International Space Station,” said Boeing Defense, Space & Security President and CEO Ted Colbert. “This is a great start. We look forward to getting the astronauts safely to the space station and back home.”

Wilmore and Williams are also the first to launch on an Atlas V rocket and are currently experiencing microgravity on their way to the space station. They will conduct a series of flight test objectives, including manually flying Starliner.

Along with the two crew members, Starliner is carrying about 760 pounds (345 kilograms) of cargo. Once docked to the ISS, Wilmore and Williams will spend about a week on station before returning to Earth. Following a successful CFT, Boeing and NASA will continue working to certify Starliner for long-duration operational missions to the ISS.

The Central Board of Indirect Taxes & Customs (CBIC), Department of Revenue, Ministry of Finance, invites suggestions on the draft ‘Central Excise Bill, 2024’ from stakeholders by 26th June 2024.

The CBIC has prepared a draft ‘Central Excise Bill, 2024.’ Once enacted, the Bill shall replace the Central Excise Act, 1944. The Bill aims to enact a comprehensive modern central excise law with an emphasis on promoting ease of doing business and repealing old and redundant provisions. The Bill comprises twelve chapters, 114 (one hundred and fourteen) sections and two schedules.

As a part of the pre-legislative consultative process, the draft ‘Central Excise Bill, 2024’ has been uploaded on the website of CBIC [https://www.cbic.gov.in] for inviting suggestions from the stakeholders in the following format within 21 days:

The Ministry of Agriculture and Farmers Welfare has released Third Advance Estimates of Major Agricultural Crops for the year 2023-24. From the last agricultural year, the summer season has been segregated from Rabi season and incorporated in the Third Advance Estimates. Hence, this Advance Estimates of area, production and yield includes Kharif, Rabi & Summer season.

This estimate has been primarily prepared on the basis of information received from State Agricultural Statistics Authorities (SASAs). The data received has been validated and triangulated with information received from Remote Sensing, Weekly Crop Weather Watch Group and other agencies. Further the climatic conditions, previous trends, price movements, mandi arrivals etc. are also considered while preparing the estimates.

The details of production of various crops are given as under:

  • Wheat – 1129.25 LMT
  • Maize – 356.73 LMT
  • Shree Anna– 174.08 LMT
  • Tur – 33.85 LMT

Total foodgrain production is estimated at 3288.52 LMT, which is slightly lower than foodgrain production of 2022-23 while higher by 211.00 LMT from average foodgrain production of last 5 years (2018-19 to 2022-23) of 3077.52 LMT.

Total Rice production is estimated at 1367.00 LMT as compared to 1357.55 LMT in 2022-23, showing an increase of 9.45 LMT. Production of Wheat is estimated at 1129.25 LMT which is higher by 23.71 LMT from previous year’s wheat production. Production of Shree Anna is estimated at 174.08 LMT showing a marginal increase of 0.87 LMT from 2022-23 production. Further, Production of Nutri/Coarse Cereals is estimated at 547.34 LMT which is higher by 46.24 LMT from average Nutri/ Coarse Cereals production.

Production of Tur is estimated at 33.85 LMT which is marginally higher by 0.73 LMT from last year’s production of 33.12 LMT. Production of Lentil is estimated at 17.54 LMT which is higher by 1.95 LMT than the previous year’s production of 15.59 LMT. The production of Soybean is estimated at 130.54 LMT and production of Rapeseed & Mustard is estimated at 131.61 LMT which higher by 5.18 LMT to last year’s production. The production of Cotton is estimated at 325.22 Lakh Bales (of 170 Kg each) and production of Sugarcane is estimated at 4425.22 LMT.

While preparing the Kharif crop production estimates the Crop Cutting Experiments (CCEs) based yield has been considered. Further, the process of recording CCEs have been re-engineered by the implementation of Digital General Crop Estimation Survey (DGCES) which was rolled out in 16 states during the Rabi season. The yield results received under DGCES has been predominantly used to arrive at rabi crop production. Further, summer crop production is based on the average of last 3 years yield.

The Competition Commission of India (CCI) has approved the proposed combination involving acquisition by IRB Infrastructure Trust in Meerut Budaun Expressway Limited.

Anahera Investment Pte. Ltd. (Anahera), Bricklayers Investment Pte. Ltd. (Bricklayers), Chiswick Investment Pte. Ltd. (Chiswick), Stretford End Investment Pte. Ltd. (Stretford), and  Dagenham Investment Pte. Ltd. (Dagenham), are collectively referred to as “GIC Unitholders”. GIC Unitholders are wholly-owned subsidiaries of GIC Infra Holdings Pte. Ltd. (GIC Infra) which, in turn, is a wholly-owned subsidiary of GIC (Ventures) Pte. Ltd. (GIC Ventures). Each of the GIC Unitholders are special purpose vehicles organized as a private limited company in Singapore that is a part of a group of investment holding companies managed by GIC Special Investments Private Limited (GICSI) (GIC Group).

IRB Infrastructure Trust (InvIT) is a private trust registered as an infrastructure investment trust with the Securities and Exchange Board of India under the Securities and Exchange Board of India (Infrastructure Investment Trusts) Regulations, 2014. The units of the InvIT are listed on the National Stock Exchange. InvIT forms a part of each of IRB and GIC Group. The InvIT holds a portfolio of toll road assets, operated and maintained pursuant to concessions awarded by the National Highways Authority of India and certain state concessioning authorities.

IRB Infrastructure Developers Ltd. (IRB), the sponsor and the project manager of the InvIT, is engaged in construction works in engineering, procurement and construction contracts, and providing operation and maintenance services, across three modes of Roads and Highways concessions it operates: (a) Build, Operate, and Transfer, (b) Hybrid Annuity Model; and (c) Toll-Operate- Transfer. The equity shares of IRB are listed on the BSE Limited and the NSE.

Meerut Budaun Expressway Limited (MBEL) is a special purpose vehicle which has been incorporated for the development of package I of the Ganga Expressway, i.e., the project involving building, operation and transfer of a six-lane greenfield expressway corridor of 129.7 km between Meerut and Budaun in Uttar Pradesh.

By way of the proposed transaction, the Acquirers, inter alia, contemplate the following:

  1. Step 1: Proposed subscription of non-convertible debentures (NCDs) of MBEL by each of IRB and Anahera, respectively (NCD Subscription). In the event that the Parties are unable to complete the NCD Subscription for any reason, the InvIT proposes to subscribe to such NCDs of MBEL (Alternate InvIT NCD Subscription).
  2. Step 2: Proposed fresh issuance of units by the InvIT to its existing unitholders (i.e., each of IRB and one or more of the GIC Unitholders in the InvIT) (Trust Unit Issue).
  3. Step 3: Proposed acquisition of equity shares of MBEL and NCDs of MBEL by the InvIT (MBEL Acquisition).  (Proposed Combination).

Coal and Lignite PSUs lead the way in Land Restoration & Sustainability

Coal and Lignite Public Sector Undertakings (PSUs), under the guidance of the Ministry of Coal, have not only increased coal production levels over the years to meet the escalating energy demands of the nation but have also demonstrated their dedication to environmental preservation by implementing various mitigation measures. One such measure involves reclaiming mined-out areas through extensive plantation efforts in and around coal-bearing regions.

As the year marks the 30th anniversary of the UN Convention to Combat Desertification (UNCCD), focus of World Environment Day, 2024 is on land restoration, desertification and drought resilience, under the slogan “Our Land. Our Future. We are #GenerationRestoration”. The theme emphasizes the importance of sustainable land management and the need to rehabilitate degraded lands to ensure a sustainable future for all. Coal Ministry has released a report titled “Greening Initiative in Coal & Lignite PSUs”, which highlights the efforts of the PSUs in the coal and lignite sectors to restore and rejuvenate mined-out lands. These PSUs have undertaken extensive afforestation and ecological restoration projects, transforming barren landscapes into thriving green areas. Such initiatives not only combat desertification and enhance drought resilience but also contribute to carbon sequestration and biodiversity conservation. By integrating these greening efforts, the report underscores the significant role that coal sector can play in advancing the goals of land restoration and promoting environmental sustainability. This synergy between global ambitions and local actions illustrates a comprehensive approach to preserving our planet’s land resources for future generations.

Secretary, Ministry of Coal, Shri Amrit Lal Meena commended the endeavours undertaken by CMPDI and the Sustainability & Just Transition Division of the Ministry of Coal in compiling this report. He also expressed his anticipation that the report would garner significant attention and be leveraged to augment green cover through the adoption of innovative techniques, such as seed ball plantation, seed casting via drones and Miyawaki plantation, within coal mines by other entities. It aims to outline the initiatives undertaken by the coal sector to increase green cover in coal regions through reclamation efforts.

This report emphasizes the consistent and earnest endeavours made by Coal/Lignite PSUs to mitigate the environmental impact of coal mining through ongoing reclamation and afforestation endeavours. The report presents greening initiatives carried out in both closed and active coal mines, alongside a blueprint for a more sustainable and eco-friendly future. The data provided has undergone validation through Remote Sensing Studies and on-site ground-truthing surveys at selected locations. This report stands as the initial comprehensive documentation of baseline data regarding greening efforts by Coal/Lignite PSUs, setting a standard for forthcoming scientific investigations. Contained within the report is a compilation of mine-specific data by the companies concerning land usage status, corresponding reclamation efforts and both current and planned plantations, both within and outside project sites. The amalgamated data is presented to depict land usage across coal mines, the extent of completed reclamation projects, and the varieties of plantations undertaken. Additionally, a roadmap has been outlined for future plantation initiatives planned until the fiscal year 2029-2030, taking into consideration the necessary advancements in effective land reclamation and the sustainable utilization of mining-degraded lands.

Afforestation in Jamuna OC, SECL, Anuppur, Madhya Pradesh

Coal/Lignite PSUs are implementing scientific reclamation techniques for mined-out lands according to technical and biological schedules outlined in mining plans. Additionally, they are pioneering community-oriented land uses such as restored forests, eco-parks, eco-tourism sites, etc. According to the report, Coal/Lignite PSUs have established green cover spanning approximately 50,000 Ha in and around coal mining regions over the years. This includes biological reclamation of de-coaled land covering around 29,592 Ha, additional plantation efforts like avenue plantation within mine leaseholds accounting for roughly 12,673 Ha and plantation activities outside mine leaseholds covering about 7,735 Ha. This collective effort is estimated to create a carbon sink potential of approximately 2.5 million tonnes of CO2 equivalent per year.

It is anticipated that this report will reinforce the commitment to land reclamation and management among coal PSUs, while also catalysing the establishment of sustainable green cover across coal mining projects. This initiative will further contribute to the augmentation of India’s green cover, thereby aiding in the fulfilment of India’s Nationally Determined Contribution (NDC) target of achieving a carbon sink of 2.5 to 3.0 billion tonnes by the year 2030. The Competition Commission of India (CCI) has approved the proposed combination involving acquisition in IRB Infrastructure Trust and MMK Toll Road Private Limited by Cintra.

Cintra InvIT Investments B.V. (Cintra SPV 1) and Cintra IM Investments B.V. (Cintra SPV 2) are collectively referred to as “Acquirers” The Acquirers are SPVs (wholly-owned subsidiaries of Cintra Global S.E.) which have been incorporated in the Netherlands for the purpose of the Proposed Combination and belong to the Ferrovial group. The Cintra division of the Ferrovial group undertakes activities in relation to toll roads development and management, and the Ferrovial group is a global developer of transport infrastructure, mobility solutions, engineering and is engaged in the construction of civil works and buildings.

IRB Infrastructure Trust (Private InvIT) is a private trust registered under the Indian Trusts Act 1882 and SEBI’s Infrastructure Investment Trusts Regulations 2014. The sponsors of the trust are IRB Infrastructure Developers Ltd (IRB ListCo) and GIC. It is operating 14 highways assets, which are being managed pursuant to the concessions granted by the respective nodal agencies. The Private InvIT invests in road infrastructure assets in India and all road projects of the Private InvIT are held through SPVs. MMK Toll Road Private Limited (IM) is the investment manager of the Private InvIT which is an InvIT registered with the SEBI.

The Proposed Combination involves: (i) Acquisition of approximately 24% of the issued and outstanding unitholding (on a fully-diluted basis) along with certain commercially negotiated rights in the Private InvIT by Cintra SPV 1 (InvIT Transaction); (ii) Simultaneous acquisition of approximately 24% equity shareholding along with the right to nominate a director on the board of directors of the IM of the Private InvIT by Cintra SPV 2 (IM Transaction) (Proposed Combination).

FSSAI | FBOs to remove claim of 100% Fruit Juices from label & ads of Fruit Juices

The Food Safety and Standards Authority of India (FSSAI) has issued a directive mandating all Food Business Operators (FBOs) to remove any claim of ‘100% fruit juices’ from the labels and advertisements of reconstituted fruit juices with an immediate effect. All the FBOs have also been instructed to exhaust all existing pre-printed packaging materials before 1st September, 2024.

It has come to the attention of FSSAI that several FBOs have been inaccurately marketing various types of reconstituted fruit juices by claiming them to be 100% fruit juices. Upon thorough examination, FSSAI has concluded that, according to the Food Safety and Standards (Advertising and Claims) Regulations, 2018, there is no provision for making a ‘100%’ claim. Such claims are misleading, particularly under conditions where the major ingredient of the fruit juice is water and the primary ingredient, for which the claim is made, is present only in limited concentrations, or when the fruit juice is reconstituted using water and fruit concentrates or pulp.

In the clarification issued regarding the marketing and selling of reconstituted fruit juices as ‘100% fruit juices’, FBOs are reminded that they must comply with the standards for fruit juices as specified under sub-regulation 2.3.6 of the Food Safety and Standards (Food Products Standards & Food Additives) Regulation, 2011. This regulation states that products covered by this standard must be labelled in accordance with the Food Safety and Standards (Labelling and Display) Regulations, 2020. Specifically, in the ingredient list, the word “reconstituted” must be mentioned against the name of the juice that is reconstituted from the concentrate. Additionally, if added nutritive sweeteners exceed 15 gm/kg, the product must be labelled as ‘Sweetened juice’.

Highlights of 2023-24 (Second Advance Estimates)      

  • The horticulture production in the country in 2023-24 (Second Advance Estimates) is estimated to be about 352.23 Million Tonnes, decrease of about 32.51 Lakh Tonnes (0.91%) over 2022-23 (Final Estimates).
  • Increase in production of Fruits, Honey, Flowers, Plantation Crops, Spices and Aromatics & Medicinal Plants is seen over 2023-24 (Final Estimates) whereas decrease in Vegetables.
  • The production of Fruits is expected to reach 112.63 Million Tonnes, mainly due to increases in production of Banana, Lime/Lemon, Mango, Guava and Grapes. On the other hand, production of Apple and Pomegranate are expected to decrease as compared to 2022-23
  • Production of Vegetables is envisaged to be around 204.96 Million Tonnes. Increase is expected in production of Bottlegourd, Bittergourd, Cabbage, Cauliflower, Pumpkin, Tapioca, Carrot and Tomato, whereas, decrease in production is envisaged in Onion, Potato, Brinjal and Other Vegetables.
  • Production of Onion is expected to be at 242.12 Lakh Tonne in 2023-24 (Second Advance Estimates) compared to 302.08 Lakh Tonne last year, a decrease by about 60 Lakh Tonne.
  • Potato production in the country is expected to arond 567.62 Lakh Tonne in 2023-24 (Second Advance Estimates) that is, a decrease by about  34 Lakh Tonne, mainly due  to decrease in production reported in Bihar and West Bengal.
  • Production of Tomato is expected to be around 212.38 Lakh Tonne in 2023-24 (Second Advance Estimates) compared to around 204.25 Lakh Tonne last year, an increase by 3.98% Lakh Tonne.

TMC acquires Advanced Intraoperative Imaging for Complex Brain Tumour surgeries

The Neurosurgery department at Tata Memorial Centre (TMC), Mumbai, recently procured a state-of-the art intraoperative Ultrasound (iUS) machine for performing complex brain tumour surgeries. The neurosurgery team at Tata Memorial Centre, led by Dr Aliasgar Moiyadi, has pioneered the application of iUS in India, and is one of the leading teams across the world. iUS is cost -efficient and with appropriate training, can become an important adjunct in the neurosurgeon’s armamentarium. The bKActiv machine, which was recently acquired by the department is the first installation of this advanced iUS system in the country.

Intraoperative imaging is crucial for safely and accurately removing intrinsic brain tumours. Combined with navigational aids (which is like a surgical GPS system), the iUS machine allows neurosurgeons to precisely track tumour remnants. Further, when combined with brain mapping techniques like awake surgery, they enable removal of tumours radically, even near critical functioning brain regions.

The system was unveiled on Saturday, 1st June 2024 at the Tata Memorial Hospital, Parel, Mumbai, in the presence of Dr. Shailesh Shrikhande, Dy. Director Tata Memorial hospital; Dr. Aliasgar Moiyadi, Chief of Neurosurgery, Tata Memorial Centre; and Shri Chaitanya Sarawate, Managing Director, Wipro GE Healthcare South Asia, along with the entire departmental and operation theatre personnel.

Dr. Moiyadi believes this advanced tool is likely to help his team and benefit the large number of brain tumour patients operated at the centre, many of whom are unable to access state-of-the-art care at subsidized rates elsewhere. iUS, being less costly than other intraoperative imaging systems (like intraoperative MRI), is particularly beneficial for resource constrained healthcare systems like ours. The department has also led efforts to train neurosurgeons and equip them with the necessary skills to optimally perform iUS-guided surgeries, conducting training courses both in India as well as globally, hoping that more neurosurgeons can adopt this useful technique and disseminate the benefits to a larger number of patients across India. Dr. A Moiyadi also pointed out that this equipment was procured with the aid of a generous grant provided by UBS. He said that TMC is grateful for the support provided by UBS and highlighted the importance of such contributions, which strengthens TMC’s efforts of providing advanced cancer care for all Indians.

Speaking at the launch event, Shri Sarawate said, “We are committed to designing active imaging systems that help surgeons visualize anatomy and lesions, guide interventions, and navigate inside the human body – and this collaboration marks a significant milestone in advancing healthcare technology in India. The Indian presentation on Centralized Public Grievance Redress and Monitoring System (CPGRAMS) was made by Secretary Department of Administrative Reforms and Public Grievances (DARPG) Shri V.Srinivas on 3 June 2024. Mr. Dan Chenok Executive Director IBM Centre for the Business of Government conducted the interaction in which a number of commendations were received from the US government officials.

Key highlights of the presentation included:

  1. The acknowledgment of technology’s potential to bridge the gap between citizens and government, empowering citizens, and optimizing transparency and accountability.
  2. The implementation of CPGRAMS’ 10-step reforms has resulted in significant improvement in quality of grievance redressal and reduction of timelines of grievance redressal.

Air France-KLM extends strategic partnership with WFS in North America with new 3-year Phoenix contract

Paris: Worldwide Flight Services (WFS), a member of the SATS Group, has won a three-year contract to provide passenger and ramp handing services for Air France at Phoenix Sky Harbor International Airport.

Launched on May 23, 2024, Phoenix is the airline’s 17th destination in the United States. Air France now operates three direct flights a week connecting Paris Charles de Gaulle and Phoenix, the capital of the U.S. state of Arizona.

This new contract represents WFS’ third new ground handling agreement with the Air France-KLM Group in North America in the last 12 months.

“The opportunity to support the launch of Air France’s newest route in the United States reflects the growing relationship between Air France-KLM and WFS, and the airlines’ confidence in our ability to meet their high standards for customer service and operational excellence,” said Paul Walton, Senior Vice President, Ground Handling & Express Cargo at WFS.
