MoD inks MoUs with four banks to onboard them as SPARSH Service Centres across 1,128 branches pan India

New Delhi: Defence Accounts Department (DAD), Ministry of Defence has signed Memoranda of Understanding (MoUs) with Bank of India, Canara Bank, Central Bank of India and Utkarsh Small Finance Bank in New Delhi to onboard them as SPARSH [System for Pension Administration (Raksha)] Service Centres across 1,128 branches of the four banks across the country. The MoUs will provide last-mile connectivity to pensioners, especially in remote areas where they do not have technical wherewithal to log on to SPARSH.

These Service Centres will become an interface for pensioners for SPARSH, providing an effective medium to update their profile; register grievances; digital annual identification; data verification, besides fetching detailed information regarding their monthly pension. The access to these centres would be provided free of cost, with nominal service charges being borne by the DAD.

With these MoUs, SPARSH Services would now be available at over 26,000 branches of a total of 15 banks across the country. This is in addition to 199 dedicated service centres of DAD, and more than 3.75 lakh Common Service Centers across the country.

SPARSH is an initiative of the Ministry of Defence which aims to provide comprehensive solution to the defence pensioners. It is a fundamental change in managing defence pensions as it focuses on bringing in efficiency, responsiveness and transparency.

Two-day ‘Varshik Niti Samvad Shivir’ of NCC held in New Delhi

New Delhi: A two-day ‘Varshik Niti Samvad Shivir’ of the National Cadet Corps (NCC) took place in New Delhi on June 4-5. The conference’s primary focus was to review the progress of the ongoing expansion plan of NCC as per the Government directives to meet the aspirations of the youth. It was inaugurated by DG NCC Lt Gen Gurbirpal Singh and attended by Additional Directors General & Deputy Directors General representing NCC Directorates from across the country.

During the meeting, DG NCC highlighted the substantial efforts made in the last one year to enhance training, infrastructure and logistics functions of the NCC. He emphasised on the need for institutionalised training to be the raison de’être (reason for being) of all Directorates in order to meaningfully contribute towards nation building, social awareness and community development programmes. He reiterated NCC’s unwavering commitment to motivate young Indians and transform them into responsible citizens, in sync with the Government policies towards making the country ‘Viksit Bharat’ by 2047.

The conference was held at the newly-renovated Pratap Conference Hall, DG NCC Camp, Cariappa Parade Ground in New Delhi. The hall is named after Cadet Sergeant Pratap Singh of the 10th Punjab Battalion NCC, Gurdaspur who was awarded the Ashok Chakra Class III for his gallantry and selfless devotion to duty during firefighting operations at Gurdaspur Railway Station on September 13, 1965 during the war.

BAE Systems gets US Navy contract; electronic warfare pods to protect USN P-8A Poseidon aircraft

Falls Church, Virginia: BAE Systems received an $95 million contract from the U.S. Navy for advanced countermeasure pods to protect the P-8A Poseidon Multi-Mission Maritime Aircraft from missiles and other threats. The electronic warfare (EW) pod detects and counters inbound threats, protecting the Poseidon and its crews, and expanding the aircraft’s operating range in contested environments.
“We’re working closely with the U.S. Navy to deliver innovative solutions to protect this critical, high-value aircraft,” said Don Davidson, director of Advanced Compact Electronic Warfare Solutions at BAE Systems. “We quickly prototyped a very capable system using proven technology to defend against air-to-air and surface-to-air guided threats.”
BAE Systems’ survivability pod provides early threat detection and effective countermeasures to protect U.S. and international high-value airborne assets. The system’s flexible, open architecture design allows rapid and affordable modernization, is compatible with future threat-detection and decoy countermeasure capabilities, and can host third-party EW techniques.
The engineering and manufacturing development (EMD) contract follows a rapid-response contract from the U.S. Navy to demonstrate the system in 2021. The BAE Systems team designed, built, and tested a demonstration pod, exhibiting strong military-industry collaboration and rapid prototyping. The EMD contract follows successful airworthiness and effectiveness testing.
The P-8A self-protection pod is part of BAE Systems’ Intrepid Shield™ layered approach to aircraft and ground platform survivability that uses the full electromagnetic spectrum to detect, exploit, and counter advanced threats. The pod can be rapidly adapted for other high-value airborne assets, enabling them to operate in contested environments.
Work on the P-8A pod and its components is conducted at BAE Systems’ state-of-the-art facilities in Nashua, New Hampshire and Austin, Texas.

Airbus, Helsing to collaborate on AI for teaming of manned, unmanned military aircraft

Berlin: Airbus Defence and Space and Helsing, Europe’s leading defence AI and software company, signed a framework cooperation agreement at the ILA aerospace trade show in Berlin.

According to the agreement, the companies will work together on artificial intelligence (AI) technologies which will be used in a future  Wingman system. This unmanned fighter-type aircraft will operate with current combat jets and receive its tasks from a pilot in a command aircraft such as the Eurofighter.

Airbus is also presenting its Wingman concept for the first time at the ILA. As a response  to increasing operational requirements by the German Air Force, the Wingman is intended to augment the capabilities of manned combat aircraft with uncrewed platforms that can carry weapons and other effectors. 

“The current conflicts on Europe’s borders show how important air superiority is,” said Mike Schoellhorn, CEO at Airbus Defence and Space. “Manned-Unmanned Teaming will play a central role in achieving air superiority: With an unmanned Wingman at their side, fighter pilots can operate outside the danger zone. They give the orders and always have the decision-making authority. Supported by AI, the wingman then takes over the dangerous tasks, including target reconnaissance and destruction or electronic jamming and deception of enemy air defense systems.”

“Whilst we will always have a human in the loop, we must realize that the most dangerous parts of an unmanned mission will see a high degree of autonomy and thus require AI”, said Gundbert Scherf, Co-CEO at Helsing. “From the processing of data from sensors over the optimization of sub-systems to closing the loop on system-level: software-defined capabilities and AI will be a critical component of the Wingman system for the German Air Force.”

Under the AI agreement, Airbus will provide its expertise in the interaction of unmanned and manned military aircraft, so-called Manned-Unmanned Teaming, and as prime contractor of major European defense programs such as the Eurofighter or the A400M military transporter. Helsing will contribute its AI stack of relevant software-defined mission capabilities, including the fusion of various sensors and algorithms for electronic warfare.

Boeing Starliner Spacecraft Completes Successful Launch

CAPE CANAVERAL, Fla.: NASA astronauts Barry “Butch” Wilmore and Sunita “Suni” Williams became the first people to launch to orbit inside a Boeing Starliner, lifting off from the Cape Canaveral Space Force Station at 10:52am ET and embarking on a 25-hour flight to the International Space Station (ISS). The launch marks the beginning of the NASA-Boeing Starliner Crew Flight Test (CFT).

“This crew flight test represents the beginning of a new era of space exploration as we watch astronauts Wilmore and Williams put Boeing’s Starliner through its paces on the way to the International Space Station,” said Boeing Defense, Space & Security President and CEO Ted Colbert. “This is a great start. We look forward to getting the astronauts safely to the space station and back home.”

Wilmore and Williams are also the first to launch on an Atlas V rocket and are currently experiencing microgravity on their way to the space station. They will conduct a series of flight test objectives, including manually flying Starliner.

Along with the two crew members, Starliner is carrying about 760 pounds (345 kilograms) of cargo. Once docked to the ISS, Wilmore and Williams will spend about a week on station before returning to Earth. Following a successful CFT, Boeing and NASA will continue working to certify Starliner for long-duration operational missions to the ISS.

CBIC invites suggestions on draft Central Excise Bill, 2024

The Central Board of Indirect Taxes & Customs (CBIC), Department of Revenue, Ministry of Finance, invites suggestions on the draft ‘Central Excise Bill, 2024’ from stakeholders by 26th June 2024.

The CBIC has prepared a draft ‘Central Excise Bill, 2024.’ Once enacted, the Bill shall replace the Central Excise Act, 1944. The Bill aims to enact a comprehensive modern central excise law with an emphasis on promoting ease of doing business and repealing old and redundant provisions. The Bill comprises twelve chapters, 114 (one hundred and fourteen) sections and two schedules.

As a part of the pre-legislative consultative process, the draft ‘Central Excise Bill, 2024’ has been uploaded on the website of CBIC [https://www.cbic.gov.in] for inviting suggestions from the stakeholders in the following format within 21 days:

The Ministry of Agriculture and Farmers Welfare has released Third Advance Estimates of Major Agricultural Crops for the year 2023-24. From the last agricultural year, the summer season has been segregated from Rabi season and incorporated in the Third Advance Estimates. Hence, this Advance Estimates of area, production and yield includes Kharif, Rabi & Summer season.

This estimate has been primarily prepared on the basis of information received from State Agricultural Statistics Authorities (SASAs). The data received has been validated and triangulated with information received from Remote Sensing, Weekly Crop Weather Watch Group and other agencies. Further the climatic conditions, previous trends, price movements, mandi arrivals etc. are also considered while preparing the estimates.

The details of production of various crops are given as under:

Total Foodgrains– 3288.52 LMT

  • Wheat – 1129.25 LMT
  • Maize – 356.73 LMT
  • Shree Anna– 174.08 LMT
  • Tur – 33.85 LMT

Total foodgrain production is estimated at 3288.52 LMT, which is slightly lower than foodgrain production of 2022-23 while higher by 211.00 LMT from average foodgrain production of last 5 years (2018-19 to 2022-23) of 3077.52 LMT.

Total Rice production is estimated at 1367.00 LMT as compared to 1357.55 LMT in 2022-23, showing an increase of 9.45 LMT. Production of Wheat is estimated at 1129.25 LMT which is higher by 23.71 LMT from previous year’s wheat production. Production of Shree Anna is estimated at 174.08 LMT showing a marginal increase of 0.87 LMT from 2022-23 production. Further, Production of Nutri/Coarse Cereals is estimated at 547.34 LMT which is higher by 46.24 LMT from average Nutri/ Coarse Cereals production.

Production of Tur is estimated at 33.85 LMT which is marginally higher by 0.73 LMT from last year’s production of 33.12 LMT. Production of Lentil is estimated at 17.54 LMT which is higher by 1.95 LMT than the previous year’s production of 15.59 LMT. The production of Soybean is estimated at 130.54 LMT and production of Rapeseed & Mustard is estimated at 131.61 LMT which higher by 5.18 LMT to last year’s production. The production of Cotton is estimated at 325.22 Lakh Bales (of 170 Kg each) and production of Sugarcane is estimated at 4425.22 LMT.

While preparing the Kharif crop production estimates the Crop Cutting Experiments (CCEs) based yield has been considered. Further, the process of recording CCEs have been re-engineered by the implementation of Digital General Crop Estimation Survey (DGCES) which was rolled out in 16 states during the Rabi season. The yield results received under DGCES has been predominantly used to arrive at rabi crop production. Further, summer crop production is based on the average of last 3 years yield.
