IndianBureaucracy, New Delhi – Five 2022 Batch of IAS Officer Trainees have recently been assigned as Assistant Secretaries in the Ministry of Power, Government of India.

After successfully completing their district training at the Lal Bahadur Shastri National Academy of Administration in Mussoorie, these Officer Trainees are designated as Assistant Secretaries across various Central Ministries and Departments of the Government of India.

The Trainee Officers are:

  1. Dr Deepak Kumar IAS (Tripura 2022), holds a degree in M.B.B.S. and recently concluded his District training as Assistant Collector in the Ofice of DM & Collector – Sepahijale District, Bishramganj, Tripura.
  2. Mohd Shabir IAS (AGMUT 2022), holds a degree in B. Sc. and recently concluded his District training as Attached with Deputy Commissioner – Changlong, Arunachal Pradesh.
  3. Suvigya S Chandra IAS (AGMUT 2022), holds a degree in B. Tech. and recently concluded his District training at Andaman & Nicobar Islands
  4. V Sanjana Simha IAS (Andhra Pradesh 2022), holds a degree in B. Tech. and recently concluded her District training as Assistant Collector – Nellore District , Andhra Pradesh.

A two-day ‘Varshik Niti Samvad Shivir’ of the National Cadet Corps (NCC) took place in New Delhi on June 04-05, 2024. The conference’s primary focus was to review the progress of the ongoing expansion plan of NCC as per the Government directives to meet the aspirations of the youth. It was inaugurated by DG NCC Lt Gen Gurbirpal Singh and attended by Additional Directors General & Deputy Directors General representing NCC Directorates from across the country.

During the meeting, DG NCC highlighted the substantial efforts made in the last one year to enhance training, infrastructure and logistics functions of the NCC. He emphasised on the need for institutionalised training to be the raison de’être (reason for being) of all Directorates in order to meaningfully contribute towards nation building, social awareness and community development programmes. He reiterated NCC’s unwavering commitment to motivate young Indians and transform them into responsible citizens, in sync with the Government policies towards making the country ‘Viksit Bharat’ by 2047.

The conference was held at the newly-renovated Pratap Conference Hall, DG NCC Camp, Cariappa Parade Ground in New Delhi. The hall is named after Cadet Sergeant Pratap Singh of the 10th Punjab Battalion NCC, Gurdaspur who was awarded the Ashok Chakra Class III for his gallantry and selfless devotion to duty during firefighting operations at Gurdaspur Railway Station on September 13, 1965 during the war.

A Memorandum of Understanding (MoU) was signed between the Ministry of Health and Family Welfare (MoHFW) and the Ministry of Defence (MoD) to facilitate collaboration between the two ministries in operating a special cell of Tele MANAS, the National Telemental Health Helpline of MoHFW, as a pilot project for a period of two years at the Armed Forces Medical College in Pune. The MoU was signed by Ms. Aradhna Patnaik, AS & MD of MoHFW, and Lt General Daljit Singh, Director General of Armed Forces Medical Services.

The special Tele-MANAS Cell was inaugurated on 1st December, 2023, at the Armed Forces Medical College in Pune by the Chief of Defence Staff, General Anil Chauhan, PVSM, UYSM, AVSM, SM, VSM in the presence of senior officials from Ministry of Health and Family Welfare.

Recognizing the unique stressors faced by the Indian military, the need for tele-mental health services in the Armed Forces has become evident. The operational environment, cultural challenges, and specific stressors related to regional conflicts necessitate a specialized approach to mental health care in Armed Forces. With the signing of the MoU, the mental health and well-being of Armed Forces personnel and their families will be addressed and the Armed Forces beneficiaries will have direct access to specialized care, ensuring that their unique mental health needs are addressed promptly and effectively.

image0038IFMSpeaking on the occasion, Lt General Daljit Singh, Director General of Armed Forces Medical Services, stated that there has been a long-standing need for mental health counseling for armed forces personnel, and now, with the dedicated Tele MANAS cell, armed forces personnel and their families will receive crucial mental health assistance 24×7, addressing their mental health concerns more effectively.

Addressing the event, Ms. Aradhna Patnaik, AS & MD of MoHFW, underscored the significance of attending to the mental health concerns of the armed forces, considering their distinct mental health requirements.

Tele MANAS is the digital extension of the District Mental Health Programme (DMHP), offering comprehensive, integrated, and inclusive 24/7 tele-mental health services. The initiative provides toll-free number, 14416, in each State and Union Territory (UT) for easy access to mental health support.

Currently, there are 51 operational Tele MANAS cells functioning across all 36 States and UTs, offering services in 20 different languages. Since its launch in October 2022, Tele MANAS has received over 10 lakh calls and is managing more than 3,500 calls daily. The data indicate a significant demand for mental health services and underscores the importance of addressing mental health issues comprehensively and inclusively, particularly in specialized contexts like the Armed Forces.

These larger-than-life and often mesmerising canvases come from the collection of Shri. Deepak Gore. Steeped in years of experience managing artist Jehangir Vazifdar’s gallery, Gore’s passion ignited during a 1996 visit to the museums of London and Paris. Witnessing the grandeur of European oil paintings, he envisioned creating a collection with a powerful, locally-rooted narrative. Thus, the legend of Shivaji Maharaj found its meaningful canvas. The year 2000 marked the project’s dawn. Partnering with the renowned father-son artist duo, Shri Shrikant Chougule and Shri Gautam Chougule, Gore set about on this ambitious journey. A pivotal moment arrived when their paths crossed with the legendary historian, Padma Vibhushan Shri Balwant Moreshwar Purandare, affectionately known as Babasaheb Purandare. Babasaheb, an undisputed authority on Shivaji, became their guiding light, meticulously ensuring historical accuracy in every detail, from the warriors’ attire to the majestic recreations of palaces and forts. This monumental undertaking spanned years, culminating in a breathtaking collection of 115 masterpieces unveiled in 2016. Each canvas is a testament to Gore’s vision, the artistic grandeur of the Chougule duo, and Babasaheb Purandare’s invaluable historical expertise.

The exhibition opens with a pivotal scene: a young Shivaji, barely fourteen, receives the saffron flag (Bhagwa Jhanda) from his father Shahaji. This symbolic act signifies the birth of a dream, an independent Maratha kingdom, Swarajya. The narrative then pans through a series of major military and naval events. Out of which, the strategic genius of selecting the Fort of Raigad as his bastion, a constant backdrop that echoed his triumphs, is of striking significance.

A visionary ruler, Shivaji was also an astute administrator who excelled in the exigencies of trade and public welfare. Paintings depicting acts of benevolence and his defiance against European domination offer a glimpse into his multifaceted leadership. A dedicated section that acquaints us with the rulers who were Shivaji’s contemporaries and played a significant role in shaping his era. Look across to the opposite wall, where Fort Raigad is depicted in various moods and seasons. An alluring painting of Fort Attock (in present day Pakistan), a later conquest, visually completes Shivaji’s grand vision of Swarajya, stretching from the Indus to the Kaveri. Several preparatory portraits of Shivaji, including a striking one in Jehangir Vazifdar’s signature style, offer a closer look at the man behind the legend.

Nepal PM triggers the last blast of Head Race Tunnel of Arun-3 Hydro Electric Project in Nepal

Prime Minister of Nepal Shri Pushpa Kamal Dahal ‘Prachanda’ triggered the last blast to mark the completion of heading excavation for the 11.8 km long Head Race Tunnel of 900 MW Arun- 3 Hydro Electric Project in Sankhuwasabha District of Nepal. Arun – 3 Hydro Electric Project is being executed by SJVN Arun-3 Power Development Company Pvt. Ltd. (SAPDC), a fully owned subsidiary of SJVN. SAPDC is a significant collaboration between SJVN and the Government of Nepal, which aims to enhance regional energy security and boost economic development through sustainable hydropower generation in Arun River Basin.

India’s Ambassador to Nepal Shri Naveen Srivastava recalled in his address that the Prime Minister of India Shri Narendra Modi and his Nepali counterpart Shri Pushpa Kamal Dahal ‘Prachanda’ had agreed last year, to the long-term power trade agreement for the import of electricity from NepalHe said that completion of export-oriented 900 MW Arun 3 Hydro Electric Project will be a major milestone for this.

CMD, SJVN, Shri Sushil Sharma apprised the Prime Minister of Nepal that the successful breakthrough of the Head Race Tunnel marks a significant milestone in the construction of the 900 MW Arun-3 Hydro Electric Project. He added that the successful completion of the Head Race Tunnel is a monumental achievement in the journey to harness the hydropower potential of the Arun River.

The CMD briefed the Prime Minister about the progress of the project and the associated 217 km. long transmission line. He informed that more than 74% of the project works have been completed and that the remaining works are going on in full swing. He added that Arun- 3 Hydro Electric Project will start generating electricity by next year and that it has the potential to generate 3,924 million units of electricity every year.

The CMD said: “We are grateful for the unwavering support from the Government of Nepal, local authorities, and the community. This project symbolizes the strong partnership between India and Nepal in the energy sector and our collective efforts to achieve energy security and environmental sustainability.”

During his visit to Nepal, CMD, SJVN also met with Chief Secretary of Nepal Dr. Baikuntha Aryal and Home Secretary of Nepal Shri Eaknarayan Aryal and discussed various issues related to development of hydroelectric projects in Arun Valley in Nepal.

Currently, SJVN is executing 2,200 MW of three Hydroelectric Projects on Arun River basin in Nepal.

Shri Sanjay Kumar Agarwal, Chairman, Central Board of Indirect Taxes and Customs (CBIC), inaugurated the GST Bhawan, an official complex of CGST Rohtak Commissionerate at Rohtak, Haryana.  Shri Shashank Priya, Member, CBIC (GST, Legal, CX & ST); Shri Manoj Kumar Shrivastava, Chief Commissioner CGST Panchkula Zone, senior officers from CBIC and officers & staff from CGST Rohtak Commissionerate, Panchkula Zone, were also present.

Located at one of the most preferred locations in Rohtak, the project sits at the hub of connectivity to major districts of Haryana and has easy and quick access to facilitate GST Taxpayers. It is also located at a distance of about 3 km from Rohtak Bus stand. The inauguration of project in Amrit Kaal showcases the strength of New India.

Addressing the august gathering, Shri Agarwal expressed satisfaction that the project was completed within allocated budget despite the COVID-19 pandemic, while ensuring high quality and accommodating the needs of the future of the work space.

Shri Agarwal praised all the officers, agencies involved in this project led by Chief Commissioner CGST Panchkula Zone for managing this project as well as preparing larger-scale infrastructure development for the department.  “The Government has been consistently supporting and encouraging to develop infrastructure which is visible by the fact that the Ministry of Finance has sanctioned residential as well as office building projects of CBIC for about Rs. 4,600 crore in last 10 financial years (i.e., 2014-24),” he added.

Shri Shashank Priya, Member, CBIC, shared his experience and said when he joined the department 34 years ago, there were not many facilities available and the office was run from a rented premises. “This new building will definitely facilitate the officers and staff which will in turn boost and enhance the output. As number of taxpayers are increasing, we need more tools and modern facilities to facilitate them towards easy compliance.”

Mines Ministry signs MoU with Central TB Division

Ministry of Mines and Central TB Division of Ministry of Health & Family Welfare signed a Memorandum of Understanding in New Delhi for collaborative and convergent action towards elimination of Tuberculosis.

The MoU was signed by Smt. Farida M. Naik, Joint Secretary, Ministry of Mines and Dr. K. K. Tripathy, Economic Advisor, Ministry of Health & Family Welfare, Govt. of India in the presence of officials from both the ministries. All the field formations, CPSEs and Attached/Subordinate offices of the Mines Ministry joined the program virtually. The MoU will forge inter-ministerial collaboration and strategic partnerships to achieve the target of Eliminating Tuberculosis (TB) in India by 2025.

This partnership aims for collaborative field actions like webinars and other awareness-building initiatives under National TB Elimination Programme by engaging the CPSEs, attached offices, subordinate offices and autonomous bodies of Ministry of Mines. This initiative will also help in capacity building of health functionaries of PSUs’ hospitals & health centres for specialized campaigns for eradication of TB at grass-root level.

3rd Indian Analytical Congress – IAC inaugurated

The 3rd Indian Analytical Congress (IAC) was inaugurated at the Council of Scientific and Industrial Research-Indian Institute of Petroleum (CSIR-IIP) in Dehradun. It is a three-day International Conference cum Exhibition IAC-2024 being jointly organized by CSIR-IIP and the Indian Society of Analytical Scientists (ISAS-Delhi Chapter). “Role of Science and Technology in Green Transitions” is the theme of conference.

Prof. S.K.Mehta, Vice-Chancellor, Ladakh University addressing the inaugural session presented an overview of the role of newly developed educational infrastructure in Ladakh. He also showcased the advanced research facilities recently developed at Ladakh University through the research funds obtained from DST, DBT, and other funding agencies.

Dr. Harinder Singh Bisht, Director, CSIR-IIP, briefed about the importance and significance of new Advanced Analytical facilities and their role in the energy transition. Prof. Rajnish Kumar, SSB Awardee and Professor IIT Madras delivered a plenary talk on “CO2 capture and sequestration Carbon capture utilization and sequestration and its relevance to net zero targets in India.”

CSIR’s initiative and thematic achievements in Energy and Energy Devices (EED) were showcased through the ‘One Week One Theme’ (OWOT) program. The EED session focused on conventional energy sources, renewable and non-conventional energy/energy systems, and energy storage and devices.

The 3-Day International Conference will provide a platform for industries, academia, scientists, and technologists in the Analytical Sciences to present the prevalent and upcoming solutions in this area. The conference shall witness five technical sessions comprising invited talks by eminent speakers, presentations by researchers, and special and plenary sessions.

ISAS-Delhi Chapter executives Dr. G.S. Kapur, Dr. J. Christopher, Dr. Ravindra Kumar and Dr. Rajkumar Singh were present during the inaugural ceremony. More than 250 delegates from public sector units (PSUs) such as IOCL, BPCL, HMEL, and institutions such as IIT-Roorkee, UPES, Doon University, BARC, Punjab University, etc. participated in the conference.
