80th Staff Course commences at Defence Services Staff College, Wellington

The 80th Staff Course commenced at the Defence Services Staff College (DSSC) in Wellington, Tamil Nadu. The course is designed to train mid-career officers from the Indian Army, Navy, and Air Force to become proficient staff officers and future military leaders and equips officers with the knowledge and skills necessary to operate effectively in an integrated tri-services environment. During the course, 480 student officers including 38 officers from 26 Friendly Foreign Countries will gain a deep understanding of the functioning of each service and the warfighting philosophies at tactical and operational level over a duration of 45 weeks.

In his address to the student officers, Lt Gen Virendra Vats, Commandant, DSSC highlighted the dynamic nature and character of warfare, characteristics of the VUCA World and how DSSC would empower the student officers to face future challenges. He emphasized the critical role of synergy and integration among the Army, Navy, and Air Force and underscored the importance of understanding the unique capabilities of each service to ensure seamless collaboration in modern warfare.

The Commandant also highlighted the need for student officers to develop a strong understanding of emerging technologies and geopolitical issues impacting India’s military and security landscape. This awareness will empower them to make informed decisions and contribute effectively to military strategies.

In a first-of-its-kind initiative, the 80th Staff Course also introduced a specially curated curriculum for a select group of student officers from the Indian Army, Navy, Air Force, and friendly foreign countries. The curriculum would foster a collaborative and inter-service approach to jointness and integration in warfare and focus on inter-service understanding and cooperation at this early stage in their careers, thus empowering them to lead the way in the upcoming era of Theatre Commands.

The National Level Coordination Committee (NLCC) for the World’s largest grain storage plan held its maiden meeting in the Ministry of Cooperation, New Delhi .

Secretary, Ministry of Cooperation, Dr Ashish Kumar Bhutani along with Secretary (Agriculture and Farmers Welfare), Secretary (Food and Public Distribution), Secretary (Food Processing Industries), MD (NCDC) held the first meeting with Food Corporation of India (FCI), National Bank for Agriculture and Rural Development (NABARD, WDRA and other stakeholders.

The committee reviewed the status of implementation of its pilot project in 11 States, which was initiated last year. The Plan envisages creation of various agricultural infrastructure at PACS level, including warehouses, custom hiring center, processing units, Fair Price Shops, etc. through convergence of various existing schemes of the Government of India (GoI), such as, Agriculture Infrastructure Fund (AIF), Agricultural Marketing Infrastructure Scheme (AMI), Sub Mission on Agricultural Mechanization (SMAM) Pradhan Mantri Formalization of Micro Food Processing Enterprises Scheme (PMFME) etc.

Speaking on the occasion, the Secretary, Ministry of Cooperation, Dr Bhutani told that the project is one of the most ambitious ones being undertaken by the Government of India envisaging creation of warehouses at a decentralized level for nationwide rollout of the plan.

The Pilot project has been implemented by National Cooperative Development Corporation (NCDC) with the support of NABARD, Food Corporation of India (FCI), Central Warehousing Corporation (CWC), NABARD Consultancy Services (NABCONS) in coordination with States/ UTs concerned. Further, the pilot is being extended in 500 additional PACS with the support of State Governments, NCCF, National Buildings Construction Corporation (NBCC), etc.

States/ UTs and National level Cooperative Federations, like National Cooperative Consumers Federation (NCCF) and National Agricultural Cooperative Marketing Federation of India Ltd. (NAFED), have identified more PACS for creation of storage capacity & other agricultural infrastructure under the Project. The Committee members also discussed about how to take the plan forward on a nationwide scale, including the possible options for linkage of godowns with various stakeholders.

Additional Secretary (Telecom) Shri Niraj Verma has highlighted that India is leading in drafting global standards for responsible and trustworthy AI, and the TEC (Standard’s body of DoT, India) has released a Standard for assessing and rating fairness in AI Systems.  He also informed that TEC is now framing another Standard for assessing and rating robustness of AI systems.

Shri Verma was addressing a session on ‘Harmonizing Global Collaborations in AI Industry: A Roundtable on the Future of AI Standardisation, Regulation and Industry Development’, in Geneva, Switzerland.

Additional Secretary (Telecom) led a delegation at ITU Geneva, for the WSIS+20 (World Summit on the Information Society) Forum High-Level Event 2024 and ‘AI for Good’ Global Summit from 27 to 31 May 2024. The event was co-organized by ITU, UNESCO, UNDP and UNCTAD and co-hosted by ITU and the Swiss Confederation, with the support of remote participation.

Prasar Bharati has announced that it will telecast the T20 World Cup being organised in West Indies and USA starting 2nd June on DD Free Dish platform. Doordarshan will follow up the high profile coverage of T20 WOrld Cup with a line up of telecast of a number of major global international sporting events. This includes Live/ deferred live and highlights of the Paris Olympics Games 2024(26th July-11th August 2024), Paris Paralympic Games (28th August- 8th September 2024), International Cricket Series between India Vs Zimbabwe (6th July -1th July 2024) and India Vs Sri Lanka (27th July -7th August 2024) and Ladies and Men’s finals of the French Open 2024 (8th & 9th June 2024) & Wimbledon 2024 (13th & 14th July 2024).

The announcement was made by CEO Prasar Bharati, Shri Gaurav Dwivedi during an interaction with the media in New Delhi today. During the interaction, Secretary, Ministry of Information and Broadcasting, Shri Sanjay Jaju along with Chairman, Prasar Bharati Shri Navneet Kumar Sehgal, CEO, Prasar Bharati Shri Gaurav Dwivedi and DG, Doordarshan, Ms Kanchan Prasad, launched a special anthem ‘Jazba’ for the T20 World Cup sung by Shri Sukhwinder Singh. The Secretary also launched a promo of the gala T20 event narrated in the voice of the famous story teller Shri Neelesh Misra.

It is noteworthy that Doordarshan has reached an understanding with leading global sports bodies like NBA and PGTA for showcasing their content on DD Sports. NBA’s popular e-sports property NBA 2K League matches are telecast on DD Sports Channel.

Prasar Bharati is in advanced stages of negotiations with different sports bodies and agencies to showcase different sports leagues and properties on its sports channel. We will be updating the media as and when we firm up these partnerships.

Shri Gaurav Dwivedi also informed the gathering about the elaborate arrangements made by both Doordarshan and All India Radio for the counting process on Tuesday.

During the last year, DD Sports produced and telecast a number of multi sporting events spread across the country. This included, Khelo India University Games in Astalakshmi (the eight states of North East), Khelo India Youth Games in Tamil Nadu, National Games in Goa, inaugural edition of Khelo India Para Games in New Delhi and Khelo India Winter Games in Gulmarg and Leh. Apart from its telecast on DD Sports, the feed of these games was shared with the leading private channels of the country like Star Sports, Jio Cinema and Sony Network.

Doordarshan team produced the World Feed of the cricket matches of the Hangzhou Asian Games in China- both men and women cricket matches. The world feed produced by the DD team from ground zero was telecast in a number of countries of Asia.

Doordarshan had the linear television rights for all the platforms for the Indian Cricket Team tour of West Indies in August, 2023. Apart from commentary in English and Hindi, the feed of the limited over matches played in the series were also produced in the regional languages like Bhojpuri, Tamil, Telugu, Bengali and Kannada and they were telecast on different regional channels of Doordarshan Network.

CSIR | Phenome India Project hits Target with 10,000 Samples Collected

The Council of Scientific and Industrial Research (CSIR) announced the successful conclusion of the first phase of its groundbreaking longitudinal health monitoring project, the ‘Phenome India-CSIR Health Cohort Knowledgebase’ (PI-CheCK). To mark this significant milestone, CSIR  organized a special event, ‘Phenome India Unboxing 1.0’, at the National Institute of Oceanography (NIO), Goa today, 3rd June.  Dr. Souvik Maiti Director, CSIR-Institute of Genomics and Integrative Biology (IGIB), Dr. Sunil Kumar Singh, Director at CSIR-National Institute of Oceanography (NIO), Dr. Shantanu Sengupta, Senior Principal Scientist at CSIR-IGIB, Dr. Rajendra Prasad Singh, Senior Principal Scientist at CSIR and Dr. Viren Sardana, Senior Scientist at Centre of Excellence for Intelligent Sensors and Systems were among the dignitaries present.

Addressing the media, Dr. Shantanu Sengupta, Senior Principal Scientist at CSIR-Institute of Genomics and Integrative Biology stated that this was a momentous day for Indian Healthcare. He explained that despite India bearing a huge burden of cardio-metabolic diseases, the reasons for such high incidence in the Indian population are not entirely clear. “The risk factors in the West may not be the same as the risk factors in India.  A factor which may be important for a particular person may not be important for another person. So a one-size-fits-all concept has to go in our country”, he added.

He explained that for the first time, a pan-India longitudinal study is being conducted with an aim to develop an enhanced prediction model for cardio-metabolic disease, especially diabetes, liver diseases and cardiac diseases. Such a study is vital as these diseases have both genetic and lifestyle factors that contribute to risk, he said.

Stating that study managed to cross their target of 10,000 samples, the Senior Principal Scientist called upon other organizations to initiate similar sample collection drives. “Suppose, we get around 1 lakh or 10 lakh samples, then it will enable us to redefine all major parameters in the country”, he said as he explained that CSIR has developed a cost effective Standard Operating Procedure for sample collection.

Launched on 7th December 2023, the PI-CHeCK project aims to assess risk factors in non-communicable (cardio-metabolic) diseases within the Indian populace. This unique initiative has already enrolled nearly 10,000 participants, who have volunteered to provide comprehensive health data. These participants include CSIR employees, pensioners, and their spouses from across 17 states and 24 cities. The collected data encompasses a wide range of parameters, including clinical questionnaires, lifestyle and dietary habits, anthropometric measurements, imaging/scanning data, and extensive biochemical and molecular data.

It is important to understand the mechanisms which underlie the increasing risk and incidence of cardio metabolic disorders in Indian population and develop new strategies for risk stratification, prevention and management of these major diseases. Currently, most of these risk prediction algorithms are based on epidemiological data from Caucasian populations and there is evidence that they may be not very accurate for the Indian population due to ethnic diversity, varied genetic make-up and lifestyle patterns including dietary habits. It is therefore, important that India-specific risk prediction algorithms are developed.

The Phenome India project exemplifies CSIR’s commitment to advancing precision medicine through Predictive, Personalized, Participatory, and Preventive healthcare. By generating a comprehensive phenome database tailored to the Indian population, the project aims to catalyze similar initiatives across the country, thereby ensuring that risk prediction algorithms are more accurate and representative of India’s diverse genetic and lifestyle landscape.

Bengaluru, June 03, 2024: L&T and  NICMAR University (National Institute of Construction Management and Research) signed MoU to offer co-branded MTech programs in Construction Technology & Management and Infrastructure Project Management.

The partnership combines L&T’s technical expertise with NICMAR’s academic excellence. NICMAR, along with L&T EduTech, will offer two-year MTech programs at its Pune campus starting from the 2024-25 academic year.

Health Ministry reiterates the need for adhering to strict compliance of Regulatory Protocols

Safety and wellbeing of patients (both outpatients and inpatients), staff and visitors is of utmost importance in any healthcare facilities. Recently, fire-incidents have been reported in a few places. These are a result of short-circuits due to sub-optimal electrical maintenance and/or overload of electricity lines due to use of Air-Conditioners and other equipment.

Given the potential risks associated with fire hazards in hospitals, it is imperative that strict protocols and measures be put in place to prevent, detect and respond to fires effectively. Establishing a robust fire safety plan and conducting fire-evacuation and safety drills will not only ensure compliance with regulatory requirements but also safeguard lives and property.

Therefore, on several occasions, the Union Health Ministry communicated to all States/UTs that temperatures escalate during the present summer months and hospital fires become a more significant threat, States/UTs are advised to conduct regular preventive fire risk assessment drills to identify potentially vulnerable areas.

The latest review meeting in this regard was held on 29 May 2024, under the co-Chairmanship of Additional Secretary (Public Health and Policy) and Director General of Health Services, Dte. GHS with all States/UTs. Chair highlighted the report of tragic fire accident at a private health facility in Delhi recently.

In the meeting, 15 representatives from State Health Departments and around 390 Health Care Organizations participated. The following are the outcome of the deliberations:

  1. Need for strict compliance and rigorous periodic assessment of all health facilities concerning fire safety norms was emphasized.
  2. States/UTs and institutes advised to ensure better coordination with PWDs and local fire departments, so that fire safety NOC may be obtained in a timely manner.
  3. A checklist on ‘Prevention and Maintenance of Fire Safety’ was shared with States/UTs with the request to get the same filled by all health facilities and revert on the same.
  4. All States/UTs to ensure stricter compliance to regulatory protocols and regular mock-drills on fire safety after receiving feedback of macro-level assessments.

Coal Production Grows by 10.15%

In May 2024, India’s coal production reached 83.91 million tonnes (MT) (Provisional), exhibiting a growth rate of 10.15% compared to the corresponding period of the previous year, which stood at 76.18 MT. During this period, Coal India Limited (CIL) achieved a coal production of 64.40 MT (Provisional), marking a growth of 7.46% compared to the same period last year, when it was 59.93 MT. Additionally, coal production by Captive and other entities in May 2024 stood at 13.78 MT (Provisional), reflecting a growth of 32.76% from the previous year, which was 10.38 MT.

Similarly, India’s overall coal dispatches for May 2024 reached 90.84 MT (Provisional), up by 10.35% compared to the same period last year when it was recorded at 82.32 MT. During May 2024, CIL dispatched 69.08 MT (Provisional) of coal, with a growth of 8.50% compared to the corresponding period of the previous year when it was 63.67 MT. Additionally, coal dispatch by Captive and other entities in May was recorded at 16 MT (Provisional), reflecting a growth of 29.33% from the previous year, which was 12.37 MT.

Total coal stock with coal companies stands at 96.48 MT. The coal stock lying with CIL is 83.01 MT, while Captive and other companies hold 8.28 MT.

The Vice-President, Shri Jagdeep Dhankhar stressed that civil servants should always see things beyond partisan approach. Addressing the Assistant Secretaries of IAS 2022 batch today at Vice-President’s enclave, Shri Dhankhar underscored that Civil servants cannot ingratiate with political dispensations.

Acknowledging the capability and competence of Indian bureaucracy to deliver, Vice-President called upon the officers present to adopt nationalistic, federalist outlook and always keep the interest of the nation supreme and uphold rule of law. Addressing young Assistant Secretaries as inspiration, motivational force for young minds, Shri Dhankhar urged the civil servants to uphold highest ethical principles. “You are a conveyance of change. You are vital stakeholders in quality governance and torchbearers for accelerated growth”, he added.

Underlining that the Civil Service as more representative than ever before, Shri Dhankhar noted its representation from all societal segments, particularly those from vulnerable, marginalized, and underprivileged backgrounds.

Reflecting on India’s remarkable economic transformation, Shri Dhankhar proudly noted that today India is full of hope and possibilities and most favoured destination for investment. “The opportunity basket for young minds is increasing day by day”, he added.

Praising the digital revolution in India, Shri Dhankhar said that “our attainments have stunned the world….world institutions who used to advise us are now advising other countries to go India’s way”

Vice-President also appealed the officers present to never stop learning and keep updating their skills. “You people are especially ordained by constitution to bring about change”, he added. Reflecting on a bygone era when corruption permeated the nation’s power corridors, impeding opportunities based on merit, Shri Dhankhar highlighted that in the new era “Power corridors have been sanitized of corruption, now there is transparency and accountability”.

Self-Declaration Certificate to become Mandatory for All New Ads from 18th June, 2024

The Hon’ble Supreme Court, in Writ Petition Civil No. 645/2022-IMA & Anr. Vs. UOI & Ors. has issued directive in its Order dated 07.05.2024, that all advertisers/ Advertising Agencies must submit a ‘Self-Declaration Certificate’ before publishing or broadcasting any advertisement. Following the Hon’ble Supreme Court’s directive, the Ministry of Information and Broadcasting has introduced a new feature on the Broadcast Seva Portal of the Ministry of Information and Broadcasting (MIB) for TV and Radio Advertisements and on Press Council of India’s portal for Print and Digital/Internet Advertisements. The certificate, signed by an authorized representative of the advertiser/advertising agency, needs to be submitted through these portals.

The portal will be activated on 4th June, 2024. The Self- Declaration Certificate is required to be obtained by all advertisers and advertising agencies for all new advertisements that will be issued/telecast/aired/published on or after 18th June, 2024. A buffer period of two weeks has been kept for providing sufficient time to all stakeholders to familiarize themselves with the process of self- certification. Ongoing advertisements do not require the self-certification currently.

The self-declaration certificate is to certify that the advertisement (i) does not contain misleading claims, and (ii) complies with all relevant regulatory guidelines, including those stipulated in Rule 7 of the Cable Television Networks Rules, 1994 and the Norms of Journalistic Conduct of Press Council of India. Advertiser must provide proof of uploading the Self-Declaration Certificate to the relevant broadcaster, printer, publisher, or electronic media platform for their records. As per the Hon’ble Supreme Court’s directive, no advertisement will be permitted to run on television, print media, or the internet without a valid Self-Declaration Certificate.

The Hon’ble Supreme Court directive is a step towards ensuring transparency, consumer protection, and responsible advertising practices. The Ministry of Information & Broadcasting urges all advertisers, broadcasters and publishers to adhere to this directive diligently.
