MEA Notification on Visas of Pakistani Nationals

Decision regarding Visas of Pakistani Nationals | Following the decisions taken by the Cabinet Committee on Security in response to the Pahalgam terror attack, the Government of India has announced the immediate suspension of visa services for Pakistani nationals.

  • All existing valid visas issued by India to Pakistani nationals stand revoked with effect from 27 April 2025
  • Medical visas issued to Pakistani nationals will be valid only till 29 April 2025
  • All Pakistani nationals currently in India must leave India before the expiry of visas, as now amended
  • Indian nationals are strongly advised to avoid travelling to Pakistan. Those Indian nationals currently in Pakistan are also advised to return to India at the earliest.

  • It is hereby clarified that the revocation of visas specified in the above decision does not apply to the Long Term Visas (LTVs) already issued to Hindu Pakistani nationals, which remain valid.

Shri Shiv Pal Singh is a 1997-batch officer of the Indian Forest Service (Uttar Pradesh cadre) and is presently serving as the Chief Vigilance Officer (CVO) of Bharat Heavy Electricals Limited (BHEL), New Delhi. He assumed charge of this role on 21st June 2022 and has recently been granted an extension of tenure up to 5th February 2026. An engineer by academic training, Shri Singh holds a Bachelor’s degree in Mechanical Engineering and a Master’s degree in Thermal Engineering, both from the Indian Institute of Technology (IIT), Delhi. He has also pursued advanced studies in public policy at the University of California, Berkeley.

Throughout his distinguished career, Shri Singh has held a range of significant assignments at both the state and national levels. In his home cadre of Uttar Pradesh, he has been involved in forest and wildlife management, enforcement, and district-level administration. He has also served in key positions in the state’s Tourism Department, including as Special Secretary and as Managing Director of the Uttar Pradesh State Tourism Development Corporation, where he was instrumental in promoting tourism infrastructure and strategic development initiatives. His tenure included successful management of externally aided projects supported by international agencies such as JICA, the World Bank, and GEF.

At the national level, he has made noteworthy contributions while serving in the Ministry of Environment, Forest and Climate Change, where he handled the Wildlife Division, the Forest Conservation Division, and worked with the National Tiger Conservation Authority. He later joined the Ministry of Housing and Urban Affairs, where he was closely associated with the Atal Mission for Rejuvenation and Urban Transformation (AMRUT), overseeing critical aspects of urban infrastructure and service delivery reform across Indian cities.

As the Chief Vigilance Officer of BHEL, Shri Singh plays a key role in fostering institutional transparency, promoting integrity, and implementing vigilance mechanisms in line with Central Vigilance Commission (CVC) guidelines. His diverse experience in administration, project management, environmental governance, and public policy makes him a valuable asset in advancing public sector accountability and performance.
