The Kailash Manasarovar Yatra, organized by the Ministry of External Affairs, is scheduled to be held from June to August 2025. This year, a total of 15 batches, each comprising 50 Yatris, will undertake the pilgrimage—5 batches via Uttarakhand, crossing through the Lipulekh Pass, and 10 batches via Sikkim, crossing through the Nathu La Pass. Applications are now being accepted through the official website: kmy.gov.in. Yatris will be selected from the pool of applicants through a fair, computer-generated random selection process, which also ensures gender balance.

Since 2015, the entire procedure—from online application to final selection—has been fully computerized. As such, applicants do not need to send physical letters or faxes for inquiries. All queries, feedback, and suggestions can be submitted directly through the feedback options available on the official website.

Shri Rajendra Ratnoo, a highly qualified and intellectually driven officer, holds a graduate degree in Philosophy and a Master’s in Psychology from JNV University, Jodhpur, both with first-class honors. He has also earned two M.Phil. degrees—one in Social Sciences and another in Public Health from the prestigious Jawaharlal Nehru University (JNU)—again with distinction, demonstrating his commitment to academic excellence and evidence-based public administration.

Throughout his career, Shri Ratnoo has held several key leadership positions, including Executive Director at NIDM, Joint Secretary in the Department for Promotion of Industry and Internal Trade (DPIIT), and Commissioner & Project Coordinator in the Disaster Management Department of Tamil Nadu. His repeated appointments as District Collector in major districts such as Cuddalore, Kanyakumari, and Vellore reflect the trust reposed in him by the state government during times that required robust and responsive governance.

His tenure also includes impactful roles as Managing Director of the Tamil Nadu Medical Services Corporation, Poompuhar Shipping Corporation, and senior positions in departments such as Commercial Taxes, Fisheries, Local Self-Government, and Rural Development. He has been widely recognized for his strong administrative acumen, especially in disaster risk management, public health logistics, and revenue administration.

Shri Rajendra Ratnoo is widely regarded as a dedicated, visionary, and people-centric officer, known for his balanced leadership, field-level sensitivity, and policy-level insight. His career trajectory is a reflection of both depth and diversity in public service, combining academic rigor with administrative excellence.

REC Limited Successfully Raises 5,000 Cr Through Bond Issuance

REC Limited, a leading public sector enterprise under the Ministry of Power and a premier non-banking finance company, has successfully raised Rs 5,000 crore through the issuance of bonds. The offering included Rs 3,000 crore through 5- year bonds at coupon of 6.87 % and Rs 2,000 crore through 10-year bonds at coupon of 6.86 %.

The bond issuance witnessed an overwhelming response from market participants, reflecting strong investor confidence in the company’s robust financial position and growth prospects. The bonds have been assigned a “AAA” rating by prominent credit rating agencies – CARE Ratings, ICRA, and India Rating & Research Pvt Ltd (IRRPL) – signifying the highest degree of safety regarding timely servicing of financial obligations.

The bonds will be listed on both the Bombay Stock Exchange (BSE) and the National Stock
Exchange (NSE), enhancing their liquidity and offering investors easy tradability.

M. Dana Kishore moves to the Labour Department. The full list of officers and their new roles is provided below.

Dr Shashank Goel IAS (Teliangana 1990),  presently Director General, Dr MCR HRD Institute, Hyderabad, Telangana, is transferred and appointed as Vice Chairman – Centre for Good Governance, with additional charge of Director General – Environment Protection Training & Research Institute (EPTRI), relieving Shri Ahmad Nadeem IAS (Telangana 1997) from additional charge of the post.
  2.
