The worsening air quality, attributed to unfavorable meteorological conditions, has led to the invocation of Stage-IV of the Graded Response Action Plan (GRAP) from 8:00 AM on November 18, 2024.

The Sub-Committee of CAQM reviewed the air quality trends and forecasted conditions from the Indian Meteorological Department (IMD) and IITM. Observing a steady rise in AQI throughout the day, the committee decided to enforce Stage-IV GRAP measures in addition to existing measures under Stages I, II, and III. Responsible agencies and Pollution Control Boards across NCR have been instructed to ensure strict compliance.

Stage-IV GRAP Action Plan

The following measures will take effect across NCR:

1. Truck Traffic Restrictions: Entry of trucks into Delhi is prohibited, except those carrying essential goods or services. LNG, CNG, Electric, and BS-VI Diesel trucks are permitted.
2. LCV Regulations: Light Commercial Vehicles (LCVs) registered outside Delhi, except EVs, CNG, and BS-VI diesel vehicles, are barred from entry unless carrying essential goods or services.
3. Ban on Older Vehicles: Delhi-registered BS-IV and below diesel-operated Medium and Heavy Goods Vehicles are restricted, except for essential services.
4. Construction and Demolition Ban: All C&D activities, including linear projects such as highways, roads, and flyovers, are halted.
5. Schools and Colleges: State governments may shift physical classes (VI-IX and XI) to online mode.
6. Office Attendance: Public, municipal, and private offices are advised to operate at 50% capacity, with the remaining staff working remotely. Central government offices may consider work-from-home arrangements.
7. Additional Emergency Measures: State governments may decide on further restrictions, such as closing colleges, non-essential businesses, or implementing an odd-even vehicle scheme.

Citizen Advisory

The CAQM urges citizens to follow the Citizen Charter under GRAP and support the implementation of air quality measures. Vulnerable groups, such as children, the elderly, and those with chronic conditions, are advised to avoid outdoor activities and remain indoors as much as possible.

This stringent action plan highlights the urgent need to address the escalating air pollution crisis and protect public health in the region. Citizens’ cooperation will be critical in mitigating further deterioration of air quality.
