NHRC India begins its two-week online short-term Internship Programme

The National Human Rights Commission (NHRC) commenced its two-week online short-term internship programme on November 18, 2024, in New Delhi. Sixty university-level students from diverse academic backgrounds across India have been selected to participate. During the inaugural session, NHRC Secretary General Mr. Bharat Lal encouraged the interns to use this opportunity to deepen their understanding of human rights and prepare to contribute meaningfully to protecting and promoting them.

Highlighting India’s long-standing tradition of offering refuge to persecuted communities, Mr. Lal emphasized the nation’s ethos of empathy and universal brotherhood. He underscored the importance of reflecting on the ideals enshrined in the Indian Constitution and the efforts made by the legislature, judiciary, executive, and NHRC to uphold these principles. He also expressed hope that the programme would foster a better understanding of human rights among interns, while cultivating sensitivity and responsiveness to the struggles of marginalized and vulnerable groups.

Providing an overview of the programme, NHRC Joint Secretary Mr. Devendra Kumar Nim outlined its multifaceted approach. The interns will engage in individual and group activities and competitions to enhance their awareness of human rights. They will also participate in sessions led by eminent speakers on various aspects of human rights and undertake virtual visits to institutions such as Tihar Jail, police stations, and shelter homes to gain practical insights into their functioning and challenges.

Pradhan Mantri Awas Yojana- Rural

The Pradhan Mantri Awas Yojana – Gramin (PMAY-G) was launched on November 20, 2016, as part of Prime Minister Narendra Modi’s vision to provide pucca houses to the underprivileged in rural areas. This flagship scheme focuses on uplifting the poorest segments of society by providing them with safe, secure, and sustainable housing.

Key Achievements and Progress:

  • Target: Originally, the scheme aimed to construct 2.95 crore houses by 2023-24. In 2024, this target was extended with an additional 2 crore houses to be built by 2029.
  • Current Progress: As of November 19, 2024, 3.21 crore houses have been sanctioned, and 2.67 crore have been completed, significantly improving living conditions for millions.
  • Women Empowerment: Approximately 74% of houses are owned by women, either solely or jointly, with an ambition to achieve 100% ownership by women.
  • Skilled Employment: Nearly 3 lakh rural masons have been trained in disaster-resilient construction techniques.

Financial Provisions:

  • The scheme allocates ₹3,06,137 crore for FY 2024–29, with ₹54,500 crore earmarked for FY 2024-25.
  • Unit assistance is ₹1.20 lakh for plain areas and ₹1.30 lakh for North Eastern and Hill States.
  • Beneficiaries can access institutional loans of up to ₹70,000 at a 3% interest subsidy, with a maximum subsidy on ₹2,00,000.

Convergence with Other Schemes:

PMAY-G integrates with various government initiatives to ensure comprehensive rural development:

  1. Swachh Bharat Mission-Gramin (SBM-G): ₹12,000 assistance for toilet construction.
  2. MGNREGA: Offers 95 days of unskilled labor for beneficiaries, with training for rural mason skills.
  3. Pradhan Mantri Ujjwala Yojana (PMUY): Free LPG connections for cleaner cooking.
  4. Piped Water and Electricity: Ensures basic amenities for better living standards.
  5. Waste Management: Improves hygiene through social and liquid waste management systems.

Technological and Monitoring Innovations:

  • Beneficiaries are selected through SECC 2011 and Awaas+ 2018 surveys, verified by Gram Sabhas.
  • The Awaas+ 2024 mobile app uses Aadhaar-based face authentication and offers 3D house design options.
  • Payments are made directly to beneficiaries’ Aadhaar-linked bank accounts via Direct Benefit Transfer (DBT).

Features of PMAY-G Houses:

  • Minimum house size of 25 sq. meters, including a hygienic cooking area.
  • Structurally sound and culturally appropriate designs using local materials.
  • Disaster-resilient construction methods.

Beneficiary Inclusion Criteria:

Eligibility is determined through SECC 2011 and Awaas+ 2018 lists. Households included are:

  1. Houseless families.
  2. Families living in kuccha houses or homes with zero to two rooms.

Automatic Inclusion Criteria:

  • Destitute households.
  • Manual scavengers.
  • Primitive tribal groups.
  • Legally released bonded laborers.

By converging various welfare schemes and leveraging technology, PMAY-G is transforming rural housing and promoting inclusive development, benefiting nearly 10 crore individuals across the country.

General Upendra Dwivedi, Chief of the Army Staff (COAS), embarked on an official visit to Nepal from November 20 to 24, 2024, in a move aimed at strengthening the close defence cooperation between the two nations. The visit underscores the historical and cultural ties shared by India and Nepal and seeks to enhance collaboration between their armed forces.

On November 20, 2024, General Dwivedi met with Mr. Naveen Srivastava, Indian Ambassador to Nepal, followed by informal discussions with General Ashok Raj Sigdel, COAS of the Nepali Army, at Shashi Bhawan. The following day, he was accorded a Guard of Honour at the Nepali Army Headquarters and participated in interactions with General Sigdel and the Director General of Military Operations (DGMO), Nepali Army, on matters of mutual interest. A highlight of the visit was the Investiture Ceremony at Rashtrapati Bhawan, Shital Niwas, where the Right Honourable President of Nepal conferred upon General Dwivedi the Honorary Rank of General of the Nepali Army, a unique tradition between the two nations. This was followed by high-level discussions to further boost defence ties and a banquet hosted by the Nepali Army COAS.

On November 22, 2024, General Dwivedi addressed student officers at the Nepali Army Command and Staff Course in Shivapuri, emphasizing shared military learnings. He also held discussions with the Honourable Prime Minister, Mr. K P Sharma Oli, and Defence Minister, Mr. Manbir Rai, focusing on areas of mutual interest.

The following day, November 23, 2024, General Dwivedi attended an Ex-Servicemen Rally in Pokhara, where he felicitated Veer Naris and Gallantry Awardees and interacted with Indian Army veterans residing in Nepal. He also visited the Nepali Army’s Western Division Headquarters, receiving a briefing alongside the General Officer Commanding, Western Division. The day concluded with a banquet hosted by General Dwivedi for dignitaries in Kathmandu.

The visit, which concluded on November 24, 2024, marked a significant step in enhancing military cooperation between India and Nepal, fostering mutual trust, and exploring new avenues for collaboration.

In a demonstration of India’s commitment to sustainable ocean development, Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology and Earth Sciences, felicitated international trainees from six countries—Nigeria, Kenya, Sri Lanka, Tanzania, Ghana, and Jamaica—who successfully completed a specialized training program in ocean exploration. The event, held in collaboration with the International Seabed Authority (ISA), celebrated advanced training in seabed exploration and highlighted India’s leadership in environmental stewardship and international collaboration.

Addressing the gathering at the Ministry of Earth Sciences in New Delhi, Dr. Singh congratulated the trainees and emphasized India’s dedication to fostering a network of skilled professionals in marine conservation. He welcomed them as “ambassadors of a sustainable future,” urging them to use their expertise to champion environmental sustainability in their respective nations. The training program, focused on polymetallic nodules (PMN) and polymetallic sulphides (PMS) exploration, was part of India’s efforts to build global capacity in sustainable marine resource management.

Dr. Singh outlined India’s approach to seabed mining, rooted in four principles: sustainable utilization of minerals for the common good, marine environmental protection, development of seabed mineral regulations, and adherence to the United Nations Convention on the Law of the Sea (UNCLOS). As a signatory to UNCLOS since 1982, India has been a strong advocate for responsible seabed mining, holding two of the 31 ISA exploration contracts. These contracts cover PMN and PMS mining, with strict adherence to environmental impact assessments and protocols from exploration to post-extraction phases.

The Minister linked the training program to Prime Minister Narendra Modi’s “Blue Economy” initiative, which prioritizes the sustainable use of ocean resources for economic growth, job creation, and improved livelihoods. He stressed that India’s economic progress is inseparable from environmental conservation, positioning the nation as a global leader in sustainable ocean resource management.

The training program covered advanced exploration technologies, deep-sea mapping, remote-operated vehicles, mineral sample analysis, and environmental impact assessment. Dr. Singh encouraged the trainees to maintain connections with their Indian peers, promoting knowledge-sharing and collaboration. He emphasized that India’s role as a mentor in ISA programs underscores its dedication to empowering other nations in sustainably managing marine resources.

The event was attended by senior officials, scientists, and dignitaries from the Ministry of Earth Sciences. Dr. Singh invited the trainees to provide feedback to refine India’s international training programs further and acknowledged their potential to influence their countries’ approaches to seabed mining. He called the trainees “global messengers of ocean conservation,” emphasizing their role in shaping sustainable practices globally.

Dr. Jitendra Singh concluded by reaffirming India’s commitment to partnerships with ISA and other international organizations to safeguard marine environments for future generations. He expressed hope that India’s model of sustainable ocean exploration would inspire global adoption of similar frameworks, paving the way for enhanced international cooperation in marine science and environmental protection.

IIT Ropar leads the way in Advanced Water Management Training

The Indian Institute of Technology (IIT) Ropar successfully concluded a specialized Certification Program on ‘Advances in Water Management’ for employees of the Trident Group, a global leader in textiles and home products. Conducted over five days on the IIT Ropar campus, the program was designed to equip participants with advanced knowledge and practical skills in sustainable water treatment technologies for industrial use.

Tailored specifically for Trident’s experienced workforce, the program focused on critical aspects of water management, including water recycling, energy-efficient methodologies, and chemical-free treatment solutions. Sessions were led by IIT Ropar faculty and researchers, providing a comprehensive mix of theoretical instruction and hands-on training. This approach enabled participants to explore innovative water management techniques applicable to Trident’s facilities.

SECI signs MoU to promote Green Hydrogen initiatives

On November 19, 2024, the Solar Energy Corporation of India Ltd (SECI), under the Ministry of New and Renewable Energy (MNRE), signed a Memorandum of Understanding (MoU) with H2Global Stiftung to promote green hydrogen initiatives. This agreement aims to enhance knowledge exchange on market-based mechanisms and foster cooperation between India and importing countries, contributing to the global advancement of the green hydrogen economy. The MoU was signed by Shri Sanjay Sharma, Director (Solar) at SECI, and Dr. Susana Moreira, Executive Director of H2Global Stiftung, in the presence of notable officials, including Mr. Timo Bollerhey, CEO of HintCo; Mr. Markus Exenberger, Executive Director of H2Global Foundation; Shri Prashant Kumar Singh, Secretary of MNRE; Shri Abhay Bhakare, Mission Director of the National Green Hydrogen Mission (NGHM); Dr. Prasad Chapekar, Deputy Secretary of MNRE; and Shri K.R. Jyothi Lal, Additional Chief Secretary of Kerala.

This collaboration provides India with an opportunity to work on joint tender design concepts, particularly in structuring joint tenders that align with India’s ambition to become an export hub for green hydrogen and its derivatives. Additionally, the cooperation is expected to offer valuable insights into global hydrogen market dynamics, including trade logistics and stakeholder engagement, which can play a crucial role in advancing India’s green hydrogen initiatives and furthering its renewable energy goals.

Justice D Krishnakumar appointed as Chief Justice – High Court of Manipur

Shri Justice D Krishnakumar presently Judge- Madras High Court has been appointed as  Chief Justice of the High Court of Manipur .

Justice D. Krishnakumar, a distinguished legal luminary, was born to Thiru. A.P. Deivasigamani and the late Tmt. Saraswathi in Dharapuram on May 22, 1963. He completed his schooling at the Government Higher Secondary School in Dharapuram before pursuing his B.Sc. degree at Presidency College, Chennai, and his B.L. degree at Madras Law College. After enrolling as an advocate in 1987, he began his esteemed career under the mentorship of Mr. K. Duraiswamy, Senior Advocate in the Madras High Court.

Justice Krishnakumar’s exemplary legal career is marked by his dedicated service in various pivotal roles. He served as Government Advocate at the Madras High Court from 1991 to 1996 and later as Additional Central Government Standing Counsel in 1998-99. His exceptional legal acumen was further recognized when he became Special Government Pleader from 2001 to 2006, and Standing Counsel for the Teachers’ Recruitment Board, as well as numerous Municipalities, including the Coimbatore City Municipal Corporation, the Indira Gandhi National Open University, and other significant government undertakings.

He also held the position of Special Government Pleader (Education) from 2013 until his elevation to the bench. With a vast and diverse practice in Civil, Criminal, and Writ jurisdiction in the High Court, Justice Krishnakumar’s career is a testament to his deep commitment to justice and the law. His outstanding contributions culminated in his appointment as a Permanent Judge of the High Court of Madras on April 7, 2016.

Elbit Systems | Awarded Contracts Worth Approximately $335 Million to Supply Defense Systems to European Country

Elbit Systems announced today that it was awarded contracts worth a total amount of approximately $335 million, to supply defense systems to a European country. The
contracts include the supply of PULS™ (Precise and Universal Launching Systems) rocket
launchers and rockets, as well as Hermes™ 900 Unmanned Aircraft Systems (UAS) equipped with advanced payloads. The contracts will be performed over a period of three years and six months.

HERMES 900_elbit systems

Elbit Systems’ PULS provides a comprehensive and cost-effective solution capable of launching unguided rockets, precision-guided munitions, and missiles with various ranges. The PULS launcher is fully adaptable to existing wheeled and tracked platforms, enabling significant reductions in maintenance and training costs.

The Hermes 900 multi-role MALE UAS is Elbit Systems’ largest unmanned aerial vehicle, designed to perform a wide range of missions, including area dominance and persistent intelligence, surveillance, target acquisition and reconnaissance (ISTAR) across land and maritime domains. POWERGRID | Acquires TBCB Route’s 1st HVDC Project Khavda V A Power Transmission Ltd

Power Grid Corporation of India Limited (POWERGRID) – a Maharatna CPSU under Ministry of Power, Govt. of India has on 19th November 2024, acquired the TBCB Project SPV – ‘Khavda V A Power Transmission Limited’, the first-ever High Voltage Direct Current (HVDC) project to be tendered through Tariff-Based Competitive Bidding (TBCB). The project SPV, with an estimated cost of ₹24,819 Crore (as per NCT estimations), is part of the scheme designed for evacuating 8 GW of renewable energy under Phase V: Part A from the Khavda Renewable Energy Zone in Gujarat, one of the largest RE zones in the country.

HVDC_Final

The project includes establishment of 6000 MW, ± 800 kV HVDC terminals at KPS2 (Gujarat) & Nagpur (Maharashtra), ± 800 kV HVDC Bipole transmission line between KPS2 & Nagpur (~1200 km) traversing through Gujarat and Maharashtra, LILO of Wardha – Raipur 765 kV D/C line at Nagpur in Maharashtra, including supply & installation of various associated equipment/ interconnections at terminal stations.

POWERGRID, through its various Projects SPVs which have been acquired through tariff bidding route, is implementing various Transmission System Projects being constructed on build, own, operate and transfer (BOOT) basis. These Projects will augment the Indian transmission infrastructure to evacuate Green Energy to the National Grid thereby reducing dependency on fossil fuels, in line with Government of India’s vision of achieving a 500 GW renewable energy target by year 2030.

As of 15th November 2024, POWERGRID has commissioned and is operating 280 Sub-stations and more than 1,78,975 ckm transmission lines and 5,43,961 MVA of transformation capacity. With the adoption of the latest technological tools and techniques, enhanced use of automation. and digital solutions, POWERGRID has been able to maintain an average transmission system availability of more than 99.8%.

In the economic domain, both leaders expressed satisfaction with the implementation of the India-Australia Economic Cooperation and Trade Agreement (ECTA) and ongoing negotiations to finalize a Comprehensive Economic Cooperation Agreement (CECA). Initiatives like the Australia-India Business Exchange (AIBX) program and the alignment of “Make in India” with “Future Made in Australia” were emphasized as key drivers for job creation and economic growth.

On energy, science, and technology, the summit launched the India-Australia Renewable Energy Partnership, focusing on green hydrogen, solar PV, energy storage, and workforce development in renewables. Both sides noted progress in critical minerals collaboration and space cooperation, including India’s support for Australia’s satellites and joint work on India’s Gaganyaan mission.

Defence and security cooperation saw a commitment to renew the Joint Declaration on Defence and Security Cooperation in 2025. The leaders emphasized strengthening joint exercises, maritime security collaboration, and defence industry linkages. Increased focus on maritime domain awareness and interoperability underscored the strategic alignment between the two countries.

Cultural and educational ties were also a highlight, with the opening of new consulates in Bengaluru and Brisbane to strengthen trade and cultural links. Initiatives such as Australia’s Working Holiday Maker visa and the Mobility Arrangement for Talented Early-professionals Scheme (MATES) were introduced to boost people-to-people connections. Both leaders welcomed the establishment of Australian university campuses in India and sports collaborations to foster stronger ties.

In regional and multilateral cooperation, the leaders reiterated their commitment to an open and inclusive Indo-Pacific, aligning closely with Quad’s vision and ASEAN centrality. Joint contributions to the Indian Ocean region were celebrated, including the 2024 Indian Ocean Conference and India’s upcoming chairmanship of the Indian Ocean Rim Association (IORA).

The summit also addressed global challenges, with both sides advocating for conflict resolution through diplomacy, stronger counter-terrorism measures, and urgent climate action. The discussions reflected a shared vision for peace, prosperity, and sustainability, with plans to commemorate the fifth anniversary of the Comprehensive Strategic Partnership in 2025 and further deepen collaboration in the coming years.
